HomeMy WebLinkAbout1973-04-23 Board of Selectmen Minutes480 . The Board of Selectmen held their regular meeting on this date with all members present; Selectmen John F. ¢oady, John P. Kirk with Chairman Joseph A. Guthrie presiding. The warrant and minutes were approved as submitted. JUROR: Richard ¢. Hillner, Jr., 195 Middlesex Street was drawn for Jury duty at Newburyport Super- ior Court on May 21, 1973. AIRPLANE NOISE: Mrs. Lauretta S. Wilson sent a letter of acknowledgment and thanks to the Board for their efforts to alliviate plane noise. MONTEIRO REPO~: John Manteiro presented a report on the Gr. Lawrence Solid Waste Study Committee which he stated was based on a Camp, Dresser, McKee and Raytheon report, The Board referred the report to Selectman John F. ¢oady for his perusal and recomaendations. Mr. Monteiro also brought in brochures for future members of the Regional Pollution Abate- ment (Water & Air) Study Committee. Appointments for this Committee were tabled. GAS EXCAVATION: The Board approved a petition to excavate on 5 Main Street to repair .gas mains. THOMSON-SPEC. TOWN MEETING: Howard Thomson appeared before the Board to present a petition to request a Special Town Meeting to rescind Article passed at Meroh annual Town Meeting to floridate town water. Chairman Guthrie stated that the petition should be presented after the required 100 signa- tures had been obtained at which time the date of the Special Town Meeting would be dnter- mined. HISTORICAL COMMISSION: Mrs. Ostherr of the North Andnver Historical Commission appeared before the Board ~nd re- quested the Selectmen to proclaim the week of Fay 6-12, "National State Preservation Week." The Board ruthorized the Chairman to sign a Proclam-tion to that affect. Also discussed, was the future committee for the town's Bicentennial. The Board voted to conduct their next meeting on Wednesday, Nay 2, at 7 P.M. in the Stevens Memorial Library and at 7:30 p.m. meet with members of the Historical Commission and the 4th of July Committee to discuss the Bicentennial. They also advised Mrs. Ostherr to have an Article prepared, in the event of a Special Town Meeting, for the benefit of the Historical Commission. APPOINTMENTS: Appointments were ~mmde by the Board. The following committees were tabled: P~creationsl Council: William McEvoy, Chairman of the Council, will be invited to meet with the Selectmen on Nay 7, at 8 p.m., to discuss his recommendations re members to be appointed. Graves Registration Officer: The present Graves Registration Officer, Allen Gesing, will beinvited to meet with the Board to discuss his duties on Nay 7, at 8:15 p.m. Re$ional Pollution Abatement ~-Wate.r & Air) Stud~ Committee: North Andover Youth Commission: Co~mmnity Action Commission: Upon recommendation of Jack Erle, the Board determined that no appointment was needed for the Community Action Commission. The BOard was informed by Chairman Guthrie that he had arranged to have all Town Inspectors, Building, Gas, Wire and their Assistants, meet with the Selectmen on May 7, at 8:30 p.m. to discuss their relationship with the f,1 ~-time Building Inspector, Charles H. LICENSING COMMISSIONERS: EXTENSION OF HOURS: Chairman John P. Kirk brought before the Board, a previously tabled petition of John J. Manager of P.J's Pub on Sutton Street.
