SPECIAL ToWN MEETING:
The Board called a Special Town Neeting to be held on December 20, 1971, at 8:00 P.N. in the
High School Auditorium. The warrant was opened at ~:45 P.M for inclusion of the articles
closed at 8:00 P.M. Articles:l)E.E.A. Memorandum of Agreement. 2) Amendment to Zoning By-
Laws. A letter was sent to Town Counsel re the articles mentioned.
ANDOVER ST. SID~NALKS:
The Highway Surveyor answered the Selectmen's inquiry re the reopening and conditioning of
sidewalks on ~ndover Stree~ that Chief Lawlor stated had been neglected. Mr. Nicetta stated
that he could not find the sidewalks to which the Chief referred. The Board.voted to check
with the Chief on the matter.
GASOLINE&FUEL OIL BIDS:
The Board of Selectmen set the date of November 22, 1971 for the oPening of the gasoline and
fuel oil bids for the town departments. Bids will be advertised.
POLE LOCATIONS:
A joint pole l,cation of existing poies was approved.
~ergencey Employment Acm:
Selectman Guthrie gave a status report on employees under this act. He Stated that
fo~ the various jobs would be referred ~o the proper departmen~ heads who would interview the
applicants and submit theil~ recommendations to the Board for appointment. They voted to have
an executive meeting to re-evaluate the Administrative-Engineer position. Th~ Board also
voted to change the name of the position to Administrative-Assistant.
TP~MBLY BUS PARKING LOT:
Mr.~ Trembly appeared before the B card requesting Bus Stop Parking space on School Street
opposite' back door of Finneran's Drug Store. The Bc~rd referred the matter ~o Chief Lawlor
for investigation and'recommendation.
FLOOD LIGHTS - SCHOOIS:
An inquiry by the B card as to paid for the school's flood lights was answered in a ~ to
Miss Enaire by the Board's Secretary. All floodlights operated from within the school
buildings were paid by. the school. Street lights, vicinity of the schools, were paid from
the street lighting budgem.

The Board of Select~neu held their regular meeting on this date with all members present;
Sel&tmen Joseph A'. Guthrie, William 'B. Duffy, Jr'., with ChaTimmn Arthur P. ~irk presiding.
'The warrant was approved'as submitted.
A 7:00. p.m. meeting with department heads was held by the Board to discuss the ~sition of
Administrative-Assistant and quali£icaticn of same. They voted to advertise for applicants
for the position.
Approved: petition of New England Tel. & Tel. GO. to remove one pole and install one pole
on Andover Street.
MCGPATH SEWER CoNPLAINT:
A letter from the Board of Public Works in answer to the Selectmen's inquiry stated that
the complaint concerning the sewage disposal system of Mrs. Helen NcGrath, 73 Linden Avenue
had been brought ~o their attention previously. They advised Mrs. NcGrath at that time that
the principle source of difficulty in her system was the presence of shubbery just outside
the foundation of hew house. If thes shrubs were removed, they were ~sure this difficulty
would be remedied. The Board tabled the matter until they received a reco~endation from
the Tree Warden. The Board voted to send copy cf ~ublic Works letter to ~rs. NcGrath.
