HomeMy WebLinkAbout1973-12-10 Board of Selectmen Minutes 2~ DECEMBER 10, The Board of Selectmen held their regular meeting on this date with all members present; Selectmen John F. Coady, John P. Kirk with Chairman Joseph A. Guthrie presiding. TOWN MEETING WARRANT: The Board opened the w~rrant for the annual Town Meeting on April 27, 1974 on this date at 7:30 P.M. and will close it on January 14, 1974, at 7:30 P.M. Ail departments will be so notified to prepare any Articles for the warrant in this time. GRA~D JUROR: John J. Roche, 350 Osgood Street, was drawn for Jury duty at Salem Superior Criminal Court on January 7, TOWN REPO ~: Town Clerk and Town Accountant met with the Selectmen to discuss the publishing of the Town Report which is due on Election Day. It was determined that the town by-law should be changed~ to make Sure a 12 month period would be Covered. Chairman Guthrie instructed the Town Report Committee to prepare report and submit it to the Board. GAS EXCAVATIONS: The Selectmen approved two petitions to excavate on 145 Great Pond Road and Lot 5, Salem St. to install gas services. THANKS TO THE SELECTMEN: A letter from the School Committee contained their appreciation and thanks ~o the Board for their efforts to expedite the installation of safety traffic signs vicimity of the new High School. MIDDLE SCHOOL GROUNDS: Received, a letter from the School Committee once more requesting the Selectmen to rescind all privileges to youth of the town to use the Middle School Grounds, effective Dec. 14. The Board so Voted to honor the request and will notify Chief Lawlor. POLICE SERGEANT APPOZNTMENT: Chairman Guthrie relinquished the Chair so he could make a mo~ion to appoint John R. Crane a police sergeant in the North Andsver Police Dept. The motion was seconded by Selectman Kirk and the vote was unanimous. Mr. Crane was highest on an'.eligible list of three for the appointment. Ne will begin his duties as a sergeant on December 14, 1973. RESERVE FUND REQUEST: It was an unanimous vote to request the sum of $2500. from the Reserve Fund .to finance the safety signal lights. Highway Surveyor, Mr. Cyr, has volunteered to install said lights. The Board also is requesting the sum of $2200. from the Reserve Fund to reimburse the Sel- ectmen's Expense account...said sum was paid out of the Selectmen's Expenses for a damage claim against the Town. CHAPTER 90 ASSIGNMENT: Notice received of Chapter 90 Assignment for he. mmprovement of roads, total $44,739. Copy of notice sent to the Highway Surveyor. t CLASSIFICATION OF ROADS: Letter from J. Berkover, requested a classification of roads ~o be eligible for new State Aid Primary Funds. Selectman Coady stated that a letter had already been sent listing the roads in November which was signed by both the Selectmen and the Highway Surveyor. A copy of the letter will be sent again to Mr. Berkover. INDUSTRIAL DEVELOPMENT PROPOSAL: A letter from the Gr. Lawrence Chamber of Commerce invited the Board to a meeting to discuss a cooperative industrial development proposal. David Edwards, member of the town's Industrial Development Committee, appeared before the Board stating that the town industrial commdssion nas not been, to date, in a position to attract selective business to the town...that the Gr. Lawrence Chamber of Commerce offers an opportunity to North Andover to progress more rapidly in this field. The Board authorized the Chairman to set up a meeting with Mr. Banton of the Lawrence Chamber of Commeroe, the N. A. Industrial Commission and the Board to discuss said proposals. SP~EIAL TOWN NEETING PETITION: A petition, signed by John J. Driscoll and others, was presented ~o the Board requesting a Special Town Meeting to be called. Mr. Driscoll is desirous of a fireman's position but is over the age limit. In order to be eligible to take the firemen's exam in February, an Article must go through a town meeting allowing an Act in Special Legislation to allow him to take omam despite his age. Upon motion of Selectman Coady, the Board Voted to hold said petition for two weeks to resolve all factors involved, to be resolved no later than the last week in December. Article received from Board of Public Works was taken under advisement. Article re By-Law changed for Town Report dates taken under advisement.
