Selectmen Joseph A. ~uthrie, John F. Coady with Chairman John P. Kirk presiding. The warrant
and minutes were approved as submitted.
JOINT POLE LOCATION:
Approve~: Petition to install Joint pole on Salem Street.
Hearing set: 0npetition to install Joint pole on Ingalls St.
Hearing: 7/29/74
7:30 P.M.
GAS EXCAVATION:
Approved: Petition to excavate on Surrey Drive to install gas main.
LAWRENCE ADVISORY MANPOWER BOARD MEETING:
Notice received of meeting, July 11; Board requested Chairman to request a progress report.
HIG~AY SAFETY A0T OF 1973:
A letter from Acting District Highway Engineer, Joseph D'Angelo, u~ged the town to
in this program for funding of Highway pavement merkings. The Board voted to send fo~n
to the Highway Surveyor to be filled out And to submit same to the DM4.
T0%~! PHOTOGRAPHY CONTEST:
A letter from the Mass. Selectmen'~ Association advised the Board that pictures would be
accepted for a municipal contest to take the place of the Town Report Contest...each
would be allowed to sponsor two pictures taken by any citizen of town b~,fldings or activity
in six categories, 3 prizes to be awarded in each category. Ail photographs must be
by October 1, 1974, prizes to be awarded at Annual Mosting, October 26, 1974. Copy of
and rules were sent to John R. Pobinson, Nigh School Art Teacher.
LEGAL ADVISOR:
Letter from J. Naynard Austin, Town Manager of Andover, outlined process of payment of the
Legal Advisor to both towns. Letter and payment held until perused further by Chairman

STOP SIGN REQUEST:
Joseph.Nalucci, 40 Inglewood St. requested a "Stop" signed ins~lled at the corner of Nablin
Ave. and T~glewood St. Several accidents have occurred at this intersection, o.ne accident '
occurring on July 1%. The Board ~ted to refer the matter to Chief Iawlor for mnvestigation
and recommendation.
RICHARD 'OAFD TRANSFER:
A letter from Chief Lawlor contained request for the transfer of Patrolman ~ichard E. Card
from the Fall ~iver Police Dept. to the North Andover PoLice Dept. Request approved. Card
will begin his duties, July 30, 1974.
SUTTON AND HIGH ST. SIGNS:
A letter from Chief Lawlor requested posting of No Parking signs on Sutton St. The Board
also received petition from residents of that area that they were opposed to the No Parking
signs. Both letter and petition wore referred back to Chief Lawlor.
REPOETS:
Selectman Guthrie - New appraisal of GAR property sent 'to DI~. Advertisement for bids on
Overhead Pass to go out July 20, 1974 according to J. D'Angelo.
Selectman Coney - Sutton St. "No Parking" signs to be resolved by next meeting because of
petition received.
Chairm~ Kirk - Transportation and Ben Sweeney matters to be reported on next meeting.
Declared a public hearing, July 29, 1974, 7:4% p.m on airplane patterns of flight and noise
nuisance. Letter will be sent to airport manager, T.J. Davies, copies to F. Trombly and
Lawrence Airport Commission'.
NODULAR HO~:
Residents appeared to obtain approval to construct mod,~-~ home on Sale~ St. Stated Charles
Foste=, Building Inspector, was to be present. Chairman Kirk said he would contact Mr.
On JuXy 16, Building Inspector stated he was not scheduled to appear at the Selectmem's Neet-
ing, party was told that Selectmen's approval cannot be obtained until a professional engin-
eer's stamp is placed on the Continental Modular home plans. Continental has a professio~
engineer that cm do this but, to date, party has not obtained it~' ' The Board authorized
the~Chair,~ to approve or deny application and plans for the modular home when plans are in
order.
LICENSING CO~ISSIONEES:
One-Day Licenses:
The Board approved applications for 1-day auctioneer's license, July 27, to Milton Pol~ck
to be held on premises owned by Fr. Deyle at 213 High St.
A 1-day malt and beverage ~icense was granted Mary Gardmcr on ~ctober 13 for her wedding on
premises at Boston University Conference Center.
