SANITARY LANDFILL:
Letter from Mary E. Frackleton advised the Board that Frank ~elinas had been sent. the plans
for the.~is~ile site area.
T0~ COUNSEL - A~HDIOCESE:
Letters from Town Counsel stated that he would represent the Board of Appeals in the filing
of an appeal on the Essex Superior Court Civil Action. A second letter advised the 'BOard
that they should request the sum of $6000. from the Reserve Fund for expenses of the appeal.
.Town Counsel also Stated that Attorneys Frizelle and Joyce have agreed to work with him on
the matter. Selecnman Guthrie~ stated that he would not sign any expense voucher if
ed~to pay Frizelle or Joyce. Coady motioned to request the sum of $3,000. instead of $6,000.
· Chairman Outhrie stepped down from t~e Chair to second the motion. Selectman McE~oy voted
on the motion but did not concur With the amount.

Approved: Petitions to excavate on Boxford St. to install gas service and to repair gas
mains on Osgood, Marblehead, Saltonstadd Rd., Mass. Ave. and Davis
TIMETABLE FOR AGENDA:
The Board voted to send notices to all departments, committees and Boards stating that, be-
ginning May 3rd meeting, all town matters to be on Agenda must be in Selectmen.s Office by
~ P.M. the preceding Thursday. Any townsman who wishes to attend meeting to discuss any
matter will be received.

warrant and minutes were approved as submitted.
BLUE CROSS -BLUE SHIELD::
Letter received from Town Treasurer, James H. Dewhirst, brought up the question of eligi-
bility of part-time employees in the Town's Group Insurance Program. He suggested that
Town Counsel be contacted for a determination.
The Board voted to grant the request of School Crossing Guard, Susan Northam, to be included
in the Town's Program with the stipulation that if the quidelinss that are established in
the future prove her ineligible, her membership will be withdrawn from the Town's Program
Mrs. Not,ham was so notified, copies to Town Treasurer and Chief Iawlor.
SPECIAL TO~N MEETING ACTION:
The Board voted to send letter requesting Town Counsel to submit names of Counsels to re-
present the town in the appeal of the Essex County Superior Court decision on the Arch-
diocese low-incom~honsing permit for Waverly ~i. Appeal voted at Special Town Meeting on
Narch 18,~ 1976.
Copy of letter to Board of Heslth from Bldg. Inspector concerning the installation of wells
water of which is unpalatable and unfit for human consumption. Problems usually develop
after the homeowner has purchased a new home and finds that he is faced with an expenditure
that sometime amounts to $1,000 to make the water usable. He requests that the Board o~
Health establish regulations to protect the consumers. Letter received for files.

from S. Eidlemam, District Highway Engineer, to our letter requesting reduction of
limit on Nass. Ave. because of the many intersections. State ~f.ll review the situ-

SUTTON ST. R.R. CROSSING:
Notice received from the Dept. of Public Utilities of a Hearing to install automatic flashing
light signals and crossing gate system at the above-nszm~ crossing. The Board voted to
send letter to Chief Lawlor requesting that he attend the hearing, April 16, at 10 A.M. and
to record the Board's objections to said installations. Chairman Guthrie may be able to
attend the hearing, also.
AIRPORT CONTROL TG~ER:
Letter from Mr. Davies, Airport Mangager, thanked the Selectmen for their offer of support
to expedite the installation of a much needed control tower at the airport. However, he
stated new ami more stringent requirements had to be met under the new rulings. He stated
that after the FAA checks them in April, he would advise the Board how they can aid the
project.
Request from Ben Osgood re withdrawal of Article from Warrant. Stated he would send letter.

SPACE
Recreatmomal Council requested space for playground equipment again. Selectmen will meet Sat.
April 3 to discuss same.
TOWN BUILDING RENOVATION:
Letter from Frank Gelimas, Chairman Municipal Facilities Bldg. Committee, requested the Select-
men include in Article in Town Wa~-~nt, verbiage to acquire ~ng for study of space require-
ments~
AGENDA ITEMS:
Selectman Coady offered the suggestion that all items to be placed on Selectmen's Meeting
Agenda for Monday Nights should be presented to Secretary no later than 12 noon the previous
Thursday. This is particularly for departments. Any town citizen may come in to open meeting
on Monday without being on the Agenda. The Board will decide the issue at next meeting.
This procedure will eliminate material coming in after 5 p.m. on Monday for the Agenda.
LICENSING COMmISSIONErS: t
Application reviewed of Arthur J. Pappathanasi: ~/b/a ~ichdale Superette, for Wine ~everage
Retail Package Goods Store license. License granted but will be held until applicant has
completed all the contingencies..repairs to store and requirements as listed by the Bldg.
Inspector. A street light requested to be installed outside store for traffic safety measures
also.
TROOP 81 BOY SCOUTS:
Request from above-named presented by Gilbert Lundquist, Chairman of annual barbecue was
granted by the Board to use Town Picnic area, May 29th, rain date, Nay 30. A One-day beer
also them to fire from Chief Daw.
