RT. ll4MEETING:
The Board voted to request Chief Joseph Lawlor at attend a meeting o£ the Rt. 114 Committee
to be held in Danves Town Hall, 9 A.M. on January 28. The meeting was called by the Danvers
Town Manager. The Board requested a report from the Chief on the,subject matter discussed
at the meeting.
TP~NSPORTATION & CONSTRUCTION MEETING:
Theboardvoted to request Ohar~es Trombly, Jr., Planning Bd. Chairman, Chief Lawlor, N.
Nicetta and Jack Erle to attend a meeting on transportation and construction to be held at
Merrimack College, Perkins Lounge, on February3, 1972, at 7:45 P.M. The Board felt the
subject matter to be of ~Some importance."
TOWN REPOEr BIDS:
Jack Erle, after consultation with the Town Report Committee, advised'theBoard that the
contract to printthe annual Town Report Had been awarded to the Town Printing Co., Andover,
who had submitted the lowest bid. Letters will be sent to T own Printing Co. and the other
bidders advising of the contract award.
TRAFFIC LIGPE CONTROL ~EQUEST:
The Board received a letter from Reine E. Michaud, 1% Wright Avenue, North Andover, requesting
the possibility of having left-turn signals added ~o the traffic lights con, roiling traffic
on Rt. 125, at Mass. Ave., Main Street and S~tton Street. He stated that~as next to im-
possible to make a left turn off any of these intersections when Western Electric traffic
is leaving town. The Board voted ~o write to Jacob Rer~ver, Distrit DPW Engineer and Chief
Lawlor requesting wh~t necessary s~eps had to be taken to correct tM's situation. Mr. Nicheud
~. D'Angelo, Asst. District Engineer, Senator Rurak and Representative Hurrell were sent copie
of Borkover's and Lawlor's letters.
HORGANREMINDER:
A 'letter was sent to Daniel Horgan, Chief Engineer, DPW. in Boston requesting an acknowledge-
merit of the Board's letter dated, December 13, 1971, requesting that a meeting.be arranged
with Chief Lawlor, representatives of his department and District #5, Danvers and L. Pavlo
~ngineers re the Topics progamm. Copies were sent to Chief Lawlor, J. D'Angelol Senator
Rurak-,~ndRepresentative Hurrell.
TE~NAL.LEAVEPAY -.CPAMBERLIN:
T~e Board received a reply re their request asking what action the Public Worka department
had. taken on Francis Chamberlin's request for terminal leave pay. Chairman of the Board? of
Public.Works':stated'they intended~o follow the recommendation of Town-Counsel whose letter
they enclosed.' Town Counael advised them to process the terminal leave pay request in the
usualmanner. Mr. ~illis mermed the Board's inquiry as a bit of ,,buck passing," as a member
of the Board personally,was aware of the situation. The Bo'ard sent a letter to Mr. Willis
stating%hat'.they presumed that the Public Wor~s was finally going to process Mr. Chamberlin's
terminal leave, pay which was the only question the Selectmen asked in.~heir letter. Also
stated in the letter the Board felt Nr. Willis's reference to ,,buck passing" no~ qui~e
appropriate. The Board also further co~ented that employees of the Town of North Andover
who:.have givena graatmanyyears of service should receive better attention to their requesms

LICENSING COMMISSIONEPS:
A conference was held on the Fark~s-Fiori matter as ~o whom the Class II license should be
issued. Attorneys representing both parties were heard. After considerable discussion, the
Licensing~Boarddirected the two counsels they would he given Seven days to draw upa sumna-
tion 'onwhytheir client should have the Class II license. They would be sent a copy of

P.S. Selectman Joseph A. Guthrie suggested that due to the increasing work load of the Board
i~ would be feasible to have the Board meet informally on Wednesday evenings to discuss
and~gsolve town business.
