HomeMy WebLinkAbout1973-01-29 Board of Selectmen Minutes468 LICENSING COMMISSIONERS: The Board approved the renewal of a Common Victualer license for Mr. Donut Shop. 122 Main Street. MCLAY GASOLINE STORAGE HEARTNG: A hearing was held on application of John J. McLay for storage of gasoline, fuel oil, waste oil, underground, on 785 Turnpike Street. A report from Chief Lawlor stated that any additional business development in the Willow Street and McLay Road area would create additional danger to traffic using the 3-lane Rt. 114. He stated that 86 motor vehicle accidents had occurred on Rt. 114 during the years, 1971-72 with three fatalities, one of which occurred in this area. It was his opinion that with the existing speed limit, volume of traffic for a three-lane road, Rt. 114 should be a limited, access road. Fire Chief Daw indicated his approval of the installation on the application. Attorney Robert V. O'Sullivan, representing Mr. McLay, stated that the installation of the §asI service station would be a proper distance from the road and the umdergro'~nd installationsfurt~r back than the station. Selectman Kirkmade a motion, which was seconded, that theBoard take the application under ad- visement until they had received a confirmation from the Commonwealth of Massachusetts as to what plans, if any, have been defined for the widening of Rt. ll4. Jack Erle was instructed to pursue the matter. It was so voted. FARKAS CLASS II LICENSE: George Farkas appeared before the Board re the matter of his application for a Class II license at his former gas service station on Osgood St. Ne told Chairman Duffy that he was operating the station on Osgood Street and that it was no longer leased to Fiori. Chairman Duffy instructed the application be placed on the Agenda for the January 29th meeting. Alice N. The warrant was approved as submitted. GAS EXCAVATION: The Board approved a petition to excavate on 455 Main Street to repair gas mains. confirmation of work already done due to an emergency. This was BOARD OF APPEALS SUIT: Town Counsel advised the Board, by letter, that he had entered an appearance for the Board in the court action of Lamprey, et al v. North Andover Board of Appeals, and others. ABM SITEACCESS ROAD: A letter from General Services Administration re the convyanoe of 18.48 acres of land repre- senting the access road to the former ABM Sentinel Site to the town of North Andover for the sum of $10.00 was received. The deed and letter will be referred to Town Counsel for informa- tion and recommendation. JO~ FINNERAN: John L. Finneran, town representative to the Greater Lawrence Sanitary District, submitted his annual report to the Board. A copy of the report will be given to the Town Report Committee. POLICE LEGAL ADVISOR: A communication from J. Mayuard Austin, Andover Town Manager, advised the Board that Lawrence Patrick Meliz, Esq., 41 Greenwood ~oad, Andover, Mass., had been appointed the Police Legal Advisor for the towns of Nc~th Andover and Andover. The Board confirmed the action taken by Mr. Austin. STREET LIGHT RE,JEST: Joseph Palazzolo, 190 Prescott Street, appeared before the Board requesting a replacement of the "bug" light near his home. Stated he had suffered vandalism of his home, because of the darkness of the area. Duffy made a motion to have the light replaced with a 3500 s~reet light or whatever Mass. Electric Co. recommended for replacement. As this area is mncluded in the plans for street lighting for the new High School, Chairman Guthrie seconded the motio~ that the size of the replacement be according to the recommendations of the electric company. LICENSING COMMISSIONERS: Applications received for the renewal of the following licenses were approved: Class II - Farkas Used Car Service Station - 1615 Osgood Street. Class II - Giard's Service Station. - 6 Hodges Street. Class I - The Equestrian Shop - 1812 Turnpike Street. MCLAY APPLICATION: The application for storage of gasoline from John J.
