Arctdi of 59 and 60 Court St. appeared before the Board requesting the Board's aid and advice to remedy the deplorable con~ition of Court Street. Dr. Hayes stated that on two occasions, at least, care goir~ into the pot holes, had lost control of their cars and landed on resident property. Poor drainage washed out any tarred sand the Highway used to fill the holes. Dr. Arcidi stated that he would be willing to tear up the end of his driveway, constructed before he purchased the house, to improve the street's drainage. The Board voted to have J. Erle confer with N. Nicetta to find out what procedure the residents had to take to get the street repaired. Chairman Kirk advised that a petition with 100 signa- tures could be submitted for the next Special Town Meeting which would have to be approved by the Advisory Board and the Selectmen which is the procedure when money is involved. APPRECIATION LETTER: The Board voted to send a letter of thanks and appreciation to Daniel Griffin for his efforts and time expended while a member of the Personnel Board. LICENSING COMMISSIONERS: (see nex~ page) MAY 1, 1972 (continued) LICE~ISING COMMISSIONERS: 429 The Licensing Board approved the renewal of 2 taxi cab licenses: Philip Clark, 56 Main St. 6 cabs ..... Edward Provissia, 1581 Osgood Street, 2 cabs. Fee was still at the old rate of Alice M. Letarte, Secretary ~~ Clerk NAY 8, 1972 ~w/ ' ' h TheBoard held their regular meeting on this date with all members present,Selectmen ~osep A. Guthrie, Atty. W. B. Duffy, Jr. with Chairman Arthur P. Kirk presiding. The warrant and minutes were approved 'as submitted. JURORS: Dorothy Gardiner, 79 Moody Street and Raymond Minardi, 82 Miflin Drive were drawn for Jury duty, June 5th Sitting, at Salem. TOWN INSURANCE GROUP: The above-named group had asked for a meeting with the Board but did not appear. POLE LOCATIONS: Petitions were approved by the Board to install one pole on Adams Ave.(remove 1 pole) and the same on WaverlyRd. Secretaryto contact Gus Oaseyto ascertain if the abutters had be been contacted by the telephone co. STREET LIG}~ING - NEW HIGH SCHOOL: Notice received of meeting on proposed street lighting for the new High School, June 8, at 7:30 p.m. TheBoard will attend. Jack Erle is to contact Supt. Gurofoli to be sure that a representative from electric company will be present. CHA~TERgO-RIGHT OF WAY: The Board~iscussed Chapter 90 matter re the setting up of a ~hight of Way" on Salem Street. A meeting was arranged forM ay 22. Abutters willbe notified; namestobe checked ~y J. Erle with assessors to be sure all included. INVITATIONS: Invitations were received by the Board to participate in the annual Nemorial Day Observance: and the annual Joint installation of VFW. officers. The Board will attend the Memorial Day parade and services on May 29; Mr. Kirk wili attend the Joint installation ceremonies; ectman Guthrie and Duffywill a~somake every effortto attend. FLOOD LIGHTS FOR LEAGUE FIELDS: A letter from W. McEvoy, Recreational Council Chairman, advised the Board of the N. A. Soft ball League activities and. requested the Board's aidin obtaining lights for the fields for the night games. The Board voted to have the Chairman pursue the matter a~ advise McEvoy. F~3ALOON DRAINAGE: The Mcaloon drainage problem was subject of a letter sent to the Board by N. Nicetta. He stated that the Highway Dept. had recently opened the pipe, from the catch basin, running under the sidewalk to land owned by W. NcAloon. He further stated that he thought this was a dangerous situation and should be corrected by the owner, Mr. MoAloon, as it was on private property and not the responsibility of the town. The Board voted to have a copy of Nicetta's letter sent to Mr. McAloon with a cover letter suggesting he confer with Nicetta re the solutionof the problem. HOCKEY E~NK AE~ICLE: Selectman Guthrie advised the Board that he had information that an Article may be in the Special Town Meeting to include the installation of a hockey rink on the new High School property. DOG OFFICER APPOINT}ENT: Discussing the dog officer coming appointment, Chairman ~irk stated that he thought the salary of said dog officer was inadequate and that ns expense amount was included in the article. Board voted to have Chairman Kirk pursue the matter with the Advisory Board to if the salary amount unused, to date, could be transferred to Dog Officer Expense account. J. Erle is to set up appointments for interviews of Dog Officer applicants a week from Wednesday, May 17, a work night meeting for the Board. Erle is also requested to get a J.~b des6ription from Andover of the Dog Officer duties. SPARE WORKERS COMPENSATION: The compensation allowed Spare Workers at the polls was discussed. Chairman Kirk stated that present fees were established when workers could count the votes as they came in dur- ing the day but, due to the present laws, votes could not be counted until the polls were closed at 7 P.M. After all votes are counted, workers have to sit around for two more until their counting is~: proven by the Deputy Warden. This means 3 or 4 A.M. if a National election is in progress. The workers still receive the same amount, $1~.O0~ despite the many additional hours they are on duty. The Board voted to discuss the fees at their next meeting, May 15th, at 8:30 P.M. with the town's Board of Registrars.
