CERTIFICATE OF INCORPORATION:
The Board referred to Chief Lawlor for character reference the name of W. D. Watson, 151
Raleigh Tavern Lane who is a member of a proposed corporation entitled, 'Turning Point
Christian Service Center, Inc."
Gas Excavation:
The Board approved the petition to excavate on 806 Great Pond Road to install gas services.
EEA PHASE DOWN:
Barry Cate, EEA employee in the Public Works Dept., appeared before the Board again question-
ing the EEA phase out of employees in Section 6 and wanted to know h~w the remaining money
would be spent. After considerable discussion, Chairman Guthrie directed Jack Erle to ask
Herbert Oshan, Director of EEA, to meet with the employees some afternoon to explain the
mechanics of the phase out.
SE}ION CITZEN WEEK:
At the request of Senior Citizen, Mrs. Francis Murphy, the Board proclaimed the week of
May 21-26, "Senion Citizen Week."
BIRTHDAY OBSERVANCE:
At the request of Selectman Coady, Chairman Guthrie observed that this day, May 14, was the
birthday of John J. Lyons, Town Clerk, and Bernard Bingham, Veterans Agent, who are and have
been "dedicated servants of the town" for many years.

The Board of Selectmen held their regular meeting on this date with all members present;
Selectmen John F. Coady, John P. Kirk with Chairman Joseph A. Guthrie presiding. The Warrant
and minutes were approved as submitted.
PLAYGROUND INSTRUCTORS:'
Recreational Director, William McEvoy, submitted the names of nine boys and ten girls to
be appointed as playground instructors for the 1973 playground season. The Board approved
the list as submitted and appointed same.
TOWN GARAGE ~JILDING COMMITTEE:
A letter from Hichard H. Harrington advised the Board that he would be serving on the Town
Garage Building Committee as the representative of the Capital Budget Committee. At the
suggestion of Chairman Guthrie, the Board voted to commmnicate with Joseph Borgesi, Public
Works Superintendent, William Oyr, Highway Surveyor and Leo Lafond, Tree Warden requesting
them to work with the Selectmen as a Town Garage Building Committee. Two reporters present
were requested to note in their report the Board's interest having others serve on the
Committee who so desired.
GASOLINE SHORTAGE:
Letters were received from the City of :~arlboreugh and tho Mass. Office of Community Affairs
re fuel shortages and prices. The contractor for the North Andover school busses was present
and told the Board that Cyr Oil Co. had been placed on quota and his allotment.., for gasoline
had been cut. The Selectmen voted to communicate with the City of Marlborough voicing their
agreement to send a letter to ~resident Nixon requesting he expedite the freezing of prices
on gasoline and related fuels and products at today's prices. The Board also voted to com-
plete questionaire sent by the Mass. Office of Community Affairs on the subject.
CHAPTER 90 ALLOCATION:
A memorandum from Commissioner Bruce Campbell was received re the 1974 Fiscal Year, Chapter
90 Allocation. According to the l~emorandum, North Andover will receive the sum of $44749.
A copy of the..Memerandum was sent to the Highway SurVeyor.
TOWN COUNSEL DIRECTIVE:
Town Counsel sent a letter to the Board containing the following directive requesting the
Board vote on it:
1) Town Counsel shall not, without the prior authorization of the Selectmen, initiate
any legal proceedings in behalf of the Town, or of any of its officers, agents,
committees or Boards.
2 ) Until some further order of the Selectmen to the contrary, Town Counsel is hereby
authorized and directed to enter his appearance, to file ,l~ necessary pleadings, and
otherwise to act as the attorney for the Town, or any of its officers, agents, commit-
tees or Boards, in any litigation in which it or they may be named as parties respondent.
The Building Inspector appeared before the Board to question Town Counsel's request which de-
viates from present procedures in Zoning By-Law violations as set up by a former Board of Sel-ectman according to a letter Atty. William B. Duffy, Jr. sent to him when a member of the
Board of Selectmen. The Board voted to take the letter under advisement for further study.
