MERRIMACK VALLEY HOME CARE:
Victor Tine, representative from the above-named committee, met with the Board and informed
then of the various services to the elderly and shut-ins that were in effect. The Board re-
quested that he send then the actual figures of cost to the town to be submitted in either
the Council On Aging budget or an Article.
DISTRICT HIGHWAY ENGINEER POST:
Chairman Coady motioned that a letter be sent to the Dept. of Public Works Commissioner
stating the town's endorsement of Joseph D'Angelo for the position of District Highway
Engineer in District #5. The Board stated his qualifications and capabilities were of top
caliber...Mr. Guthrie stated that Hr. D'Angelo was an active,am~ concerned and conscientious
citizen and should top the list of persons eligible for the position.
Licensing Commissioners:
Application received for a "Sunday ,, license from new store soon to open at the shopping
center called, the North Andover C.V.S., Inc., Ns.in Street. On previous applications for
a Sunday license, Town Counsel had informed the Board that the Police Chief, and not the
Selectmen, had the authority to grant or deny said Sunday license to any applicant. If
an applicant has s Registered P. harmacist or a Common Victualer~license, he may remain open
on Sunday. ~/1 others may not according to Chap. 136, Sec. 5. The application was referred
to Chief Lawlor '-'for his action.

MARCH 3 1975 - T(~N ELECTION DAY
The Board of Selectmen held their regular meeting on this date with al2 Selectmen present;
Selectmen Joseph A. Guthrie, John P. Kirk with Chairman John F. Coady presiding. The
warrant and minutes were approved as submitted.
CABLE TV:
Selectman Guthrie made a mo%ion to contact the Continental Cablevision of Merrimack Valley,
466 Essex Street, Lawrence, requesting a meeting on March 17th to discuss the possibility
of having Cable TV in the town. Letter will be sent to Town Counsel asking if it would he
required to go to town meeting in order to enable the town to participate in Cable TV. It
was so voted.
RED, CROSS NONTH:
Joe Willis informed the Board that President Ford had declared thel~month of March as Red
Cross month. A representative of the local Chapter had bronght~over a flag requesting the
flag be flown with the U.S. flag outside the town building. It was so voted.
ALL NIGHT PARKING BAN:
The Board voted to lift the parking ban subject to immediate reinstatement in the event of
a Spring snowstorm. Chief Lawlor and Highway Surveyor will be so notified.
INSPECTOR OF BUILDINGS:
A letter from Town Counsel advised the Board that Building Inspector, Charles H. Foster,
was the proper person to appoint to the position of Inspector of Buildings under the new
State Building Code. Selectman Guthrie requested that a letter be sent to Town Counsel
a.~king him what the Civil Service status is on the Inspector of Buildings if Er. Foster is
appointed to the position and what would be the Civil Service status on any Building Inspector
that might be 'appointed in the future? Appointment of Foster was placed in pending until
Town Counsel.s answer is received.

STREET LIGHTING- WESTERN ELECTRIC:
Letter received from James Brimicombe, Mass. Elec. Co. containing survey of proper lighting
at both exits at Western Electric Co. requested by Chief Lawlor. The Board voted to approve
said s. urvey and instructed the company to install same.
NO PARKING-MAI~ & DAVIS ST. ARE~:
Letter from Chief lawlor advised that No Parking signs be installed onthe westerly side of
Main St. from its intersection with Davis St. to Main St., with its intersecmion of Parkway.
Also recommended they be installed on the easterly side of Main St. from Davis St., 70 feet
in a southerly direction. The Board voted to instruct Chief Lawlor to install same. An
Order will be published in the Lawrence Eagle-Tribune under the provisions of the Gen. Laws,
Ch. 40, Sec. 22 to amend Art. V, Subsection II of the Rules and Orders Regulating Traffic.
Order will be effective March 8, '1975, after publication.
HIGHWAY SURVEYOR - R.R. DEBHIS:
'Letter received from the Highway Surveyor advising the Board of several problems pertaining
to the B & N Railroad ~on which, in his opinion, the Selectmen should take action. The
Board delegated Joe Willis to investigate the problems and Selectman Kirk offered to contact
the 'B & M Railroad officials in Boston.
