Agreed: A floor of at least one (1) Job per co~mmnity in the Consortium would be established
for tbs '~st 6 months of tbs program.
Established: A committee, composed of representatives from Methuen, Amesbury, Lawrence and
Newburyport was established to work on Job descriptions, an administrative budget,
and to select an Administrator for the program.
Jim Lawbangh: Stated that he would use the figure of $12,000 for the administrator's salary.
Some members objected to figure, but the $12,000. would stand with agreement
that Administrator could be hired for less sslary.
HERB BROWN: Stated that an unemployment variable would be figured for each city and town in
the Consortium by Nary Newman's office and that some allocations would be readjusted
to reflect to some degree, the unemployment rate of individual con~nunities.
North Andover's allocation: $50,100., based on 48% Of the total allocation to Essex County
exclusive of the City of Lynn.

Selectman Joseph A. Guthrie worked all day on North Andover's job designation form which was
due to be submitted before 10:00 A.M., Thursday, August 26, in Haverhill. The form as made
out was approved by Chairman Kirk, but Selectman Dully wished to discuss the occupational
summary further with the Board. A ~eeting was ,held by the Board of Selectmen on said matter
on August 24, from 8:00 P.M. to 10:00 P.M. A ~,.S~ry was come. led and sent to Have~rhill

The Board of Selectmen held their regular meeting on this date (the end of the su~ner schedule)
with aJ_l me~bers present; Selectmen Dully and Guthrie with Chairman Kirk presiding. :The ~arrant
and minutes were approved as submitted.

The Personnel Board request to occupy ol~ office of the Tree Warden was approved by the Board. They
will be so notified.

~AROID STREET:
A letter from J. Berksver advised theBoard that, before a Stop' sign cm~ld be installed, a 24 hour
traffic count had t o be taken and a plan of the intersection drawn and sent to the District Public
Works before the matter wes expedited. The Board directed copy of the letter sent to Chief Lawlor
to implement the req~e st immediately. "
NOTICE OF I~I'~TS:
The Dept; of Natural Resources received a Notice 'of Intent from the North Andover School Building
re the filling of land for the building of the new High School, copy sent to us.
A Notice of Intent filed By Daniel 01chic, Sr. was not on +-heeproper form. It was withdrawn and t~
'required form was given to Mr. 01chic for re-filing.
POLE LOCATION PETITIONS:
Tw~ petitions were received for relocation of poles on Chestnut St. and Johnson Street.
No hearing necessary.
~2~E~Y B~PLOY~T ACT.:
The Board of Public Works appeared before ~e Board asking advice on the recent Emergency
Employment Act, particularly, about Job priorities. They were told by the Selectmen that the
Town department heads wt~ be consulted as to major priorities and that State i~,~, will be
determined in two weeks. The matter of the ~,~uistrator-Engineer position was discussed. It
was determined that a Civil Engineer would best serve -~ of the departments although, Mr. Outhrie
stated, Civil Engineers were in great demand and to find one ~ue_mployad, one of the Job require-
ments, would be difficult. Ne also stated that the town departments would he consulted before
any hiring was done, but the final selection would be up to theBoard of Selectmen. Chairman
Kirk took the opportunity to express the Board's gratitude and appreciation to Selectman Guthrie
for the many hours and effort he expended for the town to meet 'the deadlines required by the
State . Mr. Guthrie's efforts to implemeut the Act were not $o~sh~. r~oof being heroic with the
many errors -_~_ confusion the State office perpetrated.
