~! GENERAL APPKOVAL - DOG OFFICER APPOI~F~NT:
Atty. General's approval received for Dog Officer appointment. Selectman Outhrie made a motion to
appoint Leonard.~' Degnan, 543 Mass. Ave., as Dog Officer which was seconded by Chairman Kirk
and the vote was unanimous. The appointment will become effective as of July 1, 1972. Kirk
wished to add to the motion that townspeople be so notified by a paid ad, drawn up by Jack
Erle, that the Dog control law was now in effect and will be enforced as of July 1, 1972.
REPORTS RECEIVED:
Special Town ~{eeting report from Town Clerk and Topics Report.
NEW FISCAL YEAR:
A letter received re the new fiscal year date chan~e and notice of seven conferences scheduled
on the matter. Chairman Kirk made a motion, which was seconded, that copies be sent to all
town dept. heads and town officials.
EEA FUNDS:
Selectman Guthrie advised the Board of appromtmate!y $4000. in EEA funds had been made
available to the town. He stated that it would be well spent for a litter clean up program
for the town. He made a mction to authorize Jack Erle to set up this program and to hire un-
employed townspeople to expndite the Job. It was so voted.

The Selectmen voted to offer Sullivan & Worcester the sum of $2500. in settlement 'of the
town's accoun% in the matter of their services as Special Counsel to the Board of Public Works.
T~is was a majority vote. Selectman Duffy was in favor of offering the sum of $3300. He
remained firm in his position.
SPECIAL TOWN COUNSEL - NORTHGATE CONSTN3CTION CO. vs SCHOOL BLDG. C~MITTEE OR TOWN OF N. A:
At the request of' Town Counsel, At.~y. Salisbury, the Board of Selectmen appointed unanimously
Atty. Cliffor E. Elias as Special Counsel in the matter of the Northgate Construction Co. vs.
the Town of North Andover. Selectmen requested Town Counsel to take the necessary steps to
motivate both of these votes.
EEA AUTHORIZATION:
The Board voted to authorize Selectman Joseph A. Guthrie to contact Herbert Oshan, Director
of EEA to request administrative funds available for the Adminmstrative-Assis ~ant.
LICENSING COMMISSIONERS:
Application for renewal of Common Victualer license for Peter Aziz, Stevens Pond Concession
was approved.
Application for 1 day Wine & Malt beverage license, August 5, at Grogan's Field, submitted
by Robert Turner, Cdr. V.F.W. and the Governor Bradstreet Association was approved subject
to Chief Lawlor's approval and permission from Board of Public Works for use of the f~eld.
Permission qranted to Committe for Mentally Ill Children to hold Tag Days on June 30 and
July 1 subject to notification to Chief Lawlor.
TUrN CHARTER STUDY CO~ITTEE:
P~ur additional members were appointed to the Town Charter Study Committee: Andrew F. Coffin,
Walter Flinn, Donald Keirstead and Mrs. Jeremiah Lyons. The,ve~te was unantm~v.

POLE & WIRE HEARING:
A petition for a pole and wire location on Chickering Rd. by Mass. E!ec. Co. was approved.
BURi~ CABLE: CONDUITS:
A petition to lay and maintain conduits underground on Turnpike Rd. was set for a hearing on
July 10, 1972, at 7:35. Abutters will be notified.
ERAFFIC CONTROL ~ETING:
Supt. Garofoli sent a letter to Selectman Guthrie expressing the School Committee's and School
Building Committee's thanks and appreciation for his attendance at the traffic safety control
meeting held in Commissioner Campbell's office in Boston. Selectman Guthrie stated that Gov's
Councilor, Thomas J. Lane, Senator Ru~ak and Representative Hurrell also attended and should
be senta letter of thanks and appreciation for their time and efforts on behalf of the town.
The Board so voted. Fr. Gutkrie stated that the Topics people will come in the town with a safety
for the school grounds; that Commissioner Campbell definitely made a committment.
letter from Thomas J. Davies, Jr., Airport Fmnsger, advised the Board that he was taking
positive measures in his power.~to keep noise disturbance to a minimum. Curfew on
flz~tng between 9 P.F.. and 8 A.M. has been reinstated locally and all Airport Mgrs.
the vicinity of Lawrence have been asked to co-operate. He advised the B card also
that flight patterns were ~ictated by wind direction and for safety purposes cannot be
changed for other reasons.
