SOLID WASTE DISPOSAL COMMITTEE:
E. Scanlon, Bud Cyr and Phil Busby, members of the above-named connmittee appeared before the
Board to discuss the town's future program on a disposal site. They stated they were scheduled
for a meeting in Lawrence the following morning to discuss and listen to a regional disposal
program. They stated that such a program would not benefit North Andover and stated that a site
had been earmarked for North Andover service only. They wanted the approval of the Board on their
recommendation. The Board indicated their approval. Nr.'~ Cyr suggested that an engineer would be
in order to look over the proposed land fill site . Chairman Guthrie and the Board agreed they
could meet some morning with any engineer Mr. Cyr contacted, and that the Board would endorse
any Article to acquire the land fill site.

~he Board of Selectmen held their regular meeting on ~h~s/date ~rith all members present, Selectmen
Coady and Kirk with Chairman Guthrie presiding. The warrant, and minutes were approved as s'.,bmitted.
GAS EXCAVATIO~:
Petitions were approved to excavate on ~50 Jonnson St. ~o install gas service and on Main and Mass.
Avenue to repair gas mains.
LOCAL TRANSPOR2ATION AID:
Notice received from Commissioner Campbell, State Dept. of Public Works, of a ~ransportation a~d
program available. Copies were sent to Town Treasurer and Highway Surveyor and the matter was
tabled until next meeting.
S~Ik~RY "~ISES:
:g Inspector and Wiring Inspector met with Selectmen to discuss possible salary raises of
Town Inspectors. Mr. Foster stated that the work load had incresed considerably and Inspec-
he thought, merited and increase in wages. Paymen~ of assistant inspectors was also dis-
cussed and the placing of sufficient compensation in budgets for the assistants.
PF2btMBULATION OF BOUNDS:
Chairman Guthrie reported that the Board ~ad me~ on Sunday, December 23, 1973, to perambulate
~ne North Andover-North Reading bounds with the N.Reading Selectmen. ill bounds were located
HOME HEATING OFFICE ASSISTANCE COMMITTEE:
At %ne ~quest of the Civil Defense Director, the following were appointed to the above=named
co~nittee: John J. Coco, John J. Lyons, Dennis R. Dionne, and Ridgely B. Underwood. The
Selectmen also appointe~ the Sealer of Weights & Measures, Ernest J. Roberts to the committee
whose name will De included in the reply letter to John J. Coco.
SCHOOL BUS STOPS:
Letter received from Philip ClarE, School Bus Cdordinator, listing the time and places of
school bus stops. However, the Selectmen had requestea tne particular streets and areas that
were without street lights wnicn were dangerously dark because of the implementation of Day-
Light Saving Time. He will be advised to submit the names of streets requested. ~The Board
authorized the Chairman to contact the ~ss Electric Co. asking the company's guide lines re
ion of street lights. Will also ask if street lights can be transferred from one lo-
,on to another, to insure lignteC streets for the c~ildren going to school in the darK.
N.A. FIREFIGHTERS .LOCAL 2035:
Letter received from Dennis Currier, V.P. of the above-named local enclosing changes in the
Fi~efignters contract. The Board voted to halve Chairman communicate with Mr. Currier stating
the Board was willing to meet with nmm to discuss the changes.
N. A. HOUSING AUTHORITY- HEALTH CLINIC:
received from the N.A. Housing Authority requesting a letter from the Board which would
the N.A. Honsing Authority from any and all claims and liability arising out of a pro-
posed Health Clinic for the Council On Aging members. The Selectmen voted to consult Town Counsel

CO~UNITY CENTER:
Mrs. ~ni]y Murphy, Program Chairman for the Council On Aging, told the Board that aer

to use t~e Center, the Board voted to send letters to F~s Murphy and to W. McEvoy, Direc~o~
of the Recreational Council, stating that they intended to appoint a Study Committee to
loo~ into the acquisition of the Center...to be made up of members of the Council and the
Recreational Council ... and requested their recommendations on tae matter.
FENCE ACCEPTANCE:
Communication from Highway Surveyor, W. A. Cyr, advised the Selectmen the new Hig~ School
fence had been completed. T~e Board voted to send their formal acceptance of the fence
to the District Dept. *f PublicWorks, Danvers, and to send a letter to Mr Cyr expressing
t~eir thanks and appreciation for a job we21 done
ARCHDIOCESE CONSTRUCTION:
The Board answered the inquiry of t~e Planning Board of Appeals regarding the proposed con-
struction of the Arch-diocese off Waver~y Road. As a Bo~rd, the Selectmen have not taken
any action ahd have no recommendatios to make on t~e matter. However, it is the Board's
intention to make every effort to attend the public hearing on January 14, 1~7~.
TOWN COt~ISSION "0~DER":
The Selectmen vo~ed to send a letter ~o John J. LYons, Town Clerk, advising ~im that on
December 28, 1~73, the Selectmen issued an "Order" implementing t~e petition for ~e
election of a Charter Commission as shown in an attached letter from Town Counsel.
BOARD REQUESTS:
The Board voted to' send request from Reserve Fund for Special Legal Fees in t~e amount of
$1250.0~. They also voted ~o send out requests for copies of all Town Budgets.

JAYCEES:
North Andover Jaycees requested permit to hold s~imobile races on Stevens Pond on Feb. ~,
from 12 noon to 5 P.M. as part of their Winter Carnival activities. The Board granted pez-
mit and voted to send for the required registry permit from Mass. Registry of N~tor ~e~i~l~
INDUSTRIAL MEETING:
T~e Selectmen~N.A. Industrial Commission and a representative of Gr. Lawrence Chamber of
Commerce me~ on this date to discuss a cooperative industrial development proposal. ~h~.~a,~
Board concluded the meetmng by requesting the N. A. Industrial Commission to include the
sum of $1bSU in t~eir budget as the town's snare of ~ne cooperative industrial developme::t
project proposal by Gr. Lawrence Chamber of Commerce.
OPEN DRAIN-R2. 114.
Selectman Coady brought the Board's attention to dangerous condition on Rt. 114. He stated
that an open hole exists on property in front of Carroll's Restaurant. Chairman Guthriewas
au hormzed to wrmte to J. ~rkover statmng the open hole was left at the reques~ of the
Dept. of Public Works a~d/request that the potential safety hazard be corrected possibly by
constuction of a fence around the open ~hole.
ADVISORY BOARD:
The Selectmen will mee~ with the Advisory Board to discuss budgets and reserve fund requests
on January 17, at 7:45 p.m.

On January 3, 1974, the Board received a letter lrom Town Clerk, John J'~L~yons, containing
his resignation as Town Building Custodian and as a member of the Town Report Committee.
The Selectmem-accepted the resignations with regret.
