TOWN FOREST PERMIT:
Permission granted %0 the McGovern Associates to use the Town Forest Picnic area on Oct.
with the usual requirements that the area be left clean.
COUNCIL ON AGING:
Letter received from Council On Aging re the Regional Ambulance System and .their objections
to it. The Board voted send letter ~o them acknowledging their communication with ~hanks.
Letter placed on file.
JOHN LYONS:
Letters received from the American Legion and V.F.W. re award nomination of Town Clerk.
TOWN WATER:
Letter from Reward Thompson re anti-flouridation of town water. After discussion, the
Board voted ~o table the matter as no new evidence ~as been received ~o warrant any fur~
ther action.
SANTA CLAUS PARADE:
Letter received from W. MoEvoy and Committee advising Board of plans for the annual Santa
he s~ated that he was resigning from
Claus Parade. After 10 years being Chairman of Parade, the Job this year.
PERSOI~NEL BOARD:
Chairman Guthrie announced that he would se~ up meeting with the Personnel Board'for dis-
cussion after meeting, Sept. 24.
LICENSING COMEISSION:
Hearing held on petition of Kenneth Hudson, Ino., d/b/a Hudson Bus Lines for permission to
operate a limousine to carry passengers from designated areas in North Andover to Logan Air-
port. Mr. Hudson, his Attorney and manager described the service to the Board. Manager
of the Merrimack Valley Motor Inn, Fri~ Ostherr and a representative of the Western 'Electric
Co. spoke in favor of the service. Philip Clark, local taxi,cab owner, and his A try. John
J. Willis, spoke against the petition. After discussion, C~irman Guthrie m~.dq a motion to.
allow stops at Western Electric Co., Merrimack Valley Moto~ ~nn and Merrima, clc ~ollege.

The Board held their regular meeting on this date with all members present; Selectmen John
F. Coady, John P. Kirk with Chairman Joseph A. Guthrie presiding. The minutes and warrant
were approved as submitted.
RESIGNATION:
The Board received with regret the resignation of Ernesg Gauthier as a member of the Bicen-
tensial Commission of North Andover. The Board voted to notify the Civic Celebration Comm-
ittee and Historical Commission' of the resignation and to request their recommendation as to
whom they wo~zld'like to be appointed to fill the vacancy on the Bicentennial Commission.
TAG DAYS:
Permission was 'granted ~o Greater-Lawrence Head .Start to hold.',Tag Days in the town of North
Andover on October 25-26-27. Letter will be sent to Director, Anne D. Ninahan with a copy
to Chief Lawlor.
LAND-TAKING:
Attorney Charles Trembly,Sr., Jay Burke, Jack Crawley, and Mr.· Gaffney appeared before the
Board to discuss the proposed land taking on Chickering Road for the pedestrian overpass.
Atty. Trombly s~ated that if the town took as much land as proposed the entire frontage of
the lot owned by G.A.R., Inc. would be damaged. Requested Board reconsider action taken at
the Sept. 17 meeting until matter can be reviewed with state and Topic officials. Chairman
Guthrie said the Board had been notified that the overpass had been engineered, plans and·
drawings accepted by the State. Also, that the land taking has to take place'four monthS
before construction begins of the overpass. A motion was made and seconded ~o rescind the
vo~e taken on the land taking on Sept. 17th, that no further action will be takem on said
vote until meeting is held with all parties concerned in the matter .... Selectmen, Town
Counsel, Pavlo Engineers, State department of Public Works officials, Atty. Trombly and
G.A.R., Inc. officials.
