ectmen Joseph A. Guthrie, John F. Ooady with Chairman John P. Kirk presiding. The warrant
and minutes were approved as submitted.
JUROR:
Carole A. Detora, 117 Cotuit St., was drawn for Jury duty, May 6 Sitting, at Salem.
GAS EXCAVATION:
A petition was approved to excavate to repair gas maine on Osgcod St. and the corner of
and Charles St~.
NERRIMACK V.P. COF~ISSION:
A letter from the N. A. Planning Board advised the Selectmen they had unsnfmouslysppointed
John J. Monteiro as its representative to the Merrimack Valley Planning Commission.
They also voted to reco~end to the Selectmen that William N. Sale,mm be appointed by you as
the alternate North Andover representative to the Commission. The Board voted to place the
appointment on file until the proper time of appointment,.
BOARD OF APPEALS VACANCY:
A letter from the Board of Appeals requested the Selectmen to fill..the vacancy on the Board
of Appeals created by the resignation of Arthur Drummond, an unexpired tm~ running to 1975.
As many important hearings are dated in the near ~Ature, they requested that Associate Member
Alfred E. Frizelle be appointed to fill the vacancy. The Selectmen also placed this requ~est
and appointment on file.
SALEM STREET LAYOUT:
Letter from Mass. DePt. of Pablic Works, J. D'Angelo, Asst. District Highway Engineer, advised
the Selectmen to take active steps to request the County Engineer's Office to continue the
out cf Salem Street. By establishing property limes now, from its present terminus Sta. 184,
beyond the c~rve improvement, to Campbell Road and to the ABe,!road, will make it easier for
the Department and the town to deal with fewer abutters considering thefpresent
merit of house construction on Salem Street. Moneys for, ar~ land damages envolved can be ob-
tained from moneys received under Section 20 of Ch. 1140. The Board voted to table action on
matter until April 16th meeting. Selectman Coady will contact the Highway Surveyor on the
AD HOC C0~MITTEE:
A letter from the Planning Board advised the Selectmen of an Ad Hoc meeting planned for April
9, in the Highway Surveyor's Office. The Selectmer,, due to previous commitments were unable
to attend, but requested copies of the minutes of the meeting if aw~lable.
LAND DAMAGE AWARDS:
A letter received from Public Works Right of Way Bureau agent, John E. Sheehy, requesting the
use of the Town P~11 on June 6, 1974, between the hours of 2 P.M. ami § P.M. for the purpose
of making payment of Land Damage awards in the town of North Andover re the alteration of
Rts. 114 and 125. Chairman Kirk stated that he would be present on this date and the Board
voted to send letter to advise meeting room would be a~ilable.
JANES HARGREAVES:
Selectman Guthrie made note of fact that ex-firechief, James Hargreaves,passed away and the
Selectmen voted to send appropriate letter of sympathy to his daughter.
DOG OFFICER:
A memo and copy,of letter from L. Degnan to Mr. Early, Lawrence Health Dept. advised him how
North Andover was taking care of the dog and cat disposal problem. The Board voted to have
Er. Degnan aid Mr. Early in any way he could. Letter will be sent to Mr. Early.
GAS INSPECTOR REQUEST:
The Selectmen voted to send request for transfer of memies from the Reserve Fund to pay
expenses, for the Gas Inspector. Mr. Foster will be requested to appear before the Advisory
Beard , if necessary.
PEDESTRIAN O~E~PASS: )
Selectman Guthrie advised Board that he had contacted authorities and was told bids would go
out in June for construction of the Pedestrian Overpass for the new High School.
FI~FIGH~ERS:
Letter from firefighter's Local 203S stated that the Local would oppose Article in the town
warrant submitted by the Board of Fire Engineers to suspend Civil Service ~tatus for now men
coming into the Department. They stated every fireman should have the pr~t¢.:tion and advance-
ment opportuinties that exist under Civil Service. The Board voted to ha.,'~ Chairman Kirk
contact 6hief Daw on the matter.
TOW~ MEETING:
Selectman Oathrie noted that since the date for Tow~ Meeting had been prolonged, the Board
should advertise the date of Town Meeting as a reminder to townspeople.
SOLID WASTE CO~ITTEE:

SOLID WASTE COmmITTEE:
The Selectmen met with the Solid Waste Committee on this date after ~hich Select~n Guthrie
made a motion, seconded by Selectman Coady, to authorize the Solid Waste Committee to present
our current land~ fill facility and ~urrounding acres.£or consideration as a Regional Solid
Waste Site.
LICENSING COM~[~SSIONERS:
Request received for transfer of gasoline storage license from John McLay, 785 Turnpike St.
