The Board of Selectmen held their regular meeting on this date ~-lth all members present;
Selectmen John F. Ceady, Joseph A. Guthrie with Chairman John P. Kirk presiding. The
warrant and minutes were approved as submitted.
HEARING-POLE LOCATION:
A petition for a Joint pole location on Salem Street was approved.
A Petition for replacement of four poles on Chestnut Street was approved.
P~IVERVIE~ BRIDGE:
A letter to the Selectmen from Highway Surveyor highly comended the Perini Co. and Gr.
Law. Sanitary District for replacing the Hiverview Street bridge at no cos~ to the town.
The Board voted to send a letter of thanks and appreciation to both parties.
FENCE CONPLAINT:
A petition was presented to the Board signed by Frank Conte and others complaining of a
high fence on Fernwood Street which, they alleged, created a safety hazard at the corner.
The Board referred the petition to Chief Lawlor and the Building Inspector to investigate
the complaint.

Answers to the Board's inquiry on North Andover flouridation from J. Borgesi and Arnold
Salisbury, Esq.
Announcement of traffic technicians training program from Mass. Dept. of Public ~¢orks, re-
ferred to Chief Lawlor.
AIRP0~:
Letter received from Airport Manager, T.J. Davies, re noise pollution complaint, over Mass.
Avenue. He detailed the curfew times on practice flying but, he stated that many planes
use the Airport that are baeed elsewhere ar4t, lacking a control tower her, restricts the
control of these planes. The Board directed a copy of the letter be sent to the complain-
ant, Mr. Perrone~.
IN~ITATION:
An invitation received to attend Joint installation of officers of V.F.I~. and Auxiliary
MaY 25. The B card will make every effort to attend.
POLICE TRAN~FW.~ CONFII~ATION:
The Board confirmed the transfer of Richard Card, 52 Fernvtew Ave., from the Fall River
Police Department to the North Andover Police Dept. effective, Nay 28, 1974. One vacancy
is left to be filled in the N.A. Police Dept. and procedure will be discussed with Chief
Lawlor.
BIKE SAFETY:
The Board authorized Chairman to contact Officer Dushame, through Chief Lawlor, to commun-
icate with the Selectmen re the introduction of safety measures for bike riders.
LICENSI~ O01~ISSIONERS:
Application approved for renewal of Auctioneer's license,town-wide~ for William Law,on.
Application approved, subject to payment of fee, of renewal of Class II license for Joseph
Giard, 7 Hodges Street.
Received notices from ABC. Notice of regulations on cover charge w~l be sent licensees.
SWEENEY JUNK COMPLAINT:
A meeting was held on the complaint of the Board of Trade on the continuous, ~'unsightly
assortment of junk and junk cars stored on property owned by Ben Sweeney, corner of Main
and Sutton Streets. Sweeney, through his attorney, John I~i~l~s, had requested permission
to store same on property owned by Swaeney on North Main Street. Chief Lawlor and Officer
Ernest Roberts were present with photograph~ of Junk cars stored in the area. Atty. Willis
and Ben Swaeney we. re present, also. Sweeney stated that he would remove all junk and un-
registered cars within 30 days from both areas; that he would erect a fence to hide per-
mitred vehicles on North Main Street within three weeks. After d~scussion during which
Police Officer Roberts said Sweeney would never keep his promise, the Board granted him
permission to store 2 unregistered vehicles and 4 registered vehicles on North Main St.,
under the regulations of Town By-Law, Art. ~-Section 9, with the stipulation a fence
would be erected within 3 weeks and the Sutton Street area cleaned up. Any violation
of the By-Law reported, permission would be revoked. Selec~u Guthrie advised that plans
for a sidewalk for School children bordering his Sutton St. property are being expedited
and all Junk must be removed from the edge of the road.
