The Board of Selectmen held their regular meeting on this date with all members present;
Selectmen Joseph A. Guthrie, Thomas J. McEvoy with Chairman John F. Coady presiding. The
warrant and minutes were approved as submitted.
208 FUNDING PROGRAM:
Meeting with representative of the Planning Board, the Selectmen concurred with Mr. Lamprey
that joining the 208 Funding Program would not benefit the town and, once again, voted to send
a letter to the Merrimack Valley Planning Co~m,dssion stating the town of North Andover will
not Join said program per vote of the Selectmen not to commit the town. Third letter sent.
APPRAISER-PEDESTRIAN OVERPASS:
The Board voted to authorize Chairman Coady to engage the services of Leo Flynn, 275 Cabot St.
Beverly, Mass. to appraise land in connection with the Pedestrian Overpass.
LAKE COCHICHEWICK:
Letter received from William Salemne stated, with the permission of Public Works and Selectmen,
he would like to coordinate a scub diving clean-up operation in Lake Cochichewick on April 12,
EsstemDivers Supply of Lo,ell, Mass would provide ex~ra air tanks to allow 10 to 15 volunteer
divers to spend a maximum time in the the water for the project. The Board voted to approve
project and referred a copy of letter to Chief Lawlor requesting his department's aid on the
date of clean-up, April 12.
DRAINAGE EASEMENTS:
Upon the recommendation of Highway Surveyor, the Board signed a drainage easement petition for
Waverly Road to be sent to J. Carlin, County Engineer. Also requested to have County Engineer'
staff prepare drainage easements on three other locations on Waverly P~i ..... Culvert near the
Andover Line; three foot culvert at the cemetery entrance; and a culvert at Cotuit Street.
B & M RAILROAD:
Letter from the Highway Surveyor stated that he was very pleased with the immediate
of the Railroad officials to solve the problem of disposing cf old railroad ties thrown beside
tranks on North Main Street and Ashland Street, eliminating dangerous hazards. Ne thanked the
Selectmen for their cooperation and highly commended Joseph Willis, Staff Assistant, for the
fine work he was doing. In conjunction with the cleaning up of N. Main St. and Ashland Street
Mr. Cyr requested that the Selectmen contact Charles Construction Co. to clean up the construc-
tion debris on Sutton St., opposite the Sea Food & Sandwich Shop and to once more see if the
Building Inspector could get Sweeney to clean up his property on Sutton and N. Main Streets.
The letter voted to send letter to Charles Construction 6o. and to r~:luest a progress report
on Sweensy from the Building Inspector. Cyr will also contact Foster' to remove dangerous
on Segal property, corner of Osgood St. and Mass. Ave.
CABLE TV:
Letter from Stevens Library director, ELlen Spilka, r ~equested the Board have a representative
from the Library when Cable TV is discussed. Letter will be sent to Mrs. Spilka complying
her request and to Town Counsel requesting he recommend a Special Counsel to protect and advise
the. S'electmen re the complicated, legal procedures of installing Cable TV in the town.
NERRINACK VAT.T.~Y HONE CARE:
Letter from the above-named received containing a 'Memorandum of Agreement which the Beard re-
ferred to Town Counsel and the Advisory Board for their comments.
ADVISORM MANPG~ER MEETING:
Notice of meeting on Thursday, April 3, of the above-named committee.- Staff Assistant, J.
Willis will attend for Board.
RESERVE PATROLMEN:
At the request of Chief Lawlor, the Board voted to send for a certified list of persons q,,~l i-
fled to be appointed as a Reserve Patrolman. There are 3 vacancies. The Board also notified
Civil Service that the following residents of North Andover had indicated their willingness to
be appointed before the certification date: John Roberts, Thomas J. Gilligan and Glenn T.
~llzson.
ROCKWELL CASE: '
At the recommendation of Town Counsel, the Board appointed Atty. Joseph A. Miragliotta to
represent the town on the Rockwell case. He and Town Counsel will be so advised.
A~2ICLE ON FIRE & POLICE HOLIDAY PAY:
Article from Town Counsel was discussed. It was voted that the Board would not open the
warrant to insert said Article, and it was placed "in limbo." Nr. Guthrie stated he would
not take any action until the article had been discussed with both Chiefs of the fire and
police departments.

Notice of meetings for Ch. 774, exclusionary zoing law.
Invitation to Scout-O-Rama, Gillette Co. grounds, Andover, May 31. J. Gutkrie and T.
Letter from Essex Cry. Se. 's Association re annual meeting. Mr. Guthrie would like to/ attend,
have an Article inserted in the warrant increasing the numberof County Commissioners from 3 to
