LAWRENCE NIMP:
Selectman Guthrie brought up the matter of the Lawrence Dump, a constant annoyance for years
to the residents of North Andsver. He stated that Alderman Lippe had been effective in his
methods to control the csnstunt burning. The Board voted to have Chairman Kirk write a letter
to Alderman Lippe commending him on his corrective actions to control outdoor burning. Mr.
Kirk also, in his letter, advised Mr. Lippe of the constant complaints received by the Board
on the Lawrence dump nuisance and expressed the hope that Lippe would, find a permanent sol-
ution to this nuisance in the not too far distant future.
NAIN & CHICKEP~NG TP~FFIC LIGHTS:
The Board brought up the matter of the continuous "blinking" lights at Main & Chickering Rd.
intersection which should be operating as "Stop & Go" lights. It has been a dangerous situa-
tion for many weeks, especially when Western Electric and ~aytheon traffic is homeward bound.
Several near accidents and one accident has occurred at the intersection since the lights
have become inoperable. Several townspeople have c-~ed to protest the situation as many
high school students have to cross the busy higl~ay. The B card referred the situation to
J. Erle to contact Chief Lawlor re the status of the promised repairing of the lights.
LICENSING C OI~ISSIONEP~$:
The Board approved two applications to store waste and chemical solvents, underground, at
Western Electric Co. Approval received also from Fire Chief Daw on the petitions.
Approved: application of transfer of Restau=ant, Ail ~lcoholic license of The Barn Door, Inc.
Gloria Bellinc to Delores Clowers, et al, subject $o approval of the ABC. ~
Iotice received from ABC cf the amendment to Regulation 15B which prohibits the display of
exterior signs re the sale of liquor on Sundays.

The Board of Selectmen met on this date for their regular meeting with all members present;
Selectman Joseph A. Guthrie, William B. Duffy, Jr. with Chairman Arthur P. Kirk presiding. The
warrant and minutes were approved as submitted.
JUROR:
Ers. Pa,,~ne Dowries, 851 Johnson Street, housewife, was drawn for Jury duty, June S Sitting,
at Salem.
POLE LOCATION HEARINGS:
A petition to install 2 poles, west side of Marbleridge P~i. withdrawn, plan incorrect, will be
at a later date.
to install 2 poles om ~ e St. taken under advisement. Abutter, Larry Oadsgan, objected to
removal of trees on and off his property; stated a~ 1 poles should be installed underground as
in the State of Califor~J~~. Mr. Obst, Mass. Electric Engineer, stated poles necessary as feeders
for increased demand of electricity. Present poles are too far apart and are not adequate for
load. The Board requested Nr. Ohot to contact abutters for discussiun of the two pole

ceived from abutters.
Three petitions to install poles on Lacy Street and Marbleridge Road were set for hearings on
Nonday, June 5, 1972, at 7 P.M. Special Town Meeting scheduled for 7:30 P.M. same evening.
& MAINE LAND DA~GE CLAIN:
letter from Town Counsel contained, for the Board's information, a petition of the Trustees
of the Boston & Naine Corp. claiming "land damages" resulting from the tahing,by the town, of
strip of land between Osgood St. and Chicksring Rd., formerly used by the New England Power
for its transmission lines. In Town Counsel's Judgment, this petition is ~mpz~per owing
to the fact that the railroad divested itself of any interest in this property many years ago.
Also enclosed, T own Counsel's answer sent to the Office of the Clerk of the Superior Court
in Salem which contained a' denial that the Boston & Maine Corporation, or any other person
representing the B. & M. interests, had any title to or interest in any land acquired by the
Town pursuant to the Order of Taking referred to in the petition...said Order of Taking was
duly made and recorded. A copy of Town Counsel's letter to the B. & M. Trustees said,in effect,
that the plan of all of the parcels taken by the Town for school purposes in May, 1971, is record-
ed at the Registry cf Deeds in Lawrence as Desk Plan No. 6279. A copy of this plan is in the
Boston & Maine Corporation records.
SCHOOL CONNITTEE INSURANCE REQUEST:
A letter received from the School Committee advised theboard that they had voted
to notify the Selectmen that a $3000. minimum insurance deduction was necessary to provide the
needed in our North Andover Public Schools and requested theboard to give serious
.'to changing the iusura,~ce coverage from the present $10,000 minimum deduction
to a $3000. minimum deduction, or lower, if possible. The Board voted to receive and acknowl-
edge the letter and also requested the scho/oj[ equipment inventory data that had been premised.
