Guthrie, John F. Coady with Chairman ~ohn P. Kirk presiding. The warrant and minutes were approved as submitted. JUROR: Elsie L. Thompson, 435 Andover Street, was drawn for Jury Duty, at Salem, January 13, 197%. DE~HIP~T-RE~IREMENT BOARD: A letter from James Dewhirst, Town Treasurer, advised the Board that he had filed nomina- tion papers for the unpaid position of ,,Member of the Board of P~tirement." His reason.. the employees of the Town of North Andover have had less than adequate exposure to the w~rkings of our Retirement System. He requested support from the Board. The Board unan- monsly voted to support Dewhiret and instructed letters he sent to all town's Beard of Selectmen in the Retirement System requesting their vote for Dewhirst. ESSEX CTY. ADVISORY BD. MEETING: Notice received of meeting of the above-named on Dec. 18, 7:30 p.m. in Lynnfield. ectman Outhrie, representing the Board, will attend. SCHOOL COMMITTEE VACANGY: Letter received from the School Committee notified the Board that a vacancy existed on the School Board due to the resignation of Mrs. Caroline E. Jeffrey. They requested the vacancy not be filled until regular election time in Naroh, 1975. A Mr. I~selvo present ami read the regulations of Ch. 1~1, Sec. 1 which required the Selectmen to call a meeting to fill the vacancy, by ballot, after one week's notice of the vacancy. The Board voted to request Town Counsel if the School Committee's request could be granted despite the the existing regulation. EERR. VALLEY HONE CARE CEtTE~, INC. Letter and brochure received listing services of Nome Care. It ~as voted to send copy of both to George Eye,on, President of the Council On Aging. GAS EXCAVATIONS: Two petitions received from the Law. Gas Co. to excavate to install gas services on Hewitt Ave. and to repair gas mains on 18 Ferucrcft Circle and 50 Tolland Ave. Approved. CHIEF LAWLOR RECOMMENDATIONS: Letter from Chief Lawlor reco~nemied the appointment of Auxiliary Policemau~Special Police Officer, William Bennett for ¢i~Ll Defense. He recommended the posting of speed limit signs of 15 mph on Parker and Hemlock Streets. The Board voted to. send lette to Chief to take necessary steps to install said signs. Chief Lawlor also approved the request to install a "Go Slow-Children" sig~ on Parker St. The Board voted to have the Chief install said sign. NOTICES RECE1WED: Adjusted base gallon schedule for town gasoline~ from Gulf Oil Co. Notice of Personnel Board meeting, December 18. BA~f~AINING CONMITTEE: The Board instructed and authorized Selectman Ooady to pursue the matter of appointing above-named Committee and to take ~hatever steps necessary to expedite the matter. PATROLMAN APPOINTNENT: The Board unanimoUSly appointed Robert H. Steiner, First Street, patrolman in the North Andover Police Dept. Necessary doc~nents will be sent to Civil Service. DOG OFFICE2 APPOINTMENT: After Selectman Guthrie's statement that the Board had been very fortunate to have received so many capable applicants to fill the vacancy of Dog Officer, the Board appointed Stanley Duturlia, 346 Salem St., a former Bog Officer. He will take the plase of Leonard Degnan who died December 1, unexpectedly. J. Willis ~as instructed to make fha transitiom of the position of Dog Officer from Mrs. Degnam to Buturlta and to request the Police Dept. to refer all calls to Er. Buturlia. LICENSING COMM~sSIONERS: CLASS 111 License: Henswal from Raymond Houghton, Ash. Street, for Class 111 license approved by the Board. O~T-DOOR PA~ING: Letter from B~ilding Inspector stated that various business estahlishmants were currently engaged in renting parking speces to Western Electric employees on land owned by said businesses located across Osgood Street from the Western Electric Plant. Owners have been informed by Chief Lawlor that a license is required for Out-Door Parking. However, as this land is in an industrial zone, such licenses are not legal, and not permitted. Board voted to request Town Counsel if the Building Inspector's terminstien of the licenses was correct. TRONBLY BUS: Mr. Trembly recently purchased some 102 inch busses from the NBTA. He advised that a Spec. license was needed to operate a 102 inch bus on the roads.
