HomeMy WebLinkAbout1972-07-24 Board of Selectmen Minutes ~.~88JULY Za, l~fZ (contmnuea) COOPERATIVE PLU~ING: Bruce Campbell,DPW Commissioner, advised the Board, by letter, that the state's cooperative plowing program would cease as of July 1, 1973. Copies were voted to be sent to the Highway Surveyor and Harold Morley. GRANTS: Letter received from Kenneth Pickard, Director of Mass. League of Cities and Towns re IPA grants. The Board voted to table matter until nex~ meeting, August 14, 1972. Jack Erle is to contact Selectman Dully to discuss matter. FIP~MEN'S MUSTER PARADE: The Board voted to grant permission for the Firemen's States Master Parade on August 5 and also granted permission for a banner,~to be displayed from the Fire Station to a pole across the street. Mr. Deyermond, Chairma~?arade, will be requested to give the time and parade route to Chief Lawlor and to contact owners of pole to be used. ~STY WATER COMPLAINT: Mrs. Anna Sceppa, 217 Mass. Ave. appeared before the Board and presented'a quart Jar of rusty water. S~e stated that this was the continuous state of the water in that area, at least 2 Or 3 times a week; that she had contacted Mr. Borgesi of the Public Works Dept. with- out any satisfactory results, so had come to the Selectmen for aid and advice. Chairman Kirk stated that the Board did not have any Jurisdiction over the Public Works Dept. but they would be glad to contact the Public Works and request an investigation and report. The jar of rusty water would be presented to the F~D as a sample of the condition of the water. LICENSING CON~ESSIONERS: Selectman Joseph A. Guthrie was acting Chairman once again in the absence of vacationing Chairman Duffy. CLASS II L~CENSE: Archie DeFlorio, applicant, was present at the meeting with residents of Massachusetts Ave. for the Board's decision on his application. Chairman Kirk stated that it would be ~agreeable to the Board if DeFlorio would withdraw his application "without prejudice." Mr. DeFlorio was told that if he did this he could reapp!y for a Class II license when he had obtained premises. Mr. DeFlorio stated that the owner of the Shell Station was willing to close station at 10 P.M. Chairman Kirk, however, made a motion that the application be denied saying that "it is my feeling that this license would not add to the area in any manner that he could see and that it would be generally detrimental to the health and welfare of the res- idents of the area.~ ( Mr. Kirk had previously read, aloud, the report of Chief Lawlor and Building Inspector, Charles H. Foster, Jr. ) Selectman Guthrie seconded the motion commenting on Chief Lawlor's recommendation 'that because of the many complaints re the 24-hour business of the Shell Station, he di~i not recommend the establishment of another business in the area. ' Selectman Guthrie stated that the ~ard had great faith in Chief Lawlor's recommendations. Chairman Kirk stated, though he recognizes Chief Lawlor's recommendations, the Board made their own decisions, despite them. STORAGE: ~cation received for a license to store 5200 gals of L.P.G., aboveground, on Willow St. for a Recreation Club. It was submitted by James F. McDermott, 95E Merrimack St., Lowell, Mass.
