O~'~The Board of Selectmen held their regular meeting on this date with all members present;
William B. Duffy, Jr., Joseph A. Guthrie with Chairman Arthur P. Kirk presiding.. The Warrant
was approved as submitted.
JURORS:
Ivan Rokes, 40 Third St. and Mary T. Barron, 129 Mass. Avenue were drawn for the November 15
sitting, at Sa~e~.
POLICE LEGAL ADVISOR:
The announcement that John Boyle had been appointed as Police Legal Advisor was received by the
Board. The Board voted to ratify the action taken by the Committee of four Communities..
SUPERINTENDENT OF PUBLIC WORKS:
The Board was advised of the appoin{ment of Joseph Borgesi to the position of Superintendent
of Public Works. The Board voted to send a letter of congratulations to Mr. Borgesi and. to
send a letter of thanks and appreciation for the long services rendered by the former .Super-
intendent, William B. Dully, Sr.
TELEPHONE POLE RELOCATION:
A ietter of thanks w~s received by the Board from Kurt Hanson for their efforts to expedite
the relocation of a pole that was located in an area that was dangerous to mo~orlsts. A letter
from Charles Papalia, Mgr. of the telephone company office, advised Mr. Kirk that~.~th~.?ole was
being removed.
GAS W~CAVATION PETITIONS:
Petitions were approved by the Board for exc~vati0ns in the following, streets for the installation
of gas services: 113, 115 Chestnut Street. Waverly P~., corner of Green St~ ~Main'StJ,~ c~r~er of
Water St. aad 132 Main Street.
BERKO~ER- TOWN REQUESTS:
A letter from J. Berkover advised the Board that traffic lines had been painted' on Rt~3~2~and
that speed control signs .had been erected on October 1. Selectmen Guthrie and Chief.~awl6r were
thanks for their courtesy shown the DP~ engineers at a meeting on October 6. Chairman Kirk~will
pursue the matter of sidewalks on Rt. 125.
SAFETY ~£ING:
The first of monthly safety meetings will be held on Nove. 12 in the fire station. Pu~os~ of
meetings: 'to eliminate work-day accidents resulting in lower insurance rates for~.the town.
HUD AID REQUEST:
The Bomrd of Public Works requested the Selectmen to sponsor ~dd~Aid which would be of benefit
to all T~n Depts. The Board voted to meet .with the Public Works Board to discuss th~ matter.
PO~E LOCATION:
Petition to relocate a pole was received and a hearing set for November 1, i971, at 7:30 P.M.
INSURANCE NEETING: ~
A meeting was set up for November 1~ 1971 to discuss town insurance with the

~rs. Helen NcGrath, 73 Linden Avenue, stated that roots were giving her a lot of .~tr0Uble with her
sewerage .pipes. She would like ~a tree removed to remedy the matter. Her letter ~was.referred to
the Tree Warden and Public W6rks Dept. for investigation and .report. ~ ~..
SENATE BILL #1597
At the recommendation of Representative Hurrell, the Board voted to send a telegram on October 19
urging adoption of the above-named bill. Mr. Hurrell stated that North ~ndover ~w~uld ~benefit
.greatly is the Bill was passed. School construction grants would be increased as much .as 50%.
E.E.A. GENERAL A~TC~OTIVE NE~HANIC: - :'" '
The Board authorized Selectman Guthrie to ~nterview applicants· for the above-named position.
The appointment would be made on November 1, 1971. Selectman Gutbrie informed the~ BoardL. that
the town of North Andover would be allocated the sun of $41,000.00 and that all..Jobs previously
requested could be activated. The jobs must be filled by the end of December, and the Job
descriptions must be advertised and submitted to the Consortiun Director. bY October 20th..
The Board authorized Selectman Guthrie to expedite these procedures. A letter will be sent
by Nr. Guthrie to the Personnel Board enclosing the job descriptions that will be filled by
the E.E.A. of 1971, said employees would be paid by the Northern Essex Consortiun and there-
fore would not~ be~ covered by the Personnel Board.
COPPER PIPING CASE:
A partial payment, the fifth, in the amount of $350.04, was sent to the town of North Andover
their share of the settlemant in the copper piping overcharging case. The check was given to
James N~ker on Oct. 13, 1971 by the B card's Secretary.
~ICENSING COmmISSIONERS:
The following renewals were approved at hearings: Almar~ Inc. Maggie's Place, Restaurant, Ail Alco.
Shields, Inc.-Restaurant, Ail ~.lcoholic~
An application for a malt beverage license from Captain N Pizza's place, 535 Chickering Rd. was set
for a hearing, Nov. 8, and will be advertised. A letter was voted to be sent to Chief ..~awlor for
his recommendations on the application.
