The Board of Selectmen held their regular meeting on this date with all members present; Sel-
ectmen Arthur P. Kirk, William B. Duffy, Jr. with Chairman Joseph A. Guthrie presiding. The
minutes and warrant were approved as submitted.
TOWN CHARTER STUDY COMMITTEE: A. COFFIN:
A dissenting statement on the 1972 annual report of the North Andover Town Charter Study Comm,
was received from Andrew Coffin, a member of the above-named committee. Mr. Coffin stated that
the preliminary study and spadework for a future Town Charter should be done by a Town Charter
Study Committee who should submit results and recommendations of said study to an elected Town
Charter Commission to implement a Town Charter. The Board voted to receive and duly record the
dissention.

he Board received the annual report of the Town Charter Study Committee.
T. PATRICK'8 FAIR:
The Board received a cordial invitation to participate in the Hibernians annual St. Patrick's
Day parade. The Board voted to make every effort to attend.
JAY ROAD PETITION: :
Received by the Board, a petition for the adjudication of Jay Read from Jay ~bad residents.
Board voted to request recommendations from the Planning Board, Highway Surveyor and Public
before holding a hearing on the petition. Selectman Edrk stated hearings are held on election
night.
CHAPTER 90 ALLOTMENTS:
A letter received from Bruce Campbell, Commissioner of Mass. Dept. of Public Works, advised the
Board that Chapter 90 allotments this year could be more depending on Legislative action. He
listed tentative allotments for 1973. An attested copy of the town vote on the allotments must
be sent to Jacob Berkover, District Highway Engineer, as soon as Town Meeting action is taken.
SNOWMOBILE PEEMIT':
The required permit requested by the North Andover Jaycees to hold Snowmobile races at their
Winter Carnival February 17, 1973, was received from the Mass. Registry of Motor Vehicles.
TOWN RE~ONT BID:
Upon recommendation of the Town Report Committee, the Selectmen awarded the contract for print-
ing the annual Town Report to Town Printing, Inc. of Andover who submitted the lowest bid of 3
Lids. Ail three companies will be so notified.
RRIMACK RIVER PIPELINB:
Notice was received of a hearing re a gas pipe line to be installed under the Merrimack River.
REVENUE SHA~ING:
A letter was received from the County Commissioners re Revenue Sharing. Motion made by Mr. Kirk
and seconded, to table any action on matter until definite information is received.
WARRANT REOPENED:
A letter from the Highway Surveyor advised the Board that an equipment manufacturer had
an inadequate cost figure for a loader replacement contained in an Article for the Town Warrant.
Mr. Nicetta asked that the figure be increased from $9000. to $12000. The Board voted to reopen
the warrant at 8:30 p.m. for the purpose of correcting the amount in the said Article. Warrant
was closed at 8:31 p.m. Town Counsel and the Advisory Board Chairman will be advised of the
Board's action.
TERMINAL LEAVE PAYMENTS:
The announcement that the matter of terminal leave payments had been resolved was given by
man Guthrie. Mr. Kirk made a motion that the Board confirm the payment of the terminal leave
due William B. Duffy, §r., former Superintendent of Public Works, plus 6% interest...and to all
other town employees who were eligible for terminal leave compensation also to receive 6% inter-
est. Chairman Guthrie seconded the motion; it was a majority vote as Selectman Duffy, Jr.
abstained from voting due to his personal interest. Selectman Kirk also motioned that all
ees involved should be contacted as to the Board's decision. It was so voted.
TRAFFIC LIGHTS ~Q~EST:
Mrs. Chareltte Galaher, 117 Milk Street and Mrs. Daniel Domovan, Peters Street, appeared before
the Board to pretest dangerous traffic conditions at the Junction of Rt. 125 and Peters Street.
They requested the Board try to implement the installation of traffic lights at the junction. ·
They also requested a left arrow be added to the traffic lights at the Junction of Rt. 114 and
Peters Street. Oncoming traffic on Rt. 114 blocks any attempt to make a left-hand turn onto
Peters from Rt. 114...would like at least a 4~car let-through before opposite green light comes
on. Selectmmn Kirk informed them that many meetings on this problem had been held in past
i with the State department of Public Works with Senator Rurak~and c~rrent Representatives
with the Board. Jack E~le advised them that it was quite possible that the traffic lights
be installed in the not too distance future under the Topics program. They w~uld be so advised.
Ne also stated that a delay to allow left turns on Peters Street, from Rt. 114, would be in-
stalled in a week or two.
