Highlights of notes are:
REVENUE SHARING:
It is the staff's opinion that revenue sharing wil3 become a reality, maybe this summer. This
would result in a sizeable sum of money coming to North Andover; not for general funds, but
ear-marked for several specific purposes.
ABM SITE:
Harrington's Staff will talk with people at the Bureau of Outdoor Recreation to see if funds
are being freed there, The Mass. Dept. of Natural Resources has a proposal to BOR which would
provide for the land takings required as well as developing the area into a day-use facility.
MEETING, JI~E 2, 1972
Harrington's Office is sponsoring a meeting, June 2, 1972, at Salem State Teacher's College
for Municipal Officials with representatives from HUD. At that meeting, we will get general
information about appropriate HUD programs. Nr. Frank suggested that he would huddle with
North Andover people at that time to develop specific HUD applications, and possibly get a
HUD representative to spend a day or two ir, North Andover. (There appears to be HUD money
available right now;for instance, for reconditioning domiciles that are historic land marks)
Neighborhood Rehabilitation could be a potential area for available help.
POLICE LEGAL ADVISOR:
The problem of the Legal Advisor not being able to prosecute in District Court is one that the
Congressman's office could offer no help.

Board held their regular meeting on this date with all members present; Selectman G~thrie,
Selectman Duffy, Jr., with Chairman Kirk presiding. The Warrant and minutes were approved as
submitted.
Petitions for buried cable locations on Johnson St. and Great Pond Boad and' for a pole and wire
location were scheduled for hearings, June 5, 1972, at 7 P.M. at the High School Library. (3
other petitions from last week's meeting rescheduled for the High School Library, at 7 P.M...
abutters will be so notified).
GAS EXCAVATION:
Approved: Petition to excavate to repair gas mains at 701 Waverly Rd. and 32 Ashland Street.
YOUTH COMMISSION:
Members of the Youth Core,mission consisting of Chairman Frank Cunningly, Robert Licare,' John
R. Crane, Joseph Walsh, Hichard Turner, Janice Ventura and Claire McCarthy met with the Board
to subndt a progress report on their recent meetings. The original plan was to meet four times
year, minimum, but to date they have met three times in Nay, each meeting lasting 3 hours.
At these meetings, the problem of drugs and youth activities for the present and future were
discussed.
The immediate problem, Mr. Cunningham stated, was a place where teenagers could congregate
without to~ residents objecting. They had decided that the side of the High Sc~hool w~s an
ideal place for it was not close to any homes; a large parking area avail, able which would
keep them from congesting the street, making it a good place for the teenagers to congregate
after 2:30 P.M. The Student Body agreed to take over the responsibility that the privilege of
using the school grounds would not b e abused; that the students would police and keep the
grounds clean.
Chairman Kirk stated that he was impressed by the volunteered responsibilitY of the students
and wanted it to go on record that the Board supported the Youth Commission ideas. Selectman
Guthrie stated that, as the privilege bad been abused in the past, the spot light would be on
~11 the actions of the teenagers. He made a ~tion to instruct the Youth Commission to go be-'
fore the School Committee and present the proposal that was presented to the Selectmen with
their endorsement. The vote was unanimous. Mr. Guthi~te also requested copies of actions
and~minutes~oT-the Youth Commission meetings be sent to the Selectmen. It was agreed.
CHAPTER 90 - SALEM STREET RECONSTRUCTION:
An informative hearing was held at 8 P.M. on this date on the above-named matter. Present
were the Selectmen~ Asst. District Highway Engineer, Joseph D'Angelo, County Engineer, James
Carlin, Highway Surveyor, N~. Nicetta and Administrative-Asst., Jack Erle. Twenty-two residents

of Salem Street were also present. Cty. Engineer advised the gathering that an informative
hearing had been called for the benefit of landowners abutting the preposed reconstruction to
answer any questions they had. The formal hearing will be at the County Court House, Salem,
time to be annouuced. He stated that if their questions were adequately answered at this hear-
ing they would be saved the time and effort to attend the formai~ hearing which ~.~ould be held
on a Tuesday, at 2 P.M. which is generally.~a~work day for most people. The other purpose of
the meeting was to settle the question cf land takeing prior to reconstruction especially for
a danEerous curve that should be straightened out on Salem Street~

The road construction consists of a 24 feet width with 5' shoulders on eaah side to allow for
pedestrian travel. Some trees and very little land would be taken to accomplish this plan.
Stone walls would be restored if damaged in the reconstruction. The Selectmen have allotted
one year to Salem Street and if one more year ~ms so voted by the Selectmen the State engin-
eers could plan to lay out the roadway as far as possible to the Middleton line. Mr.
and Mr. Carlin would like to recommend to the Selectmen that they permit the layout to be
expedited. If the Selectmen vote otherwise, all drafting and engineering work, usually paid
for by the State, might have to be charged to the Town. Selectman Guthrie stated the questio~
has been raised that should the money be spent on the continued reconstruction of Salem St.
or expended on Great Pond Road. They were there to hear the wishes of the people on Salem
Street. Abutters ststed that the dangerous curve should be eliminated, that the road should
continued to be reconstructed. Selectman Duffy presented reasons why Great Pond R~ad should
be considered and advised, when asked about anntml Town Meeting action grant!nE money already
to Salem St.,Johnson St. and Foster St .... how could Great Pond Poad be included...the people
that an Article had been included in the Special Town Meeting, June 5, on Great Pond Road.
Chairman Kirk stated that he wished to have the reconstruction of Salem Street continued in-
stead of Great Pond Road... that Salem St. reconstruction should not be submarined at this
point...that it w~s good planning to support the Chapter 90 proposed project that has had so
much time and engineering effort expended on it.
CHAPTER ( ) 90 APPROPRIATIONS:
T~e Board received the annual appropriation notices received from the State Dept. of Public
Works. Copies referred to the Highway Surveyor and Town Accountant.
PRISONERS OF WAR RE~2~BERANCE:
A letter received from tbs Remember ~ur Prisoners of War Committee requested that residents
of the town remember our prisoners of War "living dead" as well as honoring the war dead on
Memorial Day by running their car lights and any outdoor house light to indicate they are
being remembered and not forgotten. The Board voted to send an appropriate letter to the
Committee endorsing their project on Memorial Day.
RECREATIONAL PLAYGROUND INSTRUCTORS:
A list of this year's playground'instructors was presented to the Board by the Recreational
Council for their approval. The Board voted to advise Chairman McEvoy the list~was accepted
and approved. Listed at end of minutes.
M~NOP.IAL DAY:
It was noted that, because nex~t Monday is Memorial Day, there would not be a Selectmen's
meeting. Selectman Guthrie stated that the Chief of the Fi~e Dept. would not recognize May
29th as the proper date for Memorial Day and was having his department observe it on Nay 30.
A notice from the Board will go to all departments, including the Fire Dept. that Memorial
Day would be l~2y 29th and the town b~dtng will be closed.
SUI$~.R SCHEIIILE:
The annual summer schedule was announced: The next meeting will be brief to take care of
hearings at 7'p.m. on June 5, to be followed by Special Town Meeting at 7:30 p.m. Hea~ngs
will be conducted in the High School Library..the change to be sent to abutters. The next
meeting will begin the summer schedule, June 12, but, due to town business, other June meet-
ings will be announced. Other summer meetings: July 10-24; August 14-28; September ll.
Meetings, notices and bulletins were received and noted.
WARRANT:
The Warrant for the .$TM was closed on this date at 7:30 P.M.

NEGOTIATION BOARD:
Selectman Duffy stated that he thought, ~ith summer coming, negotiations with the Fire Dept.
labor union should start immediately. Chairman Kirk motioned that a letter be sent to the
Advisory Board advising them of the preliminary schedule dates of the negotiating Board and
request that, if they were going to participate, to please appoint a member of their Board
soon as possible as requested by the Selectmen some time ag9.
LEGISLATION -FEDERAL GRANTS:
Chairman Kirk advised the Board that he had received, at home, a telegram on Federal Grants
legi~2ation that was comir~ up immediately. He reqeeste.l J. Erle to send a telegram to ad-
vise Chairman Colmer that the Board was unanimous in its support of this Bill. He also re-
quested J. Erle to contact Congressman Harrington's office to instruct them to semi all
correspondence to the Selectmen's Office and not to the Selectmen's homes.
CIVIC CELEBRATION CONNITTEE:
Chairman Kirk advised the Board that the C.C.C. had requested permission to have the 4th of
July parade on July 1 and also permission to hold a Carnival on the High School grounds from
June 26 to July 1. The Board granted the requested permits, subject to Chief Lawlor's appro~
al. The Committee will also contact the School Committee. Parard route plan will also be
submitted to the Chief.
AIEPLANE COMPLAI~:
Chairman Kirk advised the Board that he had received numerous complaints about airplanes
fly~,g constantly over the same homes in the same patteru early on weekend mornings. The
Board voted to send a letter to the Airport Commission requesting the restriction of hours
for flying and to have the flight pattern changed, specifically for student flights.
DEVELOPMENT & INDUSTRIAL COMMISSION:
Chairman Kirk advised the Board that this Commission had been appointed by the Selectmen in
1959 as a 9-member Commission...that two Articles had been voted on the Commission in ~rch
Town Meeting of 1960. The Board voted on Chairman Ktrk's recommendation that he would like
to give the present members permission to continue the activity of the Commission..and to
appoint Jack Erle to the Commission, representing the Board, and requested his attendance
at the Commission's meetings. Chairman Phelan will be re,quested to send reports of all
meetings to the Selectmen.
REGIONAL POLLUTION ABATEMENT STUDY CON~TTEE (WATER & AIR) 1 yr.

At the request of Chief Lawlor, a letter was sent to J. D'Angelo, DPW, Danvers, Mass. requesting
the temporary Stop Sign at the above-named intersection be made permanent. Four copies of

The Board of Selectmen held their regular meeting on this date with all members present;
Guthrie and Duffy, Jr. with Chairman Kirk presiding at the High School Library. The warrant and
minutes were approved as submitted.
NE~ ENGLAND TEL. & TEL. & MASS. ELECTRIC CO. HEARINGS:
The following petitions were approved:
Johnson Street, Great Pond Rd. - buried cable locations.
Lacy Street (2) Marbleridge Rd. - pole and wire locations.
Another pole location petition for Marbleridge Rd. was tabled until June 12 meeting. An abutter,
Anna Howes, was present ~o object to the location of the pole. Mr. Obst, from the electric
agreed with the Board's request to comfer further with Mrs. Howes before the June 12 meeting.
GAS EXCAVATIONS:
The following gas excavation petitions were approved by the Board:

MEMORANDUM OF AGREEMENT:
A Memorandumof Agreement was received for thei~provement of roads: Salem, Johnson, Foster
with Great Pond ~oad added. The Board voted to table signing the memorandum until the article
for Great Pond Road improvement has been passed at the Special Town Neeting.
WARRANT:
The Board voted to approve a~l monetary articles in the town warrant for the Special Town
Meeting held at 7:30 p.m. on this date with the exception of Article 7 which was also disapproved
by the Advisory Board.
LICENSING CO~r~SSIONEES:
Permission was granted by theBoardto Lawrence Cushing, Jr. d/b/a of LMC Company, to operate a
carnival on June 12-17, at the North Andover ~11 for the benefit of multiple sclerosis. ~lso
granted to Mr. Cushing was a Com~onVictualerlicense for the concessions at the carnival. An
affirmative recommendation was submitted by Chief Lawlor.
