TOWN CHARTER STUDY CO~4ISSION:
The Board received a letter from T. Peters, Chairman of the Town Charter Study Commission re-
questing the Selectmen issue and "Order" so the question of establishing a Charter Commission
is on the 1974 ballot. The petition referred to in the letter had 1505 certified signatures
requesting that the T own of North Andover revise its present Charter or adopt a new Charter,
and each of the undersigned certifies that he is a Registered Voter of said Town whose residence
addresses at tSmes set fort5 below~wgre'as shown below, and that he has not signsd, tne petition
more than once. Tn~ Board ~oted to request Town Counsel as to what action they must take to
"issue and Order" for this purpose.
PERANBULATION OF BOUNDS:
Chairman Gutnrie stated that t~e Board would meet t~e Norta Reading Selectmen on Sunday, Dec.23
at l:ou P.M. at the corner of Marb!eridge and Salem Streets in Harold Parker Forest for peram-
bulation of the N. Andover, North Reading boundaries.
BLOOD BANK:
Chairman Guthrie announced t~at, because of the inclement weather, only ~4 donors snowed up at
the Bloodmobile on December 9. However, the town of North Andover is covered as to blood
surance. Another mobile will be held in March.
LICENSING COMMISSIONERS~
The following renewals for 1974 licenses were approved:
Special Club License - Merrimack College.

The Board of Selectmen held their regular meetmng on this date with all me e ; Selec
tmen John F. Coady, John P. Kirk with Chairman Guthrie presiding. The Warrant and minutes were
approved as submitted. The next meetingwill be held on January 7, 1974due to the holidays
falling on meeting nights.
JURORS:
Allen A. Lowell, 133 Summer Street, was drawn for jury duty for the January 14 Sitting, at
Lawrence. Joseph W. Roy, ~6 Union Street, was drawn for the January !4 Sitting, at Salem.
RESIGNATIONS: ~
Resignations received from Irene Leo, Custodial Matron, N.A. Schools, effective December 21.
Mrs. Leo is the last E.E.A. employee of the town. A resignation also received from Douglas C.
Howard, a member of the N.A. Civic Celebration Committee. The Board voted to accept resignatio~
with regret, to send letters of thanks and appreciation for their servmces. Letter will be
to Civic Celebration Committee asking their recommendations re a replacement on their committee.
APPOINTNENI:
Upon request of Civil Defense Director, the Selectmen appointed John J. Monteiro, III, a
Police Officer and an Auxiliary Police Officer.
POLE LOCATIONS:
The Board approved petitions to maintain ~ poles on Jay Street and the removal of 1 pole on
East Water Street.
INDUSTRIAL CO)E~ISSION F~E~ING:
The Board set the date of January 7, 1974, at 9:00 P.M~. for a meeting with the Industrial
Commission and Mr. Banton or a representative from the Gr. Lawrence Chamber of Commerce to
discuss a cooperative industrial development proposal.
GAS EXC~AV. ATION: .
Approved. petition to install gas service via excavation at Town Line Restaurant, 30 Mass. Av~
STREET LIGHT REQUEST:
Muriel Griglack, 32 Essex Street, appeared before the Board requesting a street light
ed at the school bus stop on the corner of Essex Street and Great Pond Road. She stated the
upper class students especially will be waiting for the bus in the dark when daylight saving
hours become effective January 6. The Board voted to send a letter to the school bus coordina-
tor, Philip Clark, asking him to indicate any areas school children will be waiting for buses
that are not properly lighted. The electri company will be contacted as soon as an answer is
received from Mr. Clark.
TERINAL LEAVE:
The Industrial Development Commission appeared before the Bgard as mem. be~rs of the Assessor's
Board to request the Selectmen to send a request to the Advisory ~oar~ ~'or terminal leave pay
in the amount of $651.bO for Olive Reagan, to be drawn from the Reserve Fund.
