were appointed to study and recommend, only. Any action by the commfttee to iniate a petition
would be out of order and premature. The Board will attend the next meeting of the committee
on Sept. 6.
INDUSTRIAL & DEVELOPMENT CONMISSION:
The above-named commission was appointed as follows..
Frank J. Ru!lo, 1 Gray St. Leonard B. Albis, 28 Holbrook Rd.
Anthony Spinelli, 984 Turnpike St. John J. Willis, Esq., 154 Pleasant St.
Richard A. Casey, 10 Woodbridge Rd. George F. Fitzpatrick, Associate Member
Nicholas Szabat, 437 Summer St. Edward Phelan, term expires in 1973
James C. Roop, 229 Brentwood Circle John Cronin, term expires in 1974
Mr. Phelan and Mr. Cronin were the only two whose terms had not expired. The Board will determine
at the next mee ting, the period of the terms of the new members. 0ne,will be for 5 yrs.-
two for four years, two for 3 years, two for 2 years and two for one year. A letter will be
sent Mr. Phelan advising of the appointments and ~he Board will request that an organizational
meeting be called as soon as convenient.
PRECINCT LIST:
Appointments to fill vacancies on the precinct workers list will be tabled until Chairman of
the two town parties advise their preference. Copies of list will be sent to the two Chairman
and the Wardens of the five precincts. A copy will also go to the Town Clerk. A letter from
the Board of Registras re payment of the workers was tabled until a future meeting.
SWINMING POOL COMPLAINT:
Mrs. Rena Sullivan, Sutton St. notified the Board that her next door neighbor did not keep the
gate locked on his swimming pool and that the fence surrounding the pool was not high enough
to keep children safely out. The Board referred the .matter to the Building Inspector for a re-
port by the Sept. ll meeting.
SARACUSA DRAINAGE COMPLAINT:
A report from N. Nicetta re the Saracusa complaint of water draining on his land because of
inadequate culvert pipe was received. Mr. Nicetta stated there wasn't any water on Saracusa's
land the +.wo times he inspected it and that the investigation had been a waste of his time.
The matter was referred to Jack Erle for further investigation.
NESSINA LOT COMPLAINT:
Residents of the area surronding the Messina Parking lot appeared before the Board stating that
they had to endure noise from teenage activity all hight long. They had contacted Santo Nessi~
but he had not done anything about it fearing vandalism of his store. They stated that they
would be satisfied if the noise stopped at II p.m. The Board voted to refer the matter to
Chief Lawlor for investigation and report. A copy of the letter would be sent to Mr. Nessima
requesting his cooperation in the matter.
STREET LIGHT RE,JEST:
A1 Goebel, 48 Surrey Drive and John Gromko, 134 Chadwick St. appeared before the Board requesting
installation of street lights in their neighborhood. Numerous house breaks have occurred in the
vicinity. The Board voted to request a survey of the two streets.
TAX COLLECTOR - SAFET. Y REQUEST:
James Dewhirst, Tax Collector, appeared before the Board and expressed his concern and fear for
the safety of his personnel, especially from now on when larg~ amounts of cash will be daily
taken i~ payment of taxes until the end of October. He requested that the clerks be stationed
behind a cage with a lock place on the door to the cage. Chairman Kirk motioned that Jack
Erle confer with Mr. Dewhirst and investigate what steps could be taken not only for the safety
of the Tax Collector's office but for Public Works and other offices connected with the collec-
tion of large sums cf money. Chairman Kirk stated that money could be appropriated for extra-
ordinary situations without waiting for town meeting action. It was so voted.
LICENSING CO~ISSIONERS:
A hearing was held on the Class II application of Archie DeFlorio on premises called Paul's 66
Service Station, 17 Mass. Ave. James McMur2:ay, an abutter, objected to the license stating that
it was approximately 75' from the Shell Statiol~; that it would just mean more noise, more
traffic problems and that he agreed with Chief Lawlor's statement that another business was
not needed in this area. Selectman Guthrie stated that if the Shell Service Station manager
conducted his business correctly and the disturbance curbed, residents would not object to
the Class II license being granted. Mr. Guthrie made a motion to send a letter to John McHugh,
Manager of the North Andover Shell Station requesting he take steps to eliminate the disturbances
and noise at his station, especially during the hight and on Sundays. A copy of ~his letter
to go to the Shell Station District Office.
HOLIDAY REGULATIONS:
Notices were received from the Alcoholic Beverages Control Commission re Holiday regulations.
The only holidays pack~ge goods s ~res has to remain closed are Memorial Day, Thanksgiving Day
and Christmas Day.
NSA ANNUAL TOWN ~EETING:
Chairman Kirk and Se~e ctman Guthrie voted to attend the Massachusetts Selectmens Association
annual Town Meeting, Oct. 2g-22 and instructed Secretary to~ke necessary ~e~servations.
