LAS VEGAS:
The Board received a request from Patricia Minasion, representing the Beta Sigma Phi Sorority
for permission to hold a I~s Vegas night in the recreation ~all of the Heritage Green Apts.
She also requested a 1-day liquor license. Gambling will be conducted with paper, fake money
Prizes will be awarded at the end of the evening to those with the most money. A $3.00
donation will be presented at the door. It is a non-profit organization who renders services
to the elderly in rest homes, underprivileged children, etc.~ This event is t~=aise necessa~

The Board of Selectmen held their regular meeting on this date with all members present;.
Selectmen Coady and Kirk with Chairman Guthrie presiding. The minutes and warrant were
approved as submitted. The next meeting will be held in the Middle School Library, at 7 p.m.
before the Special Town Meeting at 7:30 p.m.
AIRPORT BUILDING PERMIT:
Fred DeLisio, contractor, met with the Board to discuss building permit for new hangar at the
Lawrence Airport in North Andover. The Board referred Mr. DeLisio to the Planning Board.
AMERICAN GOLD STAR MOTHERS, INC.
Invitation received to attend the annual installation of officers of the above-named group
on Sunday, November 4, at 2 p.m. The Board voted to send a letter, thanking them for the
invitation and will make every effort to attend.
E.C. HANDICAPPED STREET HOCKEY LEAGUE, INC.
The Board approved the location, lh Prescott St., as the location for the above-named.
PETITIONS:
The Board set two hearings for November 5, 1973; petition to install 1-3" duct on East Water
St. an~ petition to install 120 feet of conduit on Johnson Street.
MEMORANDUM OF AGREEMENT:
The Board signed the above-named for $1000. of maintenance work for Great Pond Road.
SAFETY REQUESTS:
Acknowledgement of Board's safety traffic requests of October I1 sent by Robert T. Tierney
who advised Board requests would be forwarded to the District Highway Engineer, Danvers.
STATE-OWED MONIES:
A letter from Rep. Frank W. Hatch, Jr., re payment due the town from the State received.
Letters' sent to Rep. Hatch, Jr., Senator Rurak and Rep. James P. Hurrell requesting their
assistance.
SPECIAL POLICE OFFICERS:
Civil Defense request for appointment of 7 Special POlice Officers was approved by Chief
Lawlor. The Board appointed the following: R. Dennis Dionne, Ernest G. Harvey, ~dwin E.
Johnson, George R. MacKensie, Raymond S. Minardi, Joseph W. Sullivan, Jr.,.John J. Wilson.
DALE STREET SPEED LIMIT:
Chief Lawlor advised the Board to write to the State Dept. of Public Works requesting re-
duction of speed limit on Dale Street from ~5 mph. to 30 mph. The Board so voted.
GO SLOW-CHILDREN SIGNS:
Chief Lawlor advised the Board that Go Slow-Children signs would be installed on Salem St.
BICENTENNIAL COMMISSION APPOINTMENT:
Upon reco~enCation of the Historical Commission, the Board vote to appoint S. Forbes
Rockwell, Jr. a member of the N.A. Bicentennial Commission to fill vacancy caused by the
resignation of Ernest Gauthier.
GASOLINE & FUEL OIL BIDS:
The Board voted to set the date of November 12, 1973, 7:30 p.m for opening of bids for
delivery of gasoline and fuel oil to town departments. To be advertised.
PLAYGROUI~D E~JIPMENT:
Selectman Coady stated that his garage had ample space for storage of playground equipment
used by the Recreational Council.
CONSTABLE:
The Board voted to withdraw previous motion to table petition of Rona!d Ford. A letter
was sent to him advising the Selectmen did not have the authority to appoint a town Civil
Constable.
TOWN GARAGE MEETING:
Members of the Town Garage Committee will meet on Thursday,
