Selectmen John F. Coady, Joseph A. Guthrie with Chairman John P. Kirk presiding. The
warrant and minutes were approved as submitted.
POLE LOCATIONS:
Hearing held on three petitions of Mass. Electric Co. - to install poles and ducts on
Chickering Road, easterly from ~st Water Street. An abutter, Franklin Simon of Chickering
Associates, was present to state he would not have any objections as long as the projects
did not cost him any money. The petitions were voted to be held until Mr. Simon and ~[r. 0bst
of Mass. Electric Co. conferred at the sites. Mr. Simon will call Secretary of the Board
when decision is reached.
K~. 114 - BERRY ST. INTERSECTION:
A letter received from Highway Surveyor, W. Cyr, enclosed a letter from County Planner,
Thomas J. O'Leary, Jr. re dangerous situation existing on Rt. l~l!, intersection of Rt. 114.
Mr. O'Leary requests that a No Passing sign be installed on the 3-lane road at the above-
named intersection. Mr. O'~.eary inferred the Board had not acted on requests regarding the
intersection. Board's records show that they had a 21,000 street light intalled at said
intersection in August, 1971 and ~md the state install a Stop sign at Berry Street inter-
section, also, in August, 1971. On May 29, 1974, a letter was sent to Chief Lawlor and
Philip Clark, Bus Coordinator, advising them ce. Mr. O'Leary's complaint that traffic was
not stopping when School bus was loading and flashing lights were on. Chief Lawlor was
requested to investigate the matter and submit his recommendations. It was voted to send
letter to State D.P.W. requesting No Passing signs in said area. Copy to be sent to Mr.
O'Leary and Chief Lawlor.
CI¥1L SERVICE-POLICE A~D FIRE RESIDEntS:
A letter from Division of Civil Service advised that if town preferred to appoint residents
to serve in the Police ami Fire Departments, Ci4il Service should be so notified before
October. In response to the Board's inquiries, Chief Daw sent a letter, residents preferred
The matter was tabled until next meeting, awaiting letter from Chief Lawlor.
CAPITAL BUDGET COMMITTEE:
The annual request from the Capital Budget Co~,~.~ttee received for the Board's of projects
the coming year. The Board authorized the Chairman to Comply with request.
PERINI CORP. PE~ST:
Building Inspector, Charles H. Foster, Jr., appeared before the Board to advise that Perint
Corporation, currently building project for the Gr. Lawrence Sanitary District, had not
applied or paid for a b,,~ding permit. Paul Paderio, liaison officer for the Perini Corp,
told 2{r. Foster that the corporation had not figured the cost of the permit in their fee or
. proposal. After considerable discussion, the Board voted to meet with Town Counsel to dis-
cuss who had authority to issue a "Stop Work" order to the corporation until permit is
applied for ami paid.
MASS. LEAGUE OF CITIES & T~k~:
Mr. Kenneth Shaw met with the Board to ask them to reconsider their decision not to renew
the town's membership in the above-named League. Dues are $636.00. The Board stated that
due to budget cuts, they did not deem if feasible to renew membership at this time. Mr.
listed services to towns and cities. The Board voted to reconsider rene~ral and would advise
Mr. Shaw at a later date.
E.E.A. APPOINTME~%T S:
TheBoard made the following appointments under the Emergency Emplo2ment Act: Staff Special-
.ist, Joseph Willis, 49 Cour~ Street and Clerk T2pist, Mary Lachapelle, Salem Street. Mr.
Wi~:~ e will begin his duties on Wednesday, ~eptember 2~, 1974 and Mrs~ Lachapelle will begin
Monday, September 30, 1974. Ail applicants will be sent a letter advising of the Board's
decision. The position of Custodian is ~ill open to applicants.
TOWN SPACE REQUESTS:
Emily Murphy, Council On Aging, requested office space for 1 or t~o mornings for Council On
Aging affairs. ~ighway Surveyor, Mr. Cyr, requested permission to store new equipment in
the Town Farm barn. Selectman Coady authorized to grant permission after investigation.
Joan ~hompson, Great Pond Rd., was appointed member of the Bicentennial Co~m,.:ssion, upon
recommendation of the Co~'~ssion.
GASOLINE CONTPACT:
Upon recomen~tion of Town Counsel, the Chairman of the Board signed the Gasoline Contract
with Gulf Oil CO. Legislation decreed that companies must service customers they have had
since 1972 and cannot accept any new customers. Therefore, the usual procedure of advertisi~
for bids was nullified as of this year, town must continue with Gulf Oil Co. for gasoline
deliveries to town departments.
SWEENEY:
Building Inspector reported that the Sweeney proper~y was still a mess. The Board will
discuss the situation with Chief Lawlor on Thursday.
70 GAR APPRAISAL: (September 23, 1974 continued)
The Board of Selectmen received request from Town Counsel for permission to pay GAR Corpora-
tion the sum of $4400. in payment of land taken by town for the Overhead Pass. The Board
voted to meet with Town Counsel to discuss amount of appraisal.
LICENSING COMMISSION:
Application received from Wm. & Arline Kent, 137 Hillside Rd., to store 5000 additional gals.
of gasoline on Hillside Rd. Hearing w~s set for October 7, 1974 at 7:45 p.m.
