Selectmen Guthrie and Dully, Jr. with Chairman Kirk presiding. The warrant and minutes were
approved as submitted.
JURORS:
Thomas J. McEvoy, 21 Walnut St. and John P. Routhier, 43 Jetwood St. were drawn for jury
at Salem Superior Court, for October 2 Sittings.
POLICE CAR BIDS:
Two bids for a 1973 police car were received: Nanzi Dodge, $3187.60 and Woodworth Motors,
$3096. Referred to Chief Lawlor who will check specifications and bids.
POLE LOCATIO~S:
Petitions for joint pole locations on Marbleridge Road and Johnson Street were approved by
the Board. Mass. Electric Co. representative stated that a spruce tree belonging to Charles
Wilcox, 275 Salem St. would not be touched. ,
Petitions for joint pole location on Ingalls St .... buried cable location on Chestnut St ....
underground conduits on Turnpike St. were set for hearings on Sept. 25, at 7:30-3%-40.
GAS EXCAVATION:
Approved: petition to excavate on Autrun Ave. and Main St. to repair gas mains.
DEPT. OF THE ARMY-GAS PIPELINE:
A letter received from the Dept. of the Army advised the Board of an application to install
and maintain a 10" gas pipeline across the Merrimack River, 600' upstresm from 0'Reilly
Bridge. Jack Erle is to have application publicized and was instructed to contact the gas
co.,mpany tb determine if this was a new installation or a replacement and if the direction.is
correct, upstream or downstream.
ABM SITE ACCESS'ROAD:
A letter from General Services Administraticn requested the town of North Andover to offer
a price for title to the surplus access read at the ABM site. The Board voted to have Jack
Erle to proceed with the matter and authorized Selectman DAffy to offer an amount of money
not to exceed $1.00 when, and if, the offer is made.
TOWN CHAE~ERSTUDYCOMMITTEE:
The Town Charter Study Committee submitted a report to the B oard stating that a Town Charter
Commission should be properly elected in 1973 so that the town of North Andover could avail
itself of municipal home rule now guaranteed to citizens of Massachusetts by the provisions
of Article 89 of the amendments to the Constitution of the Commonwealth. They offered toact
to implement the above recommendation if th~d of Selectmen,authorize~%hemto do so.
The Board cLiscussed the matter and,oted~td'~n~a letter ,t~ Town CcUuse~ ~s~king ~f they had
the authority to instruct the Town Charter Study ~l~'ttee.. The sub~ct~ma~er of the letter
was tabled until Town Counsel's reply is received. Kirk~andDu~fy vote~ $o consul~ Town Coun-
sel, Selectman Guthrie voted against the motion.
SCOUT AUCTION PERMIT: ~
,Permission was grunted to Scoutmaster Donald Beveridge, Troop 89, to hold an auction on Nov.
18, at the V.F.W. hall on Park St.
PRECINCT WORXERS'SALARIES:
.Precinotworkers salaries were listed in a letter from the Board.of Registrars.

WILLOW RACQUET CLUB:
A letter received from Pobert Reagan, President of the Willows Racquet Club, advised the Sel~
ectman that all precautions have been taken in regard to the gas storage on the club's prem-
ises. The Board~instructed that a copy of the letter be sent to Walter Stamp.
LACROIX-SULLIVAN COMPLAINT:
A letter from the Building Inspector advised the Board that he had ordered ~r. Evely '~
6 Thorndike St. to install a gate at the top of the steps leading to her swimming pool deck.
She was also ordered to enclose the deck area with plywood or lattice work before the pool is
uncovered nekt season. The Board voted to have a copy o£ this letter sent to the complainant
Mrs. P~na Sullivan, 267 Sutton St. The Building Inspector was instructed to send his orders
concerning the pool to Nr:~. Lacroix, in writing, to avoid future problems, a copy of said
letter to be sent ~o the Board.

DRUG PROCLAMATION:
The Board voted to proclaim the week of Sept. 17 through Sept. 24, as "Foot the Bill AgainSt
Drug Abuse Week." A letter will be sent to the Gr. Law. Drug Council Auxiliary to this effect.
PETITION WITHDP~WN:
Mass. Electric Co. was given permission to withdraw a tabled petition concerning pole loca-
tions on Dale St. They will submit another at a later date.
HOUSING CONMITTEE:
Housing Committee appointments will be tabled until Planning Board letter received.
TOWN INFIRMARY BUILDINGS:
Selectman Guthrie stated that the disposition of the town infirmary buildings had not been
resolved. He mentioned the inspection of the buildings by him, Chairman Kirk and the Bldg.
Inspector. He motioned that the Board request Mr. Foster tc suet his recommendations,
concerning the disposition of the buildings, in writing.
GAS STATION HOURS:
Selectman Guthrie stated that there must be some kind of legislation that our Representative
could expedite to enable the town's control of the hours a gas service station may remain
open. The Board voted to have Selectman Guthrie investigate the matter.
STREET LIGHT REQUESTS:
R. J. LaFlamme, 40 Surrey Drive, Mrs. Stephen Pierog, 25 Surrey Drive. Board voted to have
entire street surveyed for street lighting. Also received: Mrs. Daniel Norency, 20 Brown Ct.
and Richard Bell, 290 Barker St., Polel6.
MESSINAPARKING LOT:
Mr. & Mrs. Hugh Eldred, 94 Main St. and ~sses Claire and Corrine Towler, 98 Main St. appeared
before the Board for a report on Messina Parking lot complaint. The Board advised them that,
to date, they had not received any replies to their letters on the mtter to the Police Dept.
or Santo Messina. The matter was tabled.
SHELL STATION:
Chairman Kirk requested a follow-up letter be written to the manager of the Shell Station
requesting an early reply to the Board's letter of August 29 concerning continuous 24-hour
~uise disturbances at the Shell Station.
LICENSING COMNISSIO~ERS:
Approvedi: Renewal application for Common Victualer and Club, Ail ~lcoholic license for
K. of C. Association, Inc., 505 Sutton Street.
Approved: After considerable discussion, the Class II license application of Archie DeFlorio
was approved by the Board. The license was granted with the stipulation that only 6 cars will
be allowed on the premises of Paul's 66 Service station, 12 Mass. Ave. No sales after 9 P.M.
or on Sundays. License expires on December 31, 1972; fee will be pro-rated, in th.e amount of
$15.50. The fee for the year is $50.O0. ~~~/~
