Joseph A. G~thrie, John F. Coady with Chairman John P. Kirk presiding. The warrant and
minutes were approved as submitted.
TOWN COU~BEL APPOINTMENT:
Seven of the designated committee were present to appoint Town Counsel for the ensuing year
Due to business, Town Treasurer, James Dewhirst and Chairman, Board of Health, Dr. Kay were
absent unavoidably. A majority vote reappointed Arnold H. Salisbury, Esq. ~o serve as Town
Counsel for the ensuing year. Vote was unanimous. Atty. Salisbury was the only applicant.
GAROFOLI-OVERPASS:
Received: copy of letter to Commissioner of Public Works from Supt. of Schools, Garofoli.
Board authorized Chairman to send progress report on overpass to Garofoli when all data was
received.
PONY LEAGUE-SPONSORS:
Letter received from Bi21 McEvoy expressing his thanks and appreciation for the Selectmen's
present at the opening game of the Peny League baseball season. He requested the Hoard to
send thank you letters to the sponsors cf the League: Doherty Ins~ranee, Dana's Sport Shop,
Lion's Club and Wilson Real Estate. It was so voted.
TOWN FOREST PICEriC AKEA:
Two requests ~o use the town picnic area were granted and Chief Lawlor notified: North
Ftrefighters, local 2035 and North Andover Grange, August ll or 18 and Ju~y 16, 1974.
NBTA:
Letter from Town Counsel received relative to the renewal of the town contract with MBTA.
He enclosed a copy of letter sent to J. Elcock, General Counsel of NBTA, in which he advised
of town meeting action ~nich rejected the amount to be raised to enter into a new contract.
with the MBTA Authority.
RECEIVED:
Letter from MVPC re transit planning funds from Urba.n Mass. Transportation Administration.
Selectman Guthrie stated that he had attended a meetmng of the MVPC and was slightly shocked
to be present at such an uncoordinated meeting. However, he stated that a to~m representa-
tive should attend any meeting re transportation
LEGAL ADVISOR APPLICATION:
An application was received from John J. Willis, Jr. to the position of Legal Advisor for
the town of North Andover and Andover. The application was held unt~_l future action.
SELECTNEM GUTHRIE REPOR2S:
Mr. Guthrie advised the Board that he had attended ~the Red Cross annual dinner meeting at
which he was presented a placque containing a certificate of appreciation to the town of
North Andover for outstanding cooperation with the American National Red Cross Blood
Selectman G~thrie, who has contributed many hours to the program for the benefit of the
people, stated that he would continue to participate in the program.
The Hoard voted to request the Building Inspector for a report on Mr. Sweeneywho was ordered
to cleanup his properties on Sutton and North Main Streets and to erect a fence on his lot
on North ~in Street. Report is requested'forMonday, June 24.
T~N P~POE~ COMMITTEE MEETING:
Chairman John Kirk called a meeting of the Town Report Committee on Tuesday, June 25, at 7
P.M. in the Accountant's Office. Notice will be sen~ to G. Cullen, R. Maynard, John Lyons
Dave Roche. Chairman Kirk is also a member of the Comtttee.
DOG OFFICER:
The Board voted to grant a $500. raise to Leonard Degnan, Dog Officer. B~iget is $6700.
The remaining $200. will be expended on the salary of part-time help.
ANNIVEP~ARY FU~:
The Board received letter from John Lyons containing a suggesti~R that an Anniversary Fund
be established. The Board referred the letter to Town Counsel/~vise~oard if action would
be legal or not.
LABOR RELATIONS NEETING:
Selectman Guthrie announced he would attend the labor relations seminar at Northern Essex
Co~manity CoLlege on June 24 and 25.
CONTRACTS SIGNED:
The Board officially signed the contract for the construction of the new T own Garage. Also
signed ~s ~n IBM contract for the delivery of a new Copier I machine.
4th of July Committee;
The members of the Civic Celebration Committee will meet with the Public Dept. on
sday, June 20, at 10 A.M.
