HomeMy WebLinkAbout1972-03-27 Board of Selectmen MinutesThe Board of Selectmen held their regular meeting on this date with all members present; Sel- ectmen Joseph Guthrie, W. B. Dully, Jr., with Chairman Arthur Kirk presiding. The warrant and minutes were approved as submitted. TOWN COUNSEL APPOINT~ENT: The special Committee of 9 depart~,.ent heads convened at 7 P.M. to appoint a Town Counsel for the ensuing year. Chairman Kirk opened the meeting stating one application had been received from Arnold H. Salisbury, Esq., present Town Counsel, and asked if there were any other applic- ations. The answer was negative and Tax Collector James Dewhirst made a motion to nominate Arnold H. Salisbury, Town Counsel for the coming year. Chairman Kirk asked who was in favor and the vote was an unanimous affirmative, "Yes." The committee also voted approval of Town Counsel's present salary and expenses. HIGH STREET COMMGNITY COORDINATOR LOCATION HEARING: About 100 people gathered in the Fire Station meeting room to discuss the proposed s~ore fron~t on High Street as a meeting place for troubled youth to bring their problems to Bobert Maker, Community Coordinator. Several residents of High Street, represented by James Poor, lB1 High Street, presented a petition against the use of the High St. store front location. They that they were all in favor of the youth program but said the small store was not the place to have it. They stated that it was in ill repair, no sanitary facilities, it woulld create a traffic congestion and hazard and they did not want drug addicts hanging around their where their small children would be playing. Jack Erle and Bob Maker told the group of their difficulties trying to rent a proper place, especially in empty stores in the downtown section of North Andover. Several professional people, closely related with these programs in othe~r,~ towns spoke of their success and of the urgent need in North Andover as well. J~ ~ ~-~/ suggestion came from a woman who stated she didn't know why the Board could not get a ble classroom such as they had at the Kittredge School which could be placed in a central lo- catiT,n. As this was a program that would teach and educate youth in the drug program, it should not be detrimental to the town's zoning By-Laws. After several more residents were heard on the pros and cons of the matter, Selectman Guthrie made a motion to withdraw any committments the Board had made on High Street as a store front for the program; that Jack Erle a~d Robert Maker were to continue their search for a proper location and asked the towns- people for their aid in making this program a success. Selectman Duffy's vote was negative to the motion and Chairman Kirk seconded the notion. TOWNBOND~:' The Selectmen voted unanimous!y to accept bonds, as presented, for the Town Treasurer, Tax Collector and Town Clerk. REI~2S FROM JACK E~E: McAloon Drainage: J. Erle stated that the pond had receded, owner of land had debris and on land in front of culvert. Public Works department and Highway Dept. will remove large slab of granite stone which will open proper drainage. The Board voted to have J. Erle pursue the matter to its conclusion. E.E.A. Section 6: A position was open under E.E.A. Section 6. A full-time custodian was discussed which must be filled by the end of the week and applicant mast be a resident of North Andover and a Viet Nam ERA veteran. Selectman Duffy moved ~o fill position. Selectman Guthrie asked who and how many applicants; that he thought the position should be advertised. Erle stated that there was no% enough time. The Board voted to accept any additional appli~. cants; the appointment would be tabled until reco~endation from J. Erle is received. Chapber 90 Meeting: To be scheduled with J. D'Angelo, DI~ Engineer. Discussion tabled until April -~ meeting of Board. LAWRENCE~NOI~H ANDO~VER BOUNDARY LINE: Letter r~ceived from Town Counsel. The Board voted to accept Town Counsel's advice to have him submit boundary line plans to Representative Gullmette for processing of same. HOUSING AUTHORITY NEETING: The Board .voted to meet.'with the Housing Authority on April 10, 7:30 P.E. to fill vacancy on the above-r, amed Board. PERSONNEL BD.- LABOR UNIONS: The~Board me~ with members of the Personnel Board, John Coady, Daniel Griffin and Richard to discuss whether or not the Personnel Board would be negotiating agenSts for Town with Fir, men's new union. Mr. Stang stated that to be a negotiation board is far t~ time-consuming ~ for business men who have already put in a day's work; that ~'Lhe Selectmen should select a Board who could negotiate in the day time; that he felt that the Personnel Board was inade- quate to negotiate with Firemen on this ty~.~ of union. Jack Coady stated, and Daniel Griffin agreed, tbam they were governed by the Personnel By-laws; that they could not agree to any contract concerning money as all monies must go through T own Meeting action; that there should be a bargaining agent for the town whcih was divorced from the Board of Selectmen and the Personnel Board. Selectman Guthrte stated that whatever Board does, it should be for a~11 labor groups, and made a motion tc authorize Chairman Kirk to set up a meeting, within two weeks, with Department Heads and the Board of Fire Engineers to discuss who should be the negotiating body for the Ft~e Department. T.J. FLATLEY ~AINAGE PROBL~: The Board received a copy of a letter to ~. J. Flatley from Atty. Rappaport re drainage at Royal Crest Estates. A confirming letter on the matter was also received from Governor's Councillor Lane.
