CONSERVATION APPOINTN~IT:
Mrs. Patricia C. Trombly, 104 Greene Street, was appointed a member of the Conservation Commis-
sion for the period of 3 years. (1975) Other appointments were taken under advisement.
SPECIAL TOWN MEETING WARRANT:
The Warrant was )pened at 9:30 P.M. for the June 5 Special Town Meeting. It will close on
Monday, May 22, 1972, at 7:30 P.M. ~ll signatures on Articles must be certified by the Board
of Registrars by that time.
HOCKE~ RINK:
Joseph Doherty appeared before the Board with a petition re the installation of a hockey rink
which was signed by approximately 400 petitioners. The petition was to see if the town w~uld
raise and appropriate the sum of $5000 to be expended under the direction of the School Bldg.
Committee for the purpose of conducting a study on said hockey rink. Mr. Doherty stated that
he had conferred with the School Bldg. Committee and stated that they were in favor of his
petition but preferred tb have the Selectmen sponsor the Article wkich would indicate the in-
terests of the townspeople were being represented. Mr. Doherty stated also that his investi-
gation of the proposed rink costs revealed that it would be installed at a considerable
expense if incorporated in the new High School construction plans; that it would pay for itsel
eventually as proven by the experience of the City of Woburn. The Board voted to sponsor the
petition as an Article in the coming Special Town Meeting with the amendment that "said $5000.
not to be expended until the School Building Committee has, by a majority vote, committed
to amend its present application for school construction reimbursement to include the proposed
skating rink. There is a possibility of a 65% reimbursement on school costs by the Federal
government.
BOARD OF REGISTRARS-POLL W0~KERS:
The Board met with the Board of Registrars to discuss the present remuneration for workers at
the.polls. Chairman Kirk stated that he thought the wage schedule of election workers was
obsolete; that they had been the same for years and should be up-dated. The present wage
was instituted when votes could be counted in segments of 50 ballots as received and the work-
ers were finished at a decent hour. Now, because of present State laws, votes may not be
counted ~ntil the polls are closed which is generally at 7 P.M. After discussion of other
towns~ and their m~thod of payment, the Registra Chairman, Mr. Fred NcCormack, suggested an
ly rate ~rit? a minimum payment amount. Chairman Kirk requested that the Board of Registrars
submit their recommendations on the matter the June 26th meeting.
NOTICES A~D BULL~INsi
Several notices of meetings and bulletins were received by the Board. Selectmen Guthrie and
Kirk will attend the annual dinner meeting for the Civil Defense workers.
PUBLIC WORKS- AR2ICLE:
A letter received from the Board of Public I~orks requested information re a proposed Article
for the Special Town Meeting concerning the ex'tension of water on Salem Street, frontage of
George Farr property. The Board requested the Article be submitted befoer Monday, May 22, at
7:30 P.M., closing time of the Warrant.

present members of the Commission. At a previous meeting, the Board had decided to conduct
tbs duties of the Commission through the efforts of their Administrative=Assistant, Jack Erle,
Selectman G~thrie asked Phelan if the Commission had been active at all; that the Board had
never received any progress reports on their activities. Er. Phelan stated that, 5ecause of
the fact that he was Chairman, he was the person contacted by new businesses seehing space in
North Andover and that he had been instrumental in securing several. However, he stated, the
Committee had not been too active because of the lack of space available in North Andover. If
the water had been extended on Rt. 114, the Commission could attract many new industries that
could bz~ing excellent tax revenue to the town. He also said that the original Charter stated
that the 9-member Board should consist of 1 Selectman, plus Chairman of other town Boards;
they saw no necessity for a report as a member of the Board of Selectmen was always present to
report to the Selectmen. The Board was also advised the N. A. Industrial Development
would like to Join the Regional or Gr. Lawrence Industrial Commission. The Selectmen voted to
refer the matter to Tow~ Counsel requesting him to advise the Board of the original Charter and
ask him for his opinion on the status of the Industrial Development Commission.

Selectman William B. Duffy, Jr. and Administrative-Assistant, Jack Erle, visited Congressman
Harrington's office in Washington, May 12, and discussed various subjects with Mr. Harrington's
Administrative-Assistant, Barney Frank, and his staff.
