The Board of Selectmen held their meeting on this date with Selectman Joseph A. Guthrie and
Chairman John F. Coady presiding. Selectman Kirk absent due to business trip to New Jersey.
The ~mrrant and minutes were approved as submitted.
PERINI CORP:
Copy of letter to the Perini Corp. from ButIding Inspector informed the Board that Perihi
Corp. must submit required permit application -~ permit 'fee to the ~h,tlding Inspector's
office by January 31, 1975. If this is not done, a "stop work" order would be issued for
that portion of the wark covered under Contracts 1 and 2 entered into between the Greater
Lawrence Sanitary District Cu~,~,.~ssion and the Perini Corporation. The Board requested the
Building T~.%pector to keep them informed.
CETA AGPW~1~ENT:
Upon approval of Town Co,,~el, Chairman John F. Coady signed the Ceta Jobs Program Worksite
Agency Agrement.
RECEIVED:
Copy of Brief re Planning Office for Urban Affairs, Inc. v. North Andover Board of Appeals
filed by Town Counsel.
Water Locks control grant fro~ Town Counsel. Plans and Grant given to J. Borgesi, Bal. of
Public Works. Board .requested a letter be sent to Atty. Trembly extending their thanks for
his efforts, in behalf of the best intents of the town, which resulted in the granting of
the easement controlling the height of Stevens Pond.water ways.
Faster Seal Proclamation -s-~igned by Chairman of the Board.
Certificate of incorporation, affirmative character reference on E. Narston from Chief Lawlor.
Sent to Secretary of State.
Letter from Dept. of Community Affairs re "CD,' Act funding for community needs. Referred to
Staff Assistant, J. Willis, for investigation and report.
SNOWMOBILE PERMIT:
Copy received of permit for the North Andover Jay~ees to hold Snowmobile races on Feb. 8-9.
STUDY COMMITTEE:' CAMPION HALL:
The Board approved the list of names for the Campiom Hall Study Co~..~ttee submitted by Pat
Trombly and Gayton Osgood and added the names of Joseph Senia and Gordon Abbott, Jr. to the
list. The following persons were then appointed by the Board:
Dr. Julius Xay - Board of Health
Joseph Borgesi - Public Works
Patrieia Trombly - Conservation Commission - Chairman of Study Committee.
Gayton Osgood - Vice-Chairman, Study Co~.~ttee.

Office on Tuesday, January 28, 1975, at 7:30 p.m.
INSURANCE NEETING:
Letter received from ~ichard Xulpir~,ki requested a meeting with Insurance Chairmam, R. Lafcnd
~_~t the Selectmen. Ch~trman Coady was authorized to set date for future meeting.
LIGHtING-WESTERN ELECTRIC AREA:
Letter from Chief La,/[or requested tho Board to expedite the inst~ll-tion of larger, l~en
lights on existing poles at both emits at the Western Electric plaut. Stated present lights
were inadequate...that his traffic patrolmen wore in danger of being struck by moving vehicles
~-~y. Board voted to send letter to Mass. Electric requesting a survey of the 'lighting.
LAKE COCHICH~ICK:
Selectman Guthrie requested the Board instruct Chief Lawlor to take the necessary steps to
install "No Parking" signs on the lake side of Rt. 133. It wos so voted.
MASSACHUSETTS INDUSTRIJ~L FINANCE BONDS:
The Selectmen met with Roger Jewett, Secretary of the State Industrial Finance Board to
discuss financing industrial development in the town through govermnent assistance ,n~ier the
Industrial Revenue Bond Statute. Ted Phelan, Chairman of the N. A. industrial Commission was
also present. The primary purpose is to enable the town to attract new industries to the
community which will help to decrease ,,~-wployment ..... the new industries would be attracted
due ~o possible financial aid under the Revenue Bond Status. An Article must be inserted
in the wn;~-ant for the annual Town Meeting to enable the town to vote the imple~entation of
a town Industrial Develo~nent Financing Authority, under Chapter 772, Acts of 1967. To date,
91 munici?~ ~ ties have established and activated an Industrial Development Financing Authority.
The Board indicated they would .like to submit an Article. after a discussion meeting with the
Fianning Board, Indust.~r~ Co~,~,=ssion and Advisory Boars on the matter. The Article would be
sponsored by the above named Boards.
