The Board of Selectmen held their regular meeting on this date with ~1 ,~mbers present; Sel-
ectmen Joseph A. Guthrie, John F. Ceady with Chairman John P. Kirk presiding. The ~arrsnt and
minutes were approved as submitted.
STATE NUILDING CODE:
~etter received re the new State Building Code which will become effective January 1, 197~.
Board voted to send copy to Building Inspector asking if this implementation required an
in the town meeting warrant.
CONSERVATION- TOPICS:
Letter from the Consemtiou Commission outlined the areas in the Topics plan that w~uld
a Notice of Intent. Copy of letter, ~hich was addressed to the State Dept. of Public Works,
was sent to the District Highway Engineer, Joseph D'Angalo aX the letter ms sent to Rober~
Tierney, State Dept. ,requesting that they file the necessary Notice of Intent.
SOLID WASTE cOUNcIL:
Letters received from the Southern Essex Solid Waste Council, who stated that it would be to
the town's advantage to Join the Co,moil and from the State Dept. of Public Works were referred
to the High,ray Surveyor, Chairman of the town Solid Waste Committee. After pernsa~ of the sub-
Ject matter, t.1/e Board requested his recozmmndations and comments.

INDUSTRIAL COMM~ION:
Letter received from the Dept. of Cmm~eroe and Develol~ent re proposed imiustrial develo~mnt
of cities & Towns. Requested a meeting with the Selectmen. Board referred the letter to the
v-~,mtrial Co~..~ssion, Ted Phelan, Chairman requesting a convenient date for all concerned to
be set up.
CONSUNER EDUCA2ION PROGR~M:
Letter from COUnsumers, Council requested that names of candidetes be sent for program begin-
ning February, 197~. The Board voted to send letter to Hrs. Flinn, President of the League of
Women Voters asking if she, or any ms,hers of the League, would Be wf~ing to.participate in
this program.
HEA~NG-~,'u.:,. ADJUSTMENT:
' Notice received of hearing on Mass. Electric Co. fuel adJus+.~euts on electric bills on Jan. 13.
Board vo%ed to have notice placed on J-~,~ry 6 Agenda.
Letter received' from the Planning Board that they were not in favor of the 20~ Funding Program
for the M.V,PO. Board concua-red -~ so advised the Merrimack V-~ey Planning Commission.
V0C SCHOOL BUDGE2:.
Prel~nary budget received for ~lsoal year July, 19?~-Juno 30, 1976. Board voted to set up
meeting with member of the Advisory Board and representative of the Esgional School District
Committee to discuss said budget. Letter sent to R. Xulpinski, Chairman, Advisory Board.
The Board voted .t~$~to declare a~vac~y at this time with the School
Committee for the~se of setting up the gx~und rules for said appointment. Letter sent
to P, Garefoli, Secretary, to set a convenient date for said meeting.
CE~A APPOINTMENTS:
The B .card appointed the following personnel mm/er the CETA program: Laborer for the Public
Works Dept. ,. Martin BaJdek, effective 12/23/74., .laborer for the Highway Dept., Edward F~k,
effective 12/24/74 a~ Clerk-Secretary for the School Dept., Maureen Kotce, effective Jan. 6,
197~ Ail applicants had Been interviewed by the essential department heads.
LICENSING COMMISSION:

Application for Out,Door Parking license received from Christopher Adams, at 1~91 Osgood St.
Application was denied unanimously result of letter from Town Counsel and Building Inspector
who agreed that the Zoning~y-Law (industrial area) does not permit the operation of open-air
parking lots. Letter sent to Hr. Adams with copy of Town Counsel's letter enclosed. Copy of
Selec~,eu's lstter to Hr. Adams also sent to Building Inspector and Chief Iawior.
TEGNBLY MOTOR COACH LICENSE:
Upon reco~ndation from Town Counsel, the Board reaffirmed the license granted to Francis
Trombly to permit the operation of wider Busses on their routes in the town of North Andover,
license sent toNr. Trembly.
