Mr. Kirk stated that because his spare time was limited, he could not discharge his duties,
as he wished as Chairman of the Board. Duffy stated that to preserve the working ~ntinuity
of the Board he would at this time nominate Mr. Guthr~ to be Chairman of the Board; Kirk
seconded the motion. Guthrie did not vote: Duffy then nominated Mr. Kir~k, Clerk of the

The Board of Selectmen held their regular meeting oN this date with two members present;
Selectman Duffy, Jr. and Chairm~n Joseph A. Guthrie. Selectman Kirk was absent on vacation.
JURORS:
Earl Ford, 2 Walker Road, was drawn for jury duty, November 6 Sitting, at Salem. Bertha
Fortin , 22 Linden Avenue and James Deyo, 64 Woodstock Road were drawn for jury duty, Nov. 6
Sitting at Lawrence.
BURIED CABLE:
Approved~by the Board; petition to install buried cable and ducts on Charles and Sutton Sts.
POLE LOCATION PETITION:
Discussion was held on Mass. Electric petition, tabled from hearing held on October 2 meeting
to locate two poles on Marbleridge Road and one pole on Appleton St. No abutters present.
At October 2 meeting, an abutter had requested that lines b~.~run underground. Representative
from M~ss. Electric Co. explained that whenever possible new installations were installed
underground. However, in this case where lines exist and service is being increased, they
stated that it was tmpractical...i.e. $36,000 to go underground plus approximately $1500
to the seven residents affected, while keeping it overhead would be SLI,O00. Also, if the
town forced Mass. Electric to install lines underground, they in turn could levy a 2% tax on
each customer in town. Petition was approved as submitted.
GR. LA~RENCE COUNCIL OF CHURCHES:
At the above-named request, the Board voted to proclaim Sunday, October 22, 1972, as Gr. Law.
Council of Churches Sunday.
GR. LAW. INDUSTRIAL FAIR:
Atthe request of John C. Collins, Chairman of the Gr. Law. Industrial Fair, the Board voted
to proclaim the week of November 12, as Industrial Fair Week.
GR. LAW. CO)R~U~ITY ACTION COUNCIL, INC.
Notice received of the anm~l meeting of the above-named to be held October 18, 1972 at the
Voc School. Board members will make every effort to attend.
CEE~IFICATE OF INCORPORATION:
Two certificates of incorporation were received and referred to Chief Lawlor for references.
~JAY ROAD: ·
Several residents of Jay Road petitioned the Board for the completion of Jay Road. As a
result of the discussion on the petition, the Board voted to at,&nd the October 17 Advisory
Board meeting to request a transfer from the reserve fund of $1600: to be used, with a Bank
Book on file for $2400., to comple.te resurfacing Jay Read before wmnter weather sets i~.
This would not onl.y correct the exmsting alleged safety hazards, but it would also avomd ~
further deterioratmon of the existing road. The Board hoped that the Highway Department haa
sufficient flexibility with its current funds to perform the work, while waiting for Bank
Book funds to be released from the 90 day notice account.
NOISE-MAKING BUSINESSES:
A letter from Town Co~uusel advised the town could, by By-Law, regulate the business hours of
"noise-making or other objectional business operations." Board will request Town Counsel to
compose a proposed by- l~w to be submitted at the regula'r Town Meeting in ~rch, 1973.
TOPICS' PROGRAM-NEW HIGH SCHOOL:
Re the Topics program at the new high school, the Board authorized the Chairman to comun-
icate with the Dept. of Public Works a favorable reaction along with requests and observatio:
by the School Building Committee and Chief of Police. Mr. Dully went on record commending
Chairman Guthrie and Jack Erle for their efforts in securing the Topics Program.
GAS EXCAVATIONS:
The Board approved a petition to excavate to repair gas mains on Main Street, corner of ~ater
Street. Police Officer requ~ed. Also approved, excavation to install a gas service on
Silsbee Road.
BUILDING INSPECTOR-CIVIL SER~-iCE:
Letter received from Civil S~vice recorded Charles H. Foster, Jr., part time Building Insp.
with seniority date, September 1, 1961, subject to his passing a q~,~!ifying examination,
exam to be held as soon as schedule of Examination Bureau permits. Selectmen to be notified
of results.
