BOY SCOUT P~OCLAMATION:
Upon request of District Executive, Boy Scouts of America, Mark Manl~y, the Selectmen issued
a Proclamation in honor of the organizations and citizens, unit leaders for their dedication
to young adults through the program of the Boy Scouts of America"..
DANGEROUS HOLE:
Selectman John F. C0ady advised the Board that he would know the results of his investigation
of a hole on private property, vicinity of Carroll's Restaurant, Rt. 114, by the end of the
w~ek.
COMMEMORATIVE STAMP:
From a letter sent by Bicentennial Committee Chairman, Peter P~ssiter, the Selectmen were
advised of plans to apply to the Postal Service for the issuance of a comemorative stamp
in honor of Samuel Osgood.

SPECIAL TOWN MEETI~:
Special Town Meeting at 7 P.M. was adjourned umtil February 18, 1974 to await further leg-
islative action on Town Election date change.
POLE MAINTENANCE:
A ~earing was set for February 2%, 1974, at 7:40 P.M. om petition of New England Tel, & Te~.

GASOLINE D~STRIBUTION:
Memo received from ~overnor Sargent with his proposal for v~luntary gasoline distribution:
Last nom~er on license plate may purchase gas on odd-num~erad days if an odd number...even
numbered plates on even-tamPered days. Certain emergency vehicles and out-of-state cars
are exempt from the alternate dam restriction. Om his Energy ~lletin ~ he proposed a
procedure for communities to follow to o~tain gasoline reserves for use in snow removal to
'avoid empt2ing municipal tanks.. ,he proposed that a gas station ~e selected which will agree
to stay open to service snow plows and to notify the State Division of Stan~,~s for aa
emergency allocation to provide additional gasoline to the P~rticipating station, ~hich woul~
~e available for ~oth municipal plows and hired vehicles under contract to the town. The
~ard voted to authorize the Highway Surveyor to designate a station and to supervise the
~. The matter ~as tabled until next wsek when the Hig~ay Surveyor will report on
matter.
GAS EXCAVATION:
The Board approved Petitiom of Lawrence Gas Co. to excavate on 149 ~Liddlesex St. a~ Great
Pond Road to repair gas rosins.
CE~2IFICATE OF INCO~ORATION:
Referred to Chief Lawlor for character reference on member of Work Activities Center, Inc.
TAVERN ROAD COMPIAiNT:
Chairman Guthrie stated he had received several calls cm~plaihing of young adults congre-
gating om Tavern Road and off Tavern Road. It seems the same group that pared o~ Main St.
are now parhing in the Tavern Boad area, carrying on the same activities. ~etter was voted
to Be sent to police department asking a report by February 19 meeting of their investigation
of same.
Thank you note from Cecelia Donovan for replacing blood she required through the North Andovar
Blo~d Program.
Letter re National Flood Insurance Program. Referred to D. Boche, Town Acct.
Notice of public hearing re energy surcharge on filed rates of Mass. Electric Co. 3/4/74.
WIRING INSPECTOR SA~RY:
The Board voted to send letter to ~d~isory Board stating that, after discussion with Mr.
