MERP~MACK COLLEGE CLUB LICENSE:
An application for a Special Club License to serve malt beverages at Merrimack College was re-
ceived. Chairman Guthrie made a motion to grant the license which Selectman Duffy seconded
after Selectman Duffy stated no hearing was required. Alcoholic Beverages'Commtssionwill be
so notified and the license sent for their approval.

~Board of Selectmen held their regular meeting on this date with all members present;
Selectmen Arthur P. Kirk, William B. Duffy, Jr. with Chairman Joseph A. Guthrie presiding. The
Warrant and minutes were accepted as submitted.
FUEL OIL BIDS:
The Board awarded the contract foe #2 Fuel Oil deliveries for the ensuing year to J. A. Leone
& S OhS, Inc., 290 Broadway, Lawrence, Mass. who submitted the lowest bid of four bids which
wac.1390 per gal. Other bids received: Glendale Mertom Co., .1440...Cyr Oil Co.,.~J!;!5 and
Gibbs Co., 1o439. The companies will be so notified and thanked for submitting their bids.
GASOLINE BIDS:
The Board awarded Zhe contract for gasoline delivery to town departments for the ensuing year
~o Gulf Oil Corporation, the only bidder. A check was received in the amour of $500. which
will be replaced in the near future by a $2500. performance bond.
EXCAVATIONS:
The Board approved two gas excavation petitions to repair gas mains g~$:~Sutton St., Mass. Ave.
and Great Pond Road and to install a gas service on Lot 32, Brentwood Circle.
CERTIFICATE OF INCORPORATION:
A character reference received from Chief Lawlor for Mrs. Mary Armitage on a certificate of
incorporation was voted referred to the3Secretary of State.
SANTA CLAUS PARADE:
A letter received from Chief Lawlor containe~a recommendation that "No Par~ing" on the north
easterly side of Main Street from its intersection withWater Street to Waverly Road be en-
forced on Saturday, November 25, 1972, between the .hours of 1 P.M. and 4 P.M. to eliminate
congestion during the Santa Claus Parade. The Chief will be directed to put this restriction
into effect during these hours and a copy of the letterwill be sent to Chairman McEvoy.
DUCT PETITION:
The Board set December~, 1972, at 7:30 P.M. for a hearing on the petition of the Mass. Electric
Co. to install 4 ducts on Sutton St. Abutters will be so notified.
VOO SCHOOL BUDGET:
The Voc School annual budget was voted by the Board to be received for study but not accepted
at this time.
FLATLEY DRAINAGE:
Chairman Guthrie stated that Mrs. George had complained to him about the drainage problem of
the Royal Crest Estates which has not been corrected. The Board voted to have Chairman Guthrie
write a letter to Jacob Berkover, District Highway Engineer, for a report on the status o£ the
conditions of the road at the present time.
SPECIAL TOWN )~ETING:
The Board called a Special Town Meeting for December 18,1972, at 8 P.M. in the High School
s,~itorium, if available. Selectman Kirk opened the Warrant, by motion, at 7:50 P.M. to de-
clare the petition submitted to amend the Zoning By-Law as Article I. After Atty. Willis
suggested that the petition would be confusing if not separated into two Articles, Mr. Kirk
amended his motion that 2 Articles be accepted in the Warrant, subject to the approval and
recommendation of Town Counsel. It was so voted. A speaker for the petitioners stated that
they had intended t~ Articles. The Warrant Was closed at 8 P.M.
NO PARKING BAN:
Upon motion of Selectman Kirk, seconded by Duffy, the Board voted to advertise the annual "No
Parking" ban on all North Andover streets to go into effect on December l, 1972, at 12:01 A.M.
through March, 1972.
REYNOLDS MEMORIAL:
Atty. Willis requested that the Reynolds Nemorial be installed as promised by the Town. He
also presented tax bmlls sent to him on the 42 acres of land given to the town by Mrs. Reynolds
and inquired as to their disposition. Mr. Kirk stated he would investigate the matter of the
tax bills and take care of the Memorial if so authorized by the Board. It was so voted.
