Dept. of Public Works was going to endeavor~ to complete the designs for traffic lights by May 1st and let contracts by July ]st on the corners of Sutton and Mn~n Streets, Peters, Andover, Rt. 125 intersection, the intersection, vicinity of the Royal Crest Apts, on Rt. 114. Corrective measures will also be installed on Rt. 114 in the vicinity of Hillside Poad. The overpass for the new High School is being processed, also, and it is hoped it will be completed by the school ope~ingin Septmeber, 1973. LICENSING COMMISSIO:~RS: EXTENSION OF HOURS: John J. Shields, o~mer of the D.J. Pub on Sutton Street, presented a petition to the Licensing Board, John P. Kirk, Chairman. The petition reques%ed that liquor serving hours be extended one hour. This would change the closing hours, Sunday through Thursday from 12 midnight to I A.N. and, Friday and Saturday, from I a.m. to 2 a.m. He stated that customers left the local establishments to continue the~,~ .evenings in nearb~v~communities in establishments allowed to stay open the extra hour. McCann, 80 Prospect Street and Mauri~M~elamed, 272 Andover Street, were drawn for jury duty on May 7, at the Salem Superior Court. POLE & WIKELOCATION: The Board approved a petition for a pole and wire location on Second Street. AIRPORT NOISE: A letter received by the Board from Airport Manager, T.J. Davies, Jr., re the noise nuisance complaint of Mrs. L. Wilson, %~ater Street, advised the Board that he was in full Mrs. Wilson and would continue to take steps to minimize plane noises whenever possible. The Selectmen have a continued interest in the activities of the airport and will request kept ir~To~m~dof airport commission meetings concerning the Arthur D. Little survey and the resulting recommendations submitted in their Airport Master Plan Study. A copy of Da~-ies' letter will be sent to Mrs. Wilson. GAS EXCAVATION: The Board approved petition to excavate for gas services on Salem Street for George Farr. PABXING RESTRICTION: WATER STREET: A letter from Chief Lawlor contained his recommendation to amend the traffic rules and reg- ulations by restricting parking to two hours, between the hours of 8 A.M. and 6 P.M. daily on the westerly side of Water Street from its intersection with Church Street to its with Elm Street. The Board so voted the recommendation to be advertised. CH. OF COMMERCE: The Board received a notice of the Gr, Lawrence Chamber of Commerce annual dinner meeting scheduled for April 26, at the Christian Formation Center, West Andover. Chairman Guth~ie advised the Board that it was customary for the Board to attend this annual event with Town Counsel. It was so voted. LOCAL HIGHWAY AIR PROGRAM: A letter received from Commissioner Br~e Campbell, DPW, advised the Board of an improved Local ~ ~hway Aid Program being process?in the Legislat6re. If passed, it would mean a . considerable increase in Chanter 90 funds allotted to North Andover. Chairman Guthrie said t~e Board wou~c contac,~ oenator Rurak and Representative Hurrell to support House Bills 6108 and 6109 if they so voted after studying the memorandum sent by Mr. Campbell. PROCLAMATIONS: Upon request ~fthe Easter Seal Society and the Mass. Bar Association, Chairman Guthrie de- clared a Proclamation naming April 19, Coffee Day, benefit of crippled children and May l, as Law Day USA. NEXT MEETING: The Selectmen voted to meet next Tuesday, April 17, instead of their regular Monday meeting date which f~lls on a holiday. APPOINTME~S: The Board discussed appointments and voted to make as many appointments as possible at their next meeting, April 17. E.E.A. EMPLOYEES: Jack E~le advised the Board that the E.E.A. employees are eligible to receive their Cost of Living Increases this week, and that the Librari~, under E.E.A., received an additional compensation grade increase.
