LAND-TAXING AUTHORIZATION:
The Board of Selectmen voted to authorized Town Treasurer to borrow $300,000. for land taking
re the new High School.
JUNE 21~ 1971
The regular meeting of the Board of Selectmen was held on this date with -1~ m_e~_bers present:
Selectmen Guthrie, Dully, Jr. with Chairman Kirk presiding. The minutes ami warrant were
· approved, as submitted.
GAS EXCAVATIONS:
The Board approved three petitions to excavate on Turnpike Street, Coachman's Lano and
Court to inst~l~ gas services.
STREET LIGHTS:
'The Board voted to request street light surveys for 971 Salem St., 90 Putnam Rd. and 998 Salem
Street. A street light survey received for 209 Johnson Street was tabled until electric com-
pany survey is completed.
PE~ PATROLMAN: ~
The matter of appointment of a police patrolman was tabled until the Civil Service list of
appointees had ~ereonnally contacted the Chairman. Letters received from Robert and Daniel
Quinlin and Edward Scanlon requesting a leave of absence were also tabled. Chief Lawlor
disapproves of the requests. ~,
CIARENDON STREET PA~XING RESTRICTION:
Chief Lawlor requeat~.d the Board to ,expedite a "No Parking" restriction on the easterly side
of Clarendon Street (playground side) from Water Street to Pleasant Street. The Board voted
approval .of the request and instructed Secretary to advertise the restriction.
NISSILE SITE:
Gilbert Bliss of the Department of Natural Resources requested a meeting with the Board to
discuss the f~qq~g in of the water hole, temporarily, at the missile site. This ~.s a pre-
cautionary measure to prevent swimming accidents while the site is being prepared for a
ational area. The Board voted to meet with Mr. Bliss at their next, scheduled meeting, July
12.
NN~ HIGH SCROOL F~NDS:
A letter from Peter Garefoli, Clerk of the School Building Co~mittee, requested that funds be
made available as soon as possible .in the amount of $5,416,092.00 for ~onstruction of the new
school. The Board wss advised that a contract had been signed with the Northgate Construction
Company of Waltham, ~ass.
PUBLIC WOSXS REQUEST:
A letter from the Public Works Staff Engineer, Joseph Borgesi, requested a transfer of funds
from insurance receipts in the ,~unt of $250. to pay for damages to the town's bath house.
The Board voted to send a reply advising Nr. Borgesi t[~t the Selectmen had no authority to
transfer funds ~t that the proper step to be taken by the Public Works department was for
them to contact the Advisory Board on the matter.
INSURANCE:
At. the request of ~ichard ~*ond, a meeting was set for Friday, June 2~, at 3:30 p.m. to dis-
cuss the comprehensive liability insurance coverage of the town.

Chief. Lawlor submitted affirmative references for proposed corporation called the "Greater
lawrence. Community Coordinated Child Care Association, Inc.

N. Nicetta requested that the above-named sign be installed at the beginning and end of
Sighland View Avenue. The Board so v~ted and directed the Chief of Police be notified.
YOUTH COMMISSION:
The Board received a letter re a proposed Youth Commission in North Andover from Michael Thompson
who would like to meet with the Board and requested'a copy of the Selectmen's Sum~er Schedule.
The Board so moved to send a letter and requested schedule.
SUNMER HELP:
-The Board received a notice 'from the Neighborhood Youth Corp. enclosing the na~es of foUr
~orkers in the town building: Denise Denshue, Jane Letarte, Kathy Gable and Arm Hurley.
Board's Secretary will take next week off and, upon recommendation of Joseph Guthrie, Selectmun's
Office Manager, Jane will work in office as a replacement to Nrs. Letarte; 10 'of She hours
wo.r. ked next Thursday and Friday will be paid for by the Youth Corp. The Board'so voted..
BOOSTER CLUB:
William McEvoy requested in a letter that the Board of' Selectmen proclaim the week of June 21
Club Week." The Board so voted.
J..~PITAL BUDGET CONMITTEE:
The Board received forms and a request from the Capital Budget Committee to submit any new
budget items they had. It was voted to send a letter ~dvisiug the :committee that~ the,Selectmen
did not have any new items 'but suggested conferences be .arranged with the::Board or its
Chairman and the Capital Budge~ .Committee to discuss budget items the ,committee had entered
in their schedule. ~'
N~N HIGH SCHOOL - P~ER LINES:
A meeting was set for Friday, June 25, at 10:00 A.M. with Selectmen Kirk and Guthrie and
Mass. E2ectric officials to discuss relocation of power lines vicinity of the us~ Hfgh s~ho01.

Notice was received with the poster, for the Police Se,rgeaut s Examination requ.ested.by thee
Selectmen. The Board voted the exam be held in Room 60, North Audover High Sc~l,~ July
..1971, at 10:00 A.M. . .
COMPIAI~T:
Mrs. Thomas Ousson, 1~ Sullivan Street, stated that the post office refused to deliver ~ail
on her street in mailboxes at the end of ~rive~ys. The mailboxes are at the end of the mile
an~ a half street. Postal authorities stated that it was not an accepted town street,'.therefore,
· they were not required to deliver the mail as requested by residents of the street. Mrs;
Ousson was advised that the Board had no authority over the U. S. Post office that, if:she.so
wished, the Board's Secretary would send her the schedule to fo]3.ow if.the residents wanted
the street accepted at the usx~ annual town meeting in Narch, 1972. The schedule was ser~.
INQUIRY: -
Nre. Segal stated that she would like to. know how the town was charged for their share of
County's construction plane for a new Cour~ House...on what percentage. Shealsc :stated.that
she thought the Board should be more aware of the County's plans to spend the town's money.
She was giva~' Cherry Sheet copy for her perusal.
CAR~OLt'S RESTAURANT:
Chairman Arthur P. Kirk was invited by the manager'of Carroll's Restaurant,- Rt. 114, to.pre-
side at the cash register for an hour on their opening day, ~aturday, June 26th. The total
project o~ organization of his choosing..'i'ne ~o..o~ng wee£ p~c~ure~ taken of' N.r; Kirk,
Gary Remy, Mauager of Carroll's and David Parent, Director of the Board for the' Community',-
Center to whom the chec~ in the emount~.of $130.%2, was given.
CAR DANAGE CLAIM:
The Board voted to award the sum of $80.00 to RichArd J. Power, 30 Railroad Street, Lawrence,
on his car damage claim. A General Release form and a letter was sent to his attorney, Angelo
R. Fisichella, advising him o£ same. When the release is signed by Nr. Power and sent back
to this office, the amount of ,the award will be processed.
MASS. AVE~E:
The Board voted to send a letter to Jacob Rerknver, at the request of Chief lawlor, re the
incorporation of the Stop signs and traffic lights on Massachusetts Avenue into North _
Andover's Traffic Rules and Regulations. The Board' requested to be advised as to the nec~:~
essary procedure to e~pedite this ir£orporation.
