The Board of Selectmen held their regular meeting on this date at the Middle School
Auditorium before resuming the last half of the Town Meeting. ~ members were present.
The Warrant and minutes were approved as submitted.
POLE LOCATION:
Hearing held on a Joint pole location on Chestnut Street. Approved bY Selectmen.
ESSEX COUNTY SEL~ETM~N~S ANNUAL 1,~ETING:
Program and instructions received for the above-named meeting on Nay 15th.
Selectmen will be the hosts.
North Andover
SZTUCINSKI COmPLaINT:
Letter received from the Asst. Building Inspector re the above-named complaint. Letter
stated that the matter is a personal battle between neighbors that hah been contirmuing
for quite a few years. It is even on record of court procedures aM judgments, that E.
Sztucinski shall not harass Dr. and Mrs. Love over their entrance r~d. Dr. Love lives
a quarter of a mile in from Boxford Street and must pass Sztnokins~'s home as road goes
by his residence. Town does not have any jurisdiction over the complaint. Board Voted
to haVe copies sent to the complainant and Dr. Love.
GAS EXCAVATION PETITIONS:
Approved: Gas excavations on Sutton St. to tie in 6"steel main on Surrey Drive; and to
install a 3/4" gas service at 164 Hillside Road.
CIVIL SERVICE HEARING:
Notice received of public hearing on April 29, 1976, at 1 p.m., Boston, Mass. re the up-
dating and amendment of Civ~ Service R~les. Copies to all unions and notice to be posted
on Bulletin Board.
SECRETART~
Permission granted to Secretary, Alice Letarte, to take two week's vacation due frc~ 1975
to visit son in California, Nay 9 ~to May 23.

The Board of Selectmen held their regular meeting on this date with all m present;
Selectmen John F. Coady, Thomas J. McEvoy with Chairman Joseph A. Guthrie presiding. The
warrant and minutes were approved as submitted.
COEPLAINT:
Constance Burnell, 429 Marbleridge Rd., appeared before the Board stating that she didn't
like the manner in ~nich Town ~eeting was conducted. She commented that the Moderator dis-
couraged any discussion on Articles by his autocratic manner. After a lengthy time, the
Selectmen advised Mrs. Burn~11 to invite the Naderator to one of her Women's Club meetings
and he would answer any questions they had on Town Meeting action.
ANNUAL APPOINTM~NTS:
The Board Voted to have letter go out requesting applications for membership on the several
committees they had to fill annually. Letters must be in by May 24th. Insurance Co~,m.~ttee
will be appointed on May 10th.
ADN~FiSTRATIVE ASSISTANT:
Chairman Cmthrie advised the Board 'that he had sent a letter to the Chairman of the Advisory
Board requesting that they appoint the two members to represent them on committee who ~
submit recommendations to the Selectmen re the appointment of the Administrative Assistant.
TO~ FArM P~AL:
Letter received from Dr. Hollander who wishes to rent Town Farm. Selectmen instructed C.
Foster, Building Inspector, to arrange a meeting with Dr. Hollander to see the building.
CE~A PROGRAM ALLOTMENT: .'
Letter from Dick Wood, CE~A Coordinator, advised the Board that the sum of $65,000. had
been allocated to the town of North Andover to be spent by Sept. 30, 1976. 0nly 10% of
this amount can be spent on salaries of clerical, administrative or professional help.
Job descriptions, with salaries, must be received at the CE~A office by May 14. Letters wtT~
be sent out to ail departments requesting letters on their needs. Selectmen ~ send in for
CABLE INSTALLATION: laborer and working forman.
Petition received from Mass. Electric Co. for installation of cable on Chickering Rd.
Hearing set for May 10, 1976, at 7:30 P.M.
N.A. LAND PURCHASE:
Letter received from J. Smith, Lawrence City Clerk, requesting a meeting to discuss the
sale of a portion of land owned by North Andover to Lawrence for their new High School.
Town Meeting gave affirmative action to the sale of the land. Selectmen directed letter
to be sent to City Clerk advising postponement of requested meeting until an Administrative
Assistant had been appointed. Position to be filled by July l, 1976.
