The Board. of Selectmen held their regular meeting on this date with all members present;
Selectmen Arthur P. Kirk, William B. Duffy, Jr. with Chairman Guthrie presiding.
GAS FXCAVATION:
The Board approved a petition for a gas excavation on Salem Street to install gas services.
STREET LIGHT SURVEY:
Street light survey received for the new High School area was taken under advisement.
Copies of the survey will be sent to School Bldg. Committee, School Committee and Chief
Lawlor for their recommendations and comments. A discussion meeting will then be held on
the matter with the above-named committees, Jack Erle and the Selectmen to discuss survey fol
amendment or approval.
BILLBOARD APPLICATION:
Letter received containing billboard installation at Rich~ale Dairy Store, Rt. 125. It was
referred to the Building Inspector for recommendations and comments.
BLUE CROSS-BLUE SHIELD:
Because members of the Town Insurance Committee were unable to attend the Selectmen's meet-
ing, the Blue Cross-Blue Shield discussion was tabled for a week. However, after this vote
was taken, Jack Lanni appeared and stated the increase in rates and benefits had the
of the Committee and town departments...he did not know the decision of the School
employees. The Board then voted to implement the increases in the BC-BS program subject to
any strong objections from School employee group; Town Treasurer to se~date or.implementa-
tion. Jack Erle to contact School employee group representative.
PRECINCT LIST VACANCIES:
The Board of Selectmen voted to fill vacancies on Precinct list and appoint workers as re-
commended by ~iss Cahill, Chairman of the Republican Town Committee. Nark HenrY,i Chairman
of the Democratic. Town Committee had advised the Board he had no one interested 'in serving.
The following were appointed:
Precinct I - Ballot Clerk - Lorer~ P. McDonald (R) 2% Colgate Drive.
Precinct I1 - Deputy Clerk - Eleanor Mallory (R) 57 Lincoln Street
Deputy Inspector - Barbara Detora - 29 Faulkner Road
The two remaining vacancies (Inspectors) will be chosen by the Warden of Precinct I to be
filled with workers ~ith the same party affiliations as workers who resigned. The B card
voted also to adjust party workers on Precinct List at their meeting on December 4. Letters
sent to Wardens and appointment sheets sent.
GARVEY COMPLAINT:
A letter from Building Inspector stated that Garvey was not issued a building permit because
Garvey, at that time, did not have a septic tank permit from the Board of Health. He
stated that, until he has been notified , in writing, by the Board of Health that Garvey has
fulfilled all of their requirements regarding his septic permit, he cannot issue a building
permit to him as per town by-laws. The Board voted to send copies of Mr. Foster's letter to
Garvey and to the Board of Msalth indicating that any further action on this complaint should
be by the Board of Health.
STREET LIGHT REQUEST:
A street light request from Robin Monroe, 444 Winter St. was voted to be surveyed by the
electric company~ Selectman Kirk made a motion, which was seconded, that all future requests
be expedited by Chairman Guthrie as an administration procedure.
MBTA BILL:
TheBoard voted to send copy of letter and current ~o~m~uter service bill from the MBTA to
Town Counsel for his file.
MEETING NOTICES:
Several meeting notices were received; the following will be attended:
Nov. 2 - Fiscal Year Conversion - J. Guthrie, J. Er!e.
Nov. 2 - Revenue Sharing - J. Erle.
Nov. 8 - Local, State, Federal Aid Programs. - J. £rle, Chief Lawlor.
~ov.17 - Municipal Legislative Conference - W. ~uffy, Jr. - J. Erle.
PERSOnnEL BOARD - LABOR N~OTIATIONS:
An extensive discussion was held by the Board on a conflicting problem... Personnel Board's
implementations of town employee requests re Sec. I and Sec. VI of the Personnel By-Law and
the Selectmen's statutory responsibilit2 to negotiate labor agreements with organized town
employee groups. Which group has the authority ~f implementation~ . Selectmen or the
Personnel Board? This question will be sent to Town Counsel for a determination.

Licensing Board voted to allow package stor~to remain open during voting hours 8 to 8, Nov. 7
and their regular hours.
