P. Paredio stated that they had installed other projects in other towns and were not re-
quired to obtain a fee. Camp, Dresser & NCEee drew up plans for State approval and have
their own inspectors daily at the construction site. Foster stated that the V cc School
paid Andover a building fee and according to the town by-laws, every builder must obtain
a permit. Foster stated that Perini could apply for the permit, requesting no fee, but
he wo~ld not issue 'it. Perini my than enter an appeals to the Board of Appeals to
modify or very the building code. After considerable discussion it was decided to have
Town Counsel research~,the situation...Perini will submit names of towns where water
districts were installed, .and then will submit decision whether or not permit is required.
Selectman Coady made motion which was voted affirmative, that the Board would defer action
for 30 days, to be extended until Town Counsel's decision is received.
LICENSING:
Dan McRobhie, Scout Master for Troop 81, was given pemission to use the Town Farm area
for scouts to cemp out for the weekend starting Friday~ at 6 p.m. through Sunday. Chief
La~or and Chief Daw were so notified. NcR obbie was reminded to obtain a fire permit,
also,for his cook~ng fires.

The Board of Selectmen held their regular meeting on this date with Selectmen John F. Ceady
and Joseph A. Guthrie present. John P. Kirk, Chairman, was absent because of Jury service,
Mr. Guthrie presided as Acting Chairman. The minu~es and warran~ were approved as submitted.
Four persons were drawn for Jury D~ty a~ Lawrence Superior Court on November 4, 1974:

Lyman ~d. - Isabelle Stephenson, 65 Linden Ave.

To attend reception honoring Louisa King, retiring Director of Library, 10/20, at ~ibrary.
To participate in the ann,,~l Vetereans Day Observances on October 28.
The Board will make every effort to attend.
Upon request, of Connilius Hegarty, Warden of Precinct I, the Board appointed Margaret
Lawlor, Ballot Clerk for Precinct I to replace Eleanor Kelley who has moved ~o Seabrook.
Letter to be sent to Mrs. Kelley thanking her for her pas~ services.

Town Col,~el to review the information as it seemed to be in conflict with his letter of
August 13, 1974 to the Board concerning the joining of the Regional Transit Authority.
Town Counsel is to advise the Board at his earliest convenience.
TOWN GARAGE BIDS:
In the absence of the Chairman, the Board authorized Joseph Guthrie, Clerk of the Board,
to advertise an 'Invitation for Bids' (General and Sub Bids) for the new Town Garage on
October ll and 16, 1974. General Bids will be received in the Selectmen's Office until
8 P.M. on October 30, 1974. SuB Bids will be received in the Selectmon's Office until
12 noon on October 23, 1974. After these dates~ bids will be opened publicly and read
aloud. Every bid shall ~ be accompanied by cash or a certified check, payable to T own
of North Andover. Secretary of Selectmen will turn over said checks to Town Treasurer
for safe-keeping. Secretary wLll also stamp each bid the date it is received.
