PETERSON PIPING:
Atty. Morley appeared before the Board stating he was advised the State would pay with Chapter
90 funds all but 25% of the cost of installing pipe on the Charles Peterson land...the town to
pay the 25%. Highway Surveyor will do the work if provided the necessary funds. The Board
voted to have Jack Erle investigate the matter.
Lmcensmng Commmss~oners:
Application for renewal of the Club, Ail Alcoholic license of the Eichlyn Club, Inc. with no
premises was approved for the coming year of 1973. This will be the fourth and last year the
Richlyn Club may retain their license without premises. Jack Erle ~s to determine the prorated
fee.
NOVEMBER 19'! ~
The Board of Selectmen held their regular meeting on this date with all members present; ArthUr~
P. Kirk, William B. Duffy, Jr. with Chairman Joseph A. Guthrie presiding. The minutes and
warrant were approved as submitted.
POLE LOCATION:
The Board set a hearing for a Joint pole location petition on December il, 1972, at 7:45
FLATLEY COVENANT:
A letter received from Town Counsel advised the Board that a "covenant running witH'the-land"
· given to the Town by T. J. Flatley absolving the town from any responsibility for damages which'
might accrue due to an installation of a drainage system across the location lines of Rt. 114,
a state highway, should now be released by the town. He assured the Selectmen that the above-
named drainage construction had never been constructed and that he had been told by Flatley's
Attorney, John J. W~33~s, that adequate arrangements have now been made for drainage of
development. Concluding, he advised the Board to release the covenant. Upon motion of Select-
man Kirk, the Board voted to ask Town Counsel for a written explanation to specify the "ada-
quate arrangements" to correct the drainage problem at the Royal Crest estates as stated in~.h~s
letter. Jack Erle was also instructed to pursue the matter which was tabled indefinitely.
SPECIAL TOWN MEETING:
Selectman Kirk motioned to open the warrant for the Special Town Meeting at 8 p.m. to include
aarraiCle #3, subject to Town Counsel approval, and the original Articles #1 and #2 as prese~nted
Town Counsel. The Warrant was closed at 8:05 p.m. Jack Erle was instructed to give
nd 2 to the Planning Board for processing. Selectman Kirk also requested Erle to submit
nt with all three Articles to ~own Clerk as soon as possible for processing and advertising
BUILDING INSPECTOR:
The Board voted to send a letter to all Department Heads, requesting their presence at a meet-
ing on Wednesday, December 6, 1972, at 7:30 p.m. at the Town w~11 Maeting Room, to discuss the
matter of the Building Inspector position...to be full-time or part-time. The Department Heads
will also be requested to submit a written recommendation on the subject. Chairman Guthrie
requested .that at least two Selectmen and Jack Erle be present at the meeting.
Licensing commissioners:
iA hearing was held on an application for a license to store 10,000 gals. gasoline, underground,
at 231 Sutton St., Ymadowbrook Laundry. Approval was tabled until December 11 until proper
clarification could be made re the location of the storage tanks. Abutters were present and
questioned the plan as submitted. The Board voted to request a written recommendation from
Fire Chief Daw.
Applications were approved for renewal of the following licenses:

MERRIMACK COLLEGE LICENSE FEE:
The fee for the Special Club license granted to Merrimack College was voted to be $10.O0 for
remainder of the 1972 year. Jack Erle was requested to inquire from other colleges what fee is
charged. Merrimack College is to be reminded that they should renew their license for the next
year.
RICHLYN CLUB LICENSE:
The Fee for the ~ichlyn Club (Club, all Alcoholic ) license was discussed. As their expiration
date will be October 31', 1973, they will be charged a of the annual
