The Board of Selectmen held their regular meeting on this date with all members present; Selectmen John F. Coady, Thomas J. NoEvoy with Chairman Joseph A.Guthrie, presiding. The minutes and warrant were approved as submitted. HEAP~NGS: Approved: Petitions to inatall, underground, conduits on Winter, Boxford and Johnson Sts, GASOLINE BIDS: The Selectmen voted to advertise for'bids to supply gasoline to the town departments; bids to be opened on Dec. 6, 1976, at 7:30 p.m. SENATOR KEINEDY-J. JACQUES: Letter from Senator Kennedy requested information on non-appointment of Joseph Jacques as a permanent firefighter in the N.A. Firs Dept. The Selectmen voted to reply to Mr. Kennedy advising him that all fire dept. appointments are under the jurisdiction of the Board of Fire Engineers. in the matter of the recent appointments, the Fire' Engineers feel they appointed the .._~ most qualified'men,that the appointments were v~lidly made. Selectman Guthrte stated that he was not satisfied that the Fire Engineer's had acted properly..that they should have notified Jacques prior to his non-appointment and stated clearly why he was not being appointe~m~ McEvoy and Mr. Coady stated that they were satisfied that the appointments Were validly ~ mede...that Mr. NcEvoy had inquired about the matter and was satisfied that the appointments ~ were o.k~ Coady and McEvoy voted send letter to Kennedy to that effect, Gurthrie opposed. .~ PETIT ~ N: . Nearing set for Nov. 29, at 7:30 p.m. on potition to install 2 poles(remove 1 pole) APPOINTMENTS-TWO PEE~ANE~T PATROLMEN: Glenn T. Anmeon, 30 Elm Street, and Thomas J. Gilligan, 68 Union Street, were appointed Permanent Police Officers to serve in the North Andover Police Dept, effective, November 23, 1976. The two officers were sworn in by Town Clerk. Two officers recommended by Chief Ia~lor. POLICE CARS: Upon recommendation of Chief Iawlor, the contract to supply 4 new, 1977 Police care was awarded to Marmi Dodge, 9-1% Merrimack Street, ~awrence, Mess., .at their hid of $14,600. $600 will be transferred from the Reserve Fund, as $14,000 was all that was allotted at T own Meeting. Letters ~ be sent to all bidders as well as to Narmi Dodge, who was the lowest bidder of all. TRANSPORTATION - lf~PO ,Letter received from Carl Lemuth, Chairman of the Transportation Planning Advisory Group, . requested the Selectmen to designate a representative from the town to attend meetings on a continuous basis. The next meeting will be on Dec. 1, at 7:30 p.m. in the MVPC Offices. The Selectmen voted to have J. Guthrie and B. Sullivan represent the town. TOWN C0~NSEL-VETE.~S OFFICE Letter received from Town Counsel in reply to Selectmen's letter requesting det.~rminati~n on ~:,o has Jurisdiction over former Veterans Office located in the Fire Dept. Building, the of Fire Engineers or the Selectmen. Salisbury stated that the"room in question has not,been used by the fire engineers for the ex~inquishment of fires throughout the town and, accordingly, it would seem clear that the subject portion of the fire station building is mot necessary for such purposes. While the question is not ~ntirely free from doubt, it is my opinion that the ' provisions of G.L.c.40, s.3, prevail in this instance, and that your Bo~..rd does have the authority to designate the use to which the former Veteran's Agent's quarters mey now be used.'! Selectman Guthrie stated Chief Daw should be requested to give the keYs to the office to th~ Selectmen, ~that the room should be saved to enlarge the Town Clerk's Office. (Chief Daw had the lock changed when Vet's office moved to Town Building.) Selectman Coady stated that the Sealer of Weights and Heasures still has access to the office and that, until the remodeling of the town building is finalized, he does net think it necessary to insist on the keys. Notion was made by Selectman McEvoy that custodian of building should have key to office, Guthrie aeconded the motion. Selectman Coady was opposed. Brian Su21ivan was to confer with Chief Daw on thematter.
