HomeMy WebLinkAbout1975-05-05 Board of Selectmen Minutes 106 The Board of Selectmen held their regular meeting on this date with all members present; Selectmen Joseph A. Gu~hrie, Thomas J. McEvoy with Chairman John F. Coady presiding. The minutes and warrant were approved as submitted. PROCLAMATIONS: John J. Lyons, To~rn Clerk, requested the Board to proclaim the week of May 11-17, '~uncipal Clerks ' Week." Approved. The Board also proclaimed the week of May 18-24, '~ational Insurance Women's Week." Also requested, Secretary to write proclamation for Awards Day at which exchange student, Raija Liisa Hietava from Nuhos, Finland, will be proclaimed an honorary citizen of the town of North Andover. UN DAY CHAIRMAN: The Board appointed Miss Katherine Sheridan, 11 Cleveland St., Chairman of UN Day which will be in October, 1975. POLE LOCATION: Petition received for Joint pole location on Campbell St. Hearing set for Nay 12, 7:30 p.m NE~ POLICE CRUISER: ~etter from Chief Lawlor notified the Board the State had approved an extra police cruiser for the North Andover Police Dept. Selectmen voted to send a letter of thanks and appreci- ation to Chief Lawlor for his efforts in the matter. POLICE CAR BIDS: At the request of Chief Lawlor, the Board voted to advertise for bids for 3 new Police cars bids to be opened at 7:45 p.m., Nay 19, 1975. COUNTY COMMISSIONER - CHAP. 90 Petition executed by the Selectmen which will reimburse the County's share of Chapter 90 reconstruction of Salem St. ~TO~NNURSE: Letter received from Dr. ~ay, Chairman of the Board of Health re the town nurse voted by Town Neeting. Letter voted to be sent requesting the Selectmen and Dr. Kay discuss the appointment at a meeting on Nay 19. HIGHWAY SURVEYOR: Copy of letter to Vice Pres. of La~rence Gas Co. from W. Cyr requesting extension of the gas main on Salem St. It seems the gas company does not want to ex~endthe gas main. The Reardvoted to send a letter to Law. Gas Co. in support of the Highway Surveyor's request. RESERVE PATROLMAN: Appointment of 3 Reserve Patrolmen was tabled unti2 nex~ meeting. ASStSTANT DOG OFFICER: When present dog officer was appointed, it was understood that his wife, Nancy Gauthier, would assist him when necessary. However, her authority was questioned by some towns- people. The Selectmen voted to write Town Counsel to be advised if it would be legal to appomnt Mrs. Gauthier and Assistant Dog Officer without stipend. FIREFIGHTER'S LOCAL: Board voted to call a meeting with Fireman's Union and Labor Union to reopen negotiations. Letter will be sent. T~N GARAGE BID PROTESTS: Letter received from Anthony G~l~uccio, General Counsel, Dept. of Labor and Industries who notified the Board they had received a complaint from Connolly Brothers, Inc. protesting the bid of I.R.F. Corp stating ~hey did not acknowledge Addendum No. 1 in their bid. The Board voted to send letter to General Con-vel stating that after reviewing all bids received, the Selectmen awarded the contract to the lowest bidder; that it was their opinion that the bid of I.R.F. was properly filed, that Addendum No was not an important issue. The Board would attend any hearing requested on thematter; that it was their intent to proceed withthe building of the Town Garage. Letter sent certified mail.. Request for cop{es of filed sub-bids from John Cyrwas approved. Letter from John A. Masiello, Nasiello Construction Co., Inc. containing protest received. Selectmen voted to acknowledge letter sending same reply as above to the company. Letter sent certified mail. LAND-TAKING JUDGMENT - S. ROCKW~.T~.: Court case, Samuel RoCkwell, Jr., et alii v. To~m of North Andover re land-takingwas re- solved. $42,000 plus interest of $9,988,86 for land damages awarded by the Court. A voucher with payment of $29,492.92 was processed this week in part payment. 99 NORTH CONPLAINT: Domenick Messina, 287 ChickeringRd. and hiswife appeared before the Board with the following complaints concerning the 99 ~orth Restaurant. CAMPION HALL: Pat ~rombly and Gayton Osgood appeared before the Board to discuss procedures re the land surrounding Lake Cochichewick. A Campion Hall Study Committee ~ill be appointed in the near future to study the m~tter. ~EC EIVED: Copy of result of Juvenile detention quarters inspection,' affirmative, in police dept. Letter from Cty Planner's Office re Housing Policy. Letter from Cty. Planner's Office re Rt. 114 safety improvement schedule. Notice of gasoline price increase. Notice of meetings. The Board will attend Essex County Se!ectmen's Dinner meeting, 7 p.m. Marguery, Ipswich, May 31. Selectmen, at the request of Mr. Guthrie, willincert Article for Town Meeting to be held at 5 p.m... :'That any request from Reserve Fund be first approved by the Selectmen as well as the Advisory Board." Annual Chamber of Commerce Dinner: Selectman McEvoy wishes to attend. ANNUAL SHE~ SHEARING DAY: Notice received of the above and Bicentennial Spinning Bee, May 18, from 1-5, Old Center. INPROVEM~NT SOCIETY: Letter sent to Improvement Society expressing thanks and appreciation to the members for the financial and moral suppoxt extended to the Campion Mall Study Committee which resulted in an excellent report. LICENSING C G~ESSIONERS: OUT-DOOR PARKING APPLICATIONS: Application received for renewal of Out-Door Parking license from C. Adams and George Fark~s both on Osgood Street. Board voted to extend Adams permit 45 days with instructions that this continuance was to allow him to take the necessary steps to correct the zoning violation that now exists. He must file ~.~thin the next two weeks for a variance with the Board of Appeals. ,Letter sent containing t~is information. Letter also sent to George Farkas with same in- ~structions. Farkas license not granted until Board of Appeals decision. PATTY's Y~IDW RIBBON: Request denied to have above-named restaurant opened from 1 a.m. to 4 a.m. to serve breakfasts Reason: Residential neighborhood. Too many complaints already about traffic and noise. PROCLAMAIION REQUEST: At the request of Thomas Leavitt, the Selectmen proclaimed the week of 12-18, '~ational Historic Preservation Week," and signed a proclamation to that effect. Sent to Mr. Leavitt. MEETINGS: The Board will meet .with the Tox*n Garage Committee, Wednesday, May 14, at 7:30 p.m. Board invited to participate in Invasion Day for the elders of the community, about 1500 from from fifteen cities and towns will be present on June 25th, at Northern Essex Community College 1973 HIGHWAY ACT: ",~ , ' Letter from Merrimack Valley Planning Commission re 1973 Highway Act received and referred to Joe Willis for necessary action. Tabled until next meeting. COUNTY BICENTENNIAL: Letter received from J. J. Quigley, Federal Funds Co-Ordinator, Cty. Commissioner's Office, stating they are seeking to have the county designated by the American Revolutionary Bicent~ ial Commission to plan the county-wide observance. They re~xested a person be designated from North Andover to serve on the commission. Selectmen voted to send letter to P. Bossiter, Ch. of the town's commission requesting a reco~endatton of person or persons. Selectman Guthrie stated that every town andcityare all planning their own Bicentennial celebrations through- out the County, that it was not necessary for the County Commission to be funded under County observances, that all funding for Bide~tennial celebrations should be allotted to the various cities and towns throughout the County. County's observauces would be a duplication.
