D.P.W. Meeting Room
The meeting was called at approximately 7:00 p.m.
Members Present
Richard Nardella, Chairman, Joseph Mahoney, Clerk, Richard Rowen
and George Perna.
Decisions
Bake 'N' JoY - Site Plan Review
Mr. Nardella suggested a change to the decision.

There were several Kathleen Drive residents present, but took no
part in any discussion.
After a brief discussion of the draft decision, a motion was made
by Mr. Rowen, seconded by Mr. Mahoney, the Board voted to approve
the draft decision with amendments.
Meadowood - Special Permit - Common Driveway
After a brief discussion of the draft decision, a motion was made
by Mr. Rowen, seconded by Mr. Mahoney, the Board voted to approve
the decision.
Mr. Perna left the meeting.
Woodchuck Hill
Mr. Steve Stapinski and Mr. Thomas Laudani gave a informal
presentation. A previous plan for the site had received
preliminary but not final approval. They showed a conventional
subdivision plan which, they said, established a density of 50
lots. Site constraints appear to be two wetlands and steep slope
topography.
They showed a proposed PRD plan, indicating entrance on Salem
Street, and a lengthy dead end interior roadway. There were
questions about possibly connecting with an abutting development
(proponents said couldn't be done) and road switchback in relation
to grades which were said not to exceed 8 percent.
Mr. Stapinski talked about alternative sites for four lots to avoid
cutting on steep slope. This drew favorable remarks from the
Board. The Chairman suggested that the developers explore all
possibilities, to minimize slope cutting. Mr. Laudani said he's
hired an architect to design site specific houses to minimize
clearing and cutting.
There was a discussion on the width of the right of way and
pavement. Mr. Stapinski said he would appreciate some indication
whether 40 feet at the top of the development would be allowed, as
opposed to 50 feet.
The name of the development is to be "Foxwood" with a price range
of $275,000.
North Andover Estates - Steep Slop~
Mr. John Nolan appeared to discuss repair of the slope off Chestnut
Street at North Andover Estates. Mr. Nardella and Mr. Rowen wanted
some plantings on the slope, as opposed to grass only. Mr. Nolan
seemed to think it would be difficult to plant on such a grade.
Mr. Mahoney suggested trees grow on cliffs. Mr. Nardella and Mr.
Rowen asked Mr. Nolan to put together a small illustration showing
the slope and some plantings. Mr. Mahoney said he would defer to
whatever D.P.W. requests for the site.
