HomeMy WebLinkAbout1971-11-29 Board of Selectmen Minutes405 NOVE ER 22, 971 (continued TROMBLY BUS STOP: Due to Ohief Lawlor's recommendations, it was voted to send a letter to Francis Trembly ad- vi.sing that his busses could be parked on School Street, 10 feet, west of the intersection of Main Street; that the police department had been instructed to properly mark the desig- nated area as soon as possible. LICENSING COMMISSIONERS: Residents of the area in the vicinity of the application to store, underground, 1000 gals of fuel oil at 91 Belmont Street, appeared before the Board with inquiries about the safety of the requested smorage of fuel oil. The Board voted to rescind their vote of approval of the previous meeting and to table action on the application until:'November 29th meeting. They requested R. Nicetta and the residents to appear at the November 29th meeting. CHAIP~MAN KIRK ' S ANNOUNC~(ENT: Chaiman Arthur P. Kirk announced at the conclusion of the meeting that he would not be a candidate for reelection because of pressure of personal business. He offered to re- linquish the Chairmanship until March elections. The Board stated they did not want 'him to give up the Chairmanship. Selectman Guthrie stated that Mr. Kirk's knowledge of Town Government will be missed, and ~s capable administration as A Selectman will be difficult to replace. Alice M. Selectmen' The warrant POLE LOCATION: A petition for a Joint pole location was approved on State Highway By-Pass. }tEMORANDUM OF UNDERSTANDING: · ~. Nemorandum of Understanding was discussed and executed by the Board re Chapter 90 work. SPARE WORKER REQUESTS: Walter and Dorothy Archambault, 1779 Great Pond Rd, requested appointment as spare workers in Precinct 4. The requests were tabled. JOHN SULLIVAN-VOC SCHOOL: ~ive~ I John Sullivan was scheduled ~o meet with the Board ~o discuss the 20% increase in N. o s expense share of the Voc School. He was unable to attend and the Board voted to send a letter toMr. SulLivan requesting his appearance a~ their December 6th meeting. NEETING REQUESTS: 'The Personnel Board requested a meeting with the Board ~o discuss employees requests on ~ Decembex~ 7. The Board voted to send a letter stating that ~they would meet the Personnel Board on December 7 at ? :00 P.M. They would meet with the' Advisory Board at 8 P.M.' s~me .date an~ with their appoimtees on December 6, at 7:00 P.N. 'EFA -}~POWER: A c~mmunicatiom from the Manpower Office advised the Board that the town of NorthAndover was eligible for the sum of' $8,000. for the hiring of an unemployed person. The position must be filled by December 6, 1971. The Board discussed having a f~ll-time Recreatiom Director or a Co,unity Coordinator ~o work with Greater Lawrence Commission on the drug abuse problem. They voted on the latter, a Community Coordinator, which position will be advertised. The appointment of Linda Friel, Professional Librarian Assistant, was confirmed by the Board. The Community Coordinator position wfll come under Section 6. Communications from Governor's Office and Dept. of Community Affairs. Pest Control report from Dept. of Natural Resources. Recommendations from Chief Lawlor re certificates of Incorporation. Petition from residents of North Andover ~ keep N~rth Andover as it is. This was in res- ponse to a proposal from Nethuen Selectmen to merge the Gr. Lawrence C~_ties together. Recreational Council report on the Santa Claus Parade plans to be held ~A~after Thanksgiving. POLICE SERGEANT POSITION: Chief Lawlor requested the Board to send a letter to Civil Service requesting an eligible list for appointment to the position of Police Sergeant. The Board voted to do so. LICENSING COMMISSIONERS: A discussion with abutters on the application of N. Nicetta to store, underground, 1000 gals. of fuel oil to heat his offices was held. Fire Chief Daw stated that it was a normal install- ation, that there was no fire hazard at all and that he approved the installation. The Boar d voted to approve the application. Received was ABC's approval of a Restaurant, Ail Alcoholic license for Almar, Inc., Naggie's Place, 1288 Osgood Street.
