The Board of Selectmen held their regular meeting on this date with all members present, ~el-
ectmen J. Guthrie and W. Durfy, Jr. with Chairman Kirk presiding. The warrant and minutes
approved as submitted.
REORGANIZATION:
The Board elected the same e' ~.'icers who presided the last year;
Selectmen, W. J. Duffy, Jr., Chairman, Licensing Commissioners;
both the Board of Selectmen and Licensing Commissioners.

JUROR:
Robert Sable, Quality Engineer, 59 Lincoln Street was drawn for Jury duty, April 3 Sitting, at
Salem.
GIRL SCOUT WE~: :
Chairman Kirk read~ a Proclamation for Girl Scout week with girl scouts present with their lead-
ers. The scouts sat in the Selectmen's chairs during the reading and pictures were taken by
Pat Broderick, Reporter, of the event.
SAFETY IMPROVEMENTS:
A letter from Bruce Campbell, Commissioner, Mass. Dept. of Public Works, sent letter
a list of the town's proposed safety projects. The Board voted to send copy of the letter
Chief Lawlor requesting his comments and recommendations on the subject matter.
TOWN COUNSEL APPOINTMENT:
The Board voted to set March 27, 1972 as the date for the committee of certain department
to appoint a Town Counsel. Notices will be sen% out to Town Treasurer, Tax Collector, Town
Clerk, Edward Phelan, Assessor's Chairman, Richard J. Hillner, School Committee Chairman, Dr.
Julius Kay, Bal. of Health Chairman, Charles Trembly, Jr., Planning Board Chairman, A. Drummond
Public Works Chairman and A.P.Kirk, Selectman. The appointment will be made at 7:00 P.M.
ANNUAL APPOINTMENTS:
Letters will go out to appointees requesting a letter indicating whether they are interested
in being reappointed to committees this year. Letters must be in by March 20, at 5 P.N.
Must appointments will be made on March 27.
MASS.. ELECTP~IC CO.:
Formal acceptance of the Order, dated Nov. 1, 1971, by the Selectmen permitting the Mass. Elec,
Co';' to' cross certain public highways in the town of North Andover was sent to -the Board by S.
Hughes, Jr.'Nanager of New England PowereReal Estate.
DAMAGE CLAIM:
The Board of Public Works sent a damage claim re the car of Hollia Curtis, 26 T ollar, i Rd.
which became entrapped in a trench dug by the Public Works department. Public Works ~ ~pt.
stated that the claim was submitted 6 months ago but due to department personnel change, it
had not been brought ~o his attention unitl now. The Board voted to send a letter to Town
Counsel asking if this valid claim could be honored even though it was a 1971 bill. The Bd.
would'like an answer, hoAefully, by their March 20 meeting.
LAND-VEST CASE:
-The Board sent a copy of a letter from the Planning Board requesting advice whether he
defending the Planning Boardin the Land-Vest case; if not, what further action should the
Board take at this time.
STREET LIGH~ REQUESTS:
William Morin, 123 Adams Avenue, requested a street light installed, vicinity of 123 Adams Ave.
Street is a dead-end street, has nc lights and is very dark. Surveys were received for
lighting , vicinity of 32 Essex Street and 66 Jay Road. They' were tabled.
MORIN; ADAMS AVE:
Mr. Murin also asked if anything could be done about the ~errible condition of the street.
The Board stated that that was in the Highway Dept's Jurisdiction and that Mr. Morin sh~uid
contact Mr. Nicetta. The question was asked if the street was an accepted street or not.
Secretary was instructed to find out and so advise the Murins.
SUMMER BAND CONCERTS:
A letter from the Lawrence Musicians' Protective Union asked if the Board would consider
band' Concerts this summer in' North Andover. The matter was referred to ~Jack Erle who w~uld
contact the P~creational Council and Elderly Council.
MONTHLY SAFETY MEETINGS:
Jack Erle was instructed by the Board to arrange with Richard Lafond, necessary, monthly
meetings of labor department personnel.

The above co~mmnication concerned a statewide cleanup campaign, April 22-May 14.

420 NEW ENGLAND MUNICIPAL IMPROVEmeNT MANAGEMENT:
Jack Erle was appointed to be the town's representative on the above-named subject matter.
ALL NIGHT PARKING BAN:
The Board voted to lift the all-night parking ban, effective this date, with the stipulation
that,'~in the event of a spring snow storm, the ban would be immediately reinstated without
notice.
MASS. BAY TRANSPORTATION AUTHORITY:
bill for $217.86, cost of passenger service to the town of North Andover for the period Julyl,
to December 31, 1971 was received and processed. A copy of the letter was sent to Town
Counsel with instructions to draw up necessary Article for the coming Special Town Meeting.
~. 114 TRAFFIC SPEED:
notice from the Mass. Public Works Dept. advised the Board that the traffic speed om Rt. 114
of the North Andover Mall, had been reduced from 45 mph to 40 mph.
CERTIFICATION OF INCORPORATION:
Robert Gauthier, member of the corporation, Plains of Lawrence, Inc. was referredto Chief Law-
lor for character reference.
APPOINTMENT REQUESTS:
A. Hamel, 21 Perry St, appointment as a Spare Worker, Precinct III. Tabled.
Alcide R. St. 0nge, Esq. application for Police Legal Advisor. Referred to W. B. Duffy, Jr.
Philip G. Smith, application for appointment to Zoning Bal. of Appeals. Tabled.
POLICE LEGAL ADVISOR:
Selectman Joseph A. Guthrie, requested a brief evaluation of the Police Legal Advisor position
from John Boyle for informative use. The matter was referred to Jack Erle.
SCHOOL COMMITTEE:
The School Committee sent a letter of appreciation of the Board's action in regard to the Re-
tired Teachers' insurance payments.
RESIGNATION: G. NOE~OOD:
George Norwood, Jr. sent a letter of resignation from the North Andover Housing Authority,
effective immediately. He requested the Board to take the necessary steps to~ appoint his ·
successor. The Board voted to send a letter accepting said resignation, with deep regret, and
to ~thank Mr. Norwood for the many years of devoted service rendered while a member of the

HOUSING AUTHORITY APPLICATION:
Kollen, 58 Church Street, submitted an application to be considered as a~member of the
Ho~ing Authority. The Board accepted said application and sent a copy to the H. Authority.
COMMITTEE REQUESTS:
A letter from the School Committee listed five items necessary for the safety of the N. A.
School children and requested they be submitted by the Selectmen to the Dept. of Public Works.
The Board so voted and a letter was sent to Bruce Campbell, Commissioner of the Dept. of Public
Works, listing the traffic requests and also requesting a meeting to be arranged with the proper
from the Public Works and the Board to discuss this matter. Copies were sent to P.
, Harry Doww, III, Senator Rurak, Rep. Hurrell, Councillor Lane, J. Berkover, J. D'Angelo,
N. Nicetta, M. Giammusso,J. Guthrie, W. Duffy, Jr. And Chief Lawlor.
COMMITTEE-OUTSIDE LTGHTS FOR N~N SCHOOL:
The School Committee sent a letter to the Board re outside lights for the new High School and
requested a survey be .made. The Board voted to send a letter to John Pare, Mass. E~ectric Co.
enclosing the School Committee leter and requesting ~.r. Pare to contact the Chairman at his
earliest convenience.
EASTER SEAL COFFEE DAY:
was received from the Easter Seal Society to have the Board declare March 30 as
Day, and to notify the local newspapers and radion stations. The Board so voted.
CROSS-BLUE SHIELD:
letter from BO-ES representative, John M~Cabe, instracted the Board to send Co~y of new agree-
to the Mazs. Group Insurance Commission;to keep one for town files.
LICENSING COMNISSIONERS:
An application (new) for a Sunday license for Ray's Variety Store d/b/a Raymond F. Charrett,at
Main Street was received. The Board voted to advertise that a hearing will be held on March
27, 1972, at 7:30 p.m. on the application. Abutters will be so notified and Chief Lawlor re-
quested to submit a character reference of Mr. Charrett who lives at ~40 Pond St., Salem, N.H.
SNOW REMOVAL EMERGENCY:
On March 5, 1972, at 6:30 A.M., the Hoard declared a Snow Removal Emergency..
