The Board of Selectmen held their regular meeting on this date with all members present: Sel- ectmen Coady and Kirk with Chairman Guthrie presiding. The warrant and minutes were approved as submitted. JURORS: Barbara Taylor, 302 Andover By-Pass, Bank Teller, was drawn for Jury Duty on November 5, at Salem Superior Court. Robert H. Gartside, 31 Longwood Ave. and Thomas W. Muldoon were drawn for Jury duty on November 5, at Lawrence Superior Court. CONDUIT: A hearing was set for October 15, 1973, on petition of New'England Tel. & Tel. to install 35' of conduit on Forest St. TOWN GARAGE MEETING: Notice received from Planning Board that they would hold a public meeting on October 29, re zoning location of new, proposed Town Garage. Board will make every effort to attend. PEBf ~,~NEL BOARD: Notice from Personnel Board received re hearing to be held on October 17 re clarification of "Hardship Day." SNOW REMOVAL: Le{ter~ received from Highway Surveyor protested the Stat aid withdrawal of portions of Andover and' 0s~g~od Streets from t~e State's Snow R~.meval Pro.g.ram. He s~taed that ther~u~r_e' ~n~.ns eneeding attention on these streets, not only ~uring ~ne snow aha ice season, ~ ~He asked the question, "Are we accepting the responsibility for the maintenance of these streets in addition to snow and ice removal?" The ~Board referred the matter to Selectman Coady to the Highway Surveyor to resolve the problem. ~. CERTIFICATES OF INCORPORATION: Two certi~ficates of incorporation were approvedupon references from Chief Lawlor~ NIDDLE SCHOOL GROUNDS: Letter received from N. A. School Committee requesting the Selectmen to withdraw the privileges extended to all youth of North Andover to use the N.A. Middle School grounds and parking lot as.~'~vTously agreed upon by both Boards. They stated that in light of recent disturbances, at~cions condition of grounds, lack of control on the grounds, etc. the Committee felt that it~had no alternati%e but to request this action of the Selectmen. Several young adults were ~,~ ~ discuss the matter wi~h the Board. HichardHaltmaierwas also present as a member of t~e School Board and an indivmdual. He stated that he was tired of havmng his children plow ~er beer bottles, cans and debris to go to school, that despite the rules and regulati, declared by the Selectmen, there was massive drinking, e~cessive littering and it was not responsible behaviour. The Board also voted on-the reco~endation of Chief Lawlor that the Middle School grounds be used only between the h5urs of 6:00 p.m. to 10:00 p.m. with parking in parking space on the southerly side of the building. HIGH SCHOOL SAFETY PLM~: Letter received from the School Committee re safety plan proposed of the new High School. The Board voted to contact Robert Tierney, Chief Engineer, State Dept. of Public Works, on the safety program requests and will also send a letter to Jacob Berkover, District Highway Engine%r, Danvers, Mass. ;TREET LIGRTING, NEW HIGH SCHOOL: Letter received from the School Bldg. Committee requested the Board to implement and complete the street lighting on the dreiveway of the new North Andover High School, on Osgood St. and on Prescott St. The Board voted to authorize Chairman Guthrie to contact Nass. Electric officials for a meeting to discuss and conclude the matter. They will also inspect the area at night to ascertain where lights as needed before the meeting. UNITED NATIONS DAY: Letter re United Nations Day received from William D. Weeks, State Chairman. The Board voted to authorize the Chairman to take the necessary action to proclaim October 24, Uuited Nations Day, and to request Principal Desmondto designate member of his staff to beappointed Chair- man of U:.. N. Day in North Andover. STATE AID PHIMIRY SYBTE~: . Letter from J. Berkover advised the Board of a meeting to be held on October 30, 1973, at 7:30 p.m. in Danvers Dept. of Public Works (Mass.). Purpose of meeting is to inform the local towns and cities of the new State Aid Primary System and to distribute information in regard to the changes now in effect under the Chapter 90 Program. The Board will make every effort to attend and will send a copy of the letter to the Highway Surveyor. Selectman Coady will attend, for sure. VETERANS DAY pROCLAI~TION: The Board voted to authorize the Chairman to draw up a Veterans Day Proclamation at the request of Town Clerk, John J. October 9, 1973 (continued> 1 T The Board voted to send a letter of congratualtions to Mr. Lyons and directed the Secretary of the Board to prepare a Proclamation declaring October 17, 1973, "John J. Lyons Day." LAND-_TAKING, 0VE~PASS: The Board discussed the land-taking of the Pedestrian Overpass for the new High School. Upon motion of Selectman Coady, the Board voted to proceed with the land taking which involved 1/3 acre of land and authorized the Chairman to set up a meeting with all parties concerned in the matter. REVENUE SHARING CHECK: Chairman Guthrie announced the receipt of another Revenue sharing check for the town in the amount of $83,292.00. A meeting will be held with Town Treasurer and Town Accountant on the expenditure of the check. The minutes and warrant were approved as submitted. CONDUIT: HEARING: The Board approved a petition to install 35 feet of conduit on Forest Street. The Board set'a hearing for 7:30 p.m. on October 23, on petition of Nass. Electric Co. to install 12 feet of buried cable on Great Pond Road. GAS EXCAVATI6N: Approved: petition to excavate on Beverly, Saltonstall and Lincoln Streets to repair gas mains. TROOP 89: The Board granted permission to Boy Scou~ Troop ~9'to hold an auction at the V,F.W. Hall on ~November 17, from l0 a.m. to h p.m. NE~ HIGH SCHOOL LIG~ING: The~oard met with electric light company representatives, Mr. Brimicembe, Jr. and Mr. A1 Sullivan te discuss further installation of street lights in the vicinity of the new High School. The discussion was concluded with the motion of the Board to request the installa- tion of the following lights: A..B 2-BO00 Lumen between East Water St. and Pleasant 2-~000 Lumen between the High School entrance ~d Phillips Ct. C. 1-220OO Lumen at the High School entrance. D. 2-8000 Lumen on the roadway into the High School. The~Buard also requested that the entrance on Osgood Street leading into the Foulds Elderly Project be adequately lighted. CONSTABLE: Application received from Ponald F. Ford to be appointed a Civil Constable serving North over. Application referred to Chief Lawlor for his recommendations and comments for meeting on October 23. DALE ST. PETITION: A petition, signed by Kathleen Nurphy and others, was submitted to the Selectmen. It ed that the speed limit be reduced on Dale Street from h5 mph to 30 mph. The petition was referred to Chief Lawlor for his reco;mmndations for the Selectmen's meeting on October 29. HIGHWAY SURVEYOR: A letter from W. Cyr stated that, in the past, requests of the Highway Dept. to remove poles or relocate poles to correct drainage have been ignored or delayed and would like the matter corrected. The situation was referred to Selectman Coa~y who stated t~at better communica- tion, between the Highway Dept. ~and the utility companies, would improve them. LICENSING CO~tISSIONERS: Notices received: From ABC re renewals of licenses. From Barn Door, Inc. change of name to "Joey ' s." The Board voted to send letter to Town Counsel asking if they had the authority to accept an application for renewal on the Club, All ~lcoholic license of the Ri~hlyn Club which expires on October 31, 1973.
