Letter from Law. Eagle Tribune re: the publishing of the General Revunue Sharing Planned
Use Report for 1976. Copy of letter to be fo~mrded to Jim Dewhirst. Unanimous action.
Letter from Town Counsel re: articles 83-84 of the Annual Town Meeting was received,
re: deeds recorded at the local registry of deeds by Atty. Ralph Joyce. Copy of letter
was sent to Dept. of Public Works for their records. Unanimous action by the Board.
Letter from Gulf 0il Corp. re: increase of $0.O1 il cent) per gallon on all grades of
Automotive and Marine gasolines was unanimously accepted by the Board for file.
Letter of intention to excavate at Massj Ave., N. Andover from the river located on
No. Andover-Lawrence line to #153 Mass. Avenue, approximately 2000 feet was received
and accepted by eht Board.
Also excavation requests on Surey Drive and Chadwick St. was grantedby the Board.
LANDERS LAND REQUEST:
Letter was signed and authorized by the Board to be sent to Arnold Salisbury, Town
Counsel ~o proceed with the disposition of the piece of land at the end of School Street
referred to in Article 44 of the 1975 Annual.TownMeeting. The fair value of the
land was set at $100.O0 by the Chr. of the Bd. of Assesors and the Board motioned ~
uunanimousiy the Town Counsel take the necessary action ko transfer this property
for the price specified and costs to Sheila M. and Vincent Landers. Note was made
that no cost be incurred by the Town involving the transfer.
Letter from Town Counsel re: Municipal Building Fees was received and accepted for
active file until next regular or Special Town meezing is held.
LICENSING COMMISSIONERS:
1976 Renewal of Taxi Cab (6( License ko Philip Clark, 56 Main St. was granted.
Unanimous action of the Board.
OTHER BUSINESS BROUGHT BEFORE THE BOARD:
Letter sent to Sherman Eidleman, Districz Highway Engineer re: water back up onto the
proper~y of Walter Stamp. Copy in pending file, waiting for answer.
John Lyons commended on his received Social Service Award.
Letter of thanks ko be sen~ ko Trombly Bus thanking them for their kindness in donating
a bus for the Annual Essex County Selectmens Associations meeting.

The Board of Selectmen held th ir regular meeting on this date ~ith all members present;
Selectmen John F. Ccady~ Thomas J. McEvoy, ~ith ~hairman Joseph A. Guthrie presiding.
The warran~ and minutes were approved as submitted.
INVITATION TO ANDO~ER SELECTMEN
An invitation was made Jointly by the Board and the Bicentennial Committee to the
Andover Board of Selectmen ~o march in costume in the July 3rd parade as part of the
Bicentennial Weekend' festivities. Unanimous action of the Board that the invitatxon
be sent.
APPOINTI~NT REQUESTS AND RESIGNATIONS:
Two letters of resignation were accepted with regret by the Board:
Mrs. Marjorie. V. Kittredge as a voting member of the Conservation Commision. Letter
sent.
Mr. Bernard W. Bingha~, Veterans Agent and Director of the No. Andover - Boxford
District Department of Veterans Services. Letter of appreciation sent.
Also a number of requests for appointments and reappointments were received and accepted
by the Board. They are all being held for a later date at 'which time all town appoint-
ments and reappointmen~s will be made. Unanimous action of the Board.
PERMIT:
Application for. permit ~o Install Alter Fuel Oil Burning Equipment for the Greater
Lawrence Sanitary District %ms received by the Board. It was a unanimous vote of the
Board ~o take no objection to Chief Daw inspecting the facilityand that their actions
bring no prejudice before the courts concerning the Job site involved. The permit
was forwarded ~o Chief Daw for him to handle.
LOCAL 2035 GRIEVANCE 76-2:
A. letter was received by the Board from N. Andover Firefighters Local 2035 stating
that they wish to withdraw 'Grievance 76-2 and do this with the understanding that the
grievance is being withdrawn ~thout prejudice and precedent. It was un~ous action
by the Board to accept the letter for file.
Other Business concerning the Board and the Local 2035 was brought before the Board
at 7:00 p.m. re: FACT FINDERS REPORT - a letter was sent to ..the Advisory Board re-
questing, a transfer from the Reserve Fund to cover the fact finding and if this transfer
is refused ..m~a~hey have the permission of the Advisory Board to call a Special 'Town
Meeting.
DAMAGE CLAIM:
A claim was received by the Board for damage alledgedly done to the car of Mr. Karl
W. Stritter, 19 Debbie Lane, Lawrence, b, cause of the condition of a town road,
Osgood Street. It was unanimous action of the Board that letters be sent to Bud Cyr,
Highway Dept. for a repor~ of the road condition at the said time of damSe incident and
also a letter be sent to Chief Lawlor for any report h~ may have on the incident.
Ccopy of claim forwarded to Arnold Salisbury, Town Counsel.
RECEIVED:
Letter from Mass. Dept. of Atty. Gen., Consumers Protection Division re: local parking
facilities. Letter was senm in answer that there are no licensed parking facilities
within town boundaries.
Notices from Bill McEvoy, Recreation Director ~ different summer ls~ues being formed.
Minutes of the North East Solid Waste Committee meeting bald on May 6,'1976 were
received.
Letter from N. Andover Memorial Day Committee, Board will make every effort zo attend
ceremonies.
Letter from State Building Code Commission, copy forwarded toCharles Foster, Bldg.
Inspector.
STREET LIGHT REQUEST:
A stzeet light request was received from Mr. John Micka, 138 AutranAve. A survey was
requested for 138 AutranAve. and also poles No. 3189 or 3190 on Rea Street. ~The
Bcardunanimously voted that the ~en (10) ~op priority street lighting be installed
upon recommendation of the Chief.
