The Board of Selectmen held their meeting on this date with all members present; Selectmen
Guthrie and Dully, Jr., with Chairman Kirk presiding. The warrant was approved as submitt
MEETINGS:
The Board met with appointees to discuss their budget requests. At 7:30 P.M. they met with
town representative to the Voc School, John Sullivan, to discuss school's budget. At 8:00
the Board met with John Pare, Mass. Electric official to discuss st. lighting survey.
HEARING:
The petition to install buried cable at Surmner and Rea Streets was tabled until the follow-
ing meeting.
POLE LOCATION:
The Board approved a petition for joint locations of existing poles..~
E.E.A. APPOINTNENT:
The Board confirmed the appointment of Jack Erle, 8 Little Rd., to the position of Adminis-
stra~ive-Assistant to the Board of Selectmen. The Board commended Selectman Joseph A.
Guthrie for the many hours he spent at meetings and in the office preparing for the Jobs
created for unemployed people under the Emergency ~ployment Act of 1971..
voiced his appreciation of the extra-clerical work the Board's Secretary did in comiection
with the E.E.A. ~
~TOWN CENSUS:
A letter from the ABC in answer to Selectman Duffy's inquiry re the ~own census figure
stated that their office does not make such adjustments in census figures and has no
information relative to the figures. They forwarded the letter to the Secretary of the
~Commcnwealth, who, pursuant to statute, is responsible for making the adjustment.
YOUTH C0~ISSION FUNDS:
The Committee on Law Enforcement and Administration of Criminal ~ustice sen~ a letter
signed by Thomas Swoensy, Director, acknowledging Selectman Guthrte' s letter requesting
funds for the North Andover Youth Commission. He stated that funding for juvenile
delinquency programs in 1972 will be limited, given the demands from communities across
the state, that the Committee's overall priorities, as established in previous years'
plans, and as required by our funding statute, have been to the largest cities in the
state.

THOMSON ~SOHOOL SKATING KINK:
.~. Bill McEvoy sent .a letter regarding an ice skating rink at the Thomson School Yard. He
· ~edvised .that a plastic covering would be needed, that this type of rink ~ould require a
lot of work, that Public Works should be consulted. He advised that Stevens Pond, with a
larger clearing, w~uld be more practical.
· The. Board of Public Works '~tated in a letter to the Selectmen stated that, in the past
.yea.rs, this type of skating rink was impractical to maintain. Public Works had no
appropriation to mbsorb the cost of such an endeavor and stated the Board should contact
the School Dept.
LICENSING COMMISSIONERS:
Application approved for renewal of Restaurant, Ail Alcoholic license from John j. Shields
of Shields, Inc. 100-102 Sutton Stree%.
POLICE & FIBE CHIEF LEGISLATION:
The Board stated that they were opposed to State Legislation that granted salary raises
to ~Police & Fire Chiefs in towns and cities; that it against Home Rule and local approval
.should determine salaries of employees of the town.
STEEET LIGHT SHIELD - Stsats:
The Board sent a request to Mass. Elec. Co. to place a shield on the street light
for Mrs. Stoehr, 971 Salem Street. Mrs. Staats complained that the light shown in her
room window. The Board reminded the electric company, however, that Mrs. Stoehr's street
light was installed to prevent vandalism in the area of the Stoehr residence and not to
defeat the purpose of the installation.
CHIEF DAW CAUTION- NICETTA TANKS:
A letter from Chief Daw of the Fire Dept. enclosed a copy of a letter sent to N. F.Nicetta
and S on, Inc. stating that before the above ground storage tanks at 91 Belmont Street are
used again for the storage of fuel oil again, they will be required to dike them.
